Abstract

There have been many promising advantages for the public service schemes based on privatization or partnerships (kemitraan) between the government agencies and the private organizations Along with the newly enacted law on Local Government and the Financial Shares between the Central and Local Governments privatization and kemitraan will be an interesting alternatif for financing public services at the local level.In Indonesia, however, it appears that insofar there are limited local authorities that are experienced in negotiating, implementing and controlling the privatized schemes or the kemitraan. Lack of commitment, political vested interests, and lack of professional attitudes air among the obstacles for the local governments in conducting such schemes. On the other hand, too much profit maximizing, ignorance to the public interest, and low morale would also obstruct the private sectors in serving the best for the public: Nevertheless, such limitations must not avert both sides fivm making political, managerial and technical breakthrough to create a responsive public service system as the privatized and partnership system would be a win-win solution for the government agencies, the private organizations, and the society

Abstract

Historically, the study of public administration starts with the endeavors to establish the effective and efficient administration. This followed by the notions of equity values in managing public administration that lead to the idea of the new public administration. Recent challenges such as privatization, multiculturalism, democratization, decentralization and various disasters that occur have produced the demands to pay attention the new look of public administration. This article discusses the history and contemporary issues of public admihistration in order to reformulate the scope of public administration study.

Abstract

Reforms are usually come out when a country is encountering a crisis. When Japan was totally destructed at the end of World War II, a crisis of identity and public trust to the government, together with the tight supervision and intervention of Allied power under the SCAP (Supreme Commander for the Allied Power), gave all possibilities for the significant economic and political reforms in the country. During the period of Allied occupation in 1945-1952, therefore, Japanese monolithic political system and the strong adherence to the Emperor have been changed into a more democratic and pluralistic system. This fundamental change established a strong basis for Japan to boost economic activities with even higher growth. However, it is proved that administrative or bureaucratic reforms have not been successful during that period. There were still much politicking and vested interests involved in the bureaucratic system which was influenced by hegemonic and crony system. This was because SCAP adopted an "indirect administration system" during the occupation period with lack of commitment for administrative reforms. There are some lessons which can be learnt by Indonesian policy makers. Among others, one important thing is that bureaucrats are usually havk. a high resilience for administrative reforms. To materialize a big change, reformers have to consider the culture and conduct reform with a strong political will and commitment.

Abstract

The problems concerning the state owned corporations are very closely related with the role of the national economy in development activities. Generally, the role of the national economy as reflected by the existence of the state owned enterprises is so, because oldie lack of the private sector to handle particular public problems. In Indenesio, the existence of :he state owned corporation is intended to manage the necessities of life for many people, as provided by Article 33 fine 1945 constitution. in developing the mission which must be handled by these state owned enterprises however, the role of the state owned corporations as agents of development is not achieved. This writing attemps to look normative concepts which must apply to the state owned corporations as public corporations and loosen the alternative criteria to evaluate the work of state owned corporations. Basing on this analysis, it can be concluded that the major role of the state owned enterprises in future is to shift to the provision of public services, but not the extraction of natural resources any more. For this reason therehre, standard for evaluating the work of these state owned corporations must also be developed relating to the dimensions of public services like: efficiency, effectiveness, justness and perception.

Abstract

Batam’s development began in 1970 by the Batam Authority (now called BP Batam) and was projected as an industrial area. At that time, Batam was transformed into a city with growth above the average national economic growth. Yet, the contrasting situation occurred after the implementation of regional autonomy in Batam. The presence of the Batam City Government as an executor of regional autonomy has a very strong legal and political position. Therefore, this paper focuses on institutional failures which have implications for the decline of the economy during the decentralized era. The methodology used in this research is descriptive exploratory, which extracts information from primary and secondary data. Primary data was obtained using surveys and interviews with expert informants. The data was analyzed using the Delphi method and Analytical Hierarchy Process (AHP). The results of the study showed that the problem was institutional dualism between the Batam City Government and BP Batam, which had implications for legal uncertainty. The Delphi method resulted in recommendations for the Free Trade Zone (FTZ), Special Economic Zones (SEZ), and the implementation of special autonomy in Batam. Meanwhile, the Analytical Hierarchy Process (AHP) method resulted in a finding that special autonomy was the best policy choice. The concept of asymmetric decentralization based on economics is a possible model of special autonomy. However, in its implementation, further stages are needed to prepare a special law regarding the substance of specialization given to Batam.

Abstract

Energy savings in Indonesia are still far from the expected target of only around 79,358 GWh/141,220 GWh. The achievement is based on online reporting of energy management by industry according to government regulation No. 70 of 2009 which is reported regularly every year. This is done by the government as support in reducing the impact of climate change that occurs today. The qualitative method used in this study was a collaborative governance process approach between the government and industry with a collaborative governance cycle that occurs, is then analyzed, and conclusions drawn. The research results obtained include difficulties in identifying industries because there are still differences in authority within different government agencies. There are still 30% of industries that meet the requirements but have not done online energy management reporting including the fulfillment of all energy management activities that must be carried out. Articles related to incentives and disincentives that have not been fully implemented by the government. Collaborative governance is very important to be applied in the division of tasks, functions, and roles of each party involved. So that all can run according to their rights and responsibilities so that the achievement of future energy saving targets can be achieved.

Abstract

This article systematically reviews academic research on policy gridlock (PG) to provide an overview of the development of PG in public administration (PA). This study analyzed 94 articles published between 1988 and 2022 using a systematic meta-analysis of literature reviews (SLRs) with Vosviewer software and a qualitative approach. This study finds the main research typologies in the PG literature, namely PG formation and PG completion. Our analysis also reveals that PG formation has a predominance in PG research. Meanwhile, the least published typology of PG is the completion of PG with sub-typologies, namely looking at the impact. Finally, we offer 25 future research directions to fit this typology. This study may be the first to use SLR analysis and qualitative analysis to generate detailed information about each typology of PG literature research in PA disciplines by measuring the number of publications over the last 30 years. The results of our review are limited to PG publications in the social sciences to focus on PA and policy studies and are derived from the Scopus database.
