Abstract

Tulisan     ini     berangkat     dari     perubahan     format     kelembagaan     negara     yang    kemudian    membawa    dinamika    dalam    hal    hubungan    diantara    lembaga-lembaga  negara. Dimana     perubahan     teraebut     memperkuat     mekanisme     Checks     and     Balances     di   antara    lembaga-lembaga    yang    memiliki    kekuasaan    sehingga    menutup    kemungkinan terjadinya    tirani     pada     masing-masing     puncak     dari     setiap     cabang     kekuasaan     yang     ada.     Format   kelembagaan     negara     pada     cabang     kekuasaan     yudikatif     terdapat     tiga     lembaga     yakni  Mahkamah    Konstitusi,    Mahkamah    Agung    dan    Komisi yudisial    yang    memiliki    fungsi  dan    peranannya    masing-masing    berpegang    pada   prinsip    checks    and    balances.    Hal    ini    bertujuan    agar    salah    satu    dari    lembaga tersebut    tidak    menjelma    menjadi    tirani    yudikatif.    Sehingga    kemungkinan    akan kesewenang-wenangan    dalam    menjalankan    hukum    dapat  dihindari. Prinsip     checks and balances juga     masuk     pada     ranah     pengawasan     hakim.  Dimana     telah     terjadi     pasang-surut     hubungan     antara     Komisi     Yudisial     dengan   Mahkamah     Agung     maupun     dengan     Mahkamah     Konstitusi     yang     berkaitan     dengan   masalah  pengawasan    hakim.    Tetapi    walaupun    demikian    seperti    yang    telah    dijelaskan    diatas    bahwa    relasi    kelembagaan     diantara    lembaga-lembaga    tersebut    walaupun  telah   mengalami    dinamikanya    tersendiri    namun    diharapkan    membawa    perubahan    menjadi    lebih     baik.     Perwujudan     prinsip     negara     hukum     dan     paradigma     anti   absolutisme  pada   kekuasaan    yudikatif    harus    lebih    diutamakan    dalam    relasi    kelembagaan   antara lembaga - lembaga  tersebut.     Sehingga     relasi     yang     terjalin     tidak     hanya     berkutat     pada     konflik   kepentingan    semata    melainkan    untuk    mewujudkan    masyarakat  Indonesia    yang    tertib hukum    dan    berkeadilan    sosial.

Abstract

Political participation is the participation of society or certain parties in political activities. And when politics is defined as a policy and when we associate with public participation then we will arrive at how public participation in making a policy. Politics Partisipas actively in policy-making becomes an absolute requirement, since participation would give birth control community over the course of government. This study aimed to describe the political participation of indigenous village of Kuta in public policy formulation in the Village District Karangpaningal Tambaksari Ciamis district. Research method used is descriptive qualitative method. In this study the techniques of data collection was done by in-depth interviews (Indeepth Interview), direct observation and documentation, purposive sampling technique is a technique used for sampling. Data analysis using the method of interactive analysis and validity of data used is the technique of data triangulation. The results of this study show that, this result shows that the growing political participation of indigenous peoples in the village of Kuta in policy formulation can be viewed in two processes. First, political participation in the process of internal policies in indigenous communities, and second, political participation in policy formulation processes at the village level. Political participation in indigenous communities, are more closed to the elitist model, Kuncen was instrumental in setting policy, while in access planning, policy control indigenous communities are not involved at all, it is in because of the strength of tradition Kuncen positioned as the main actor who issued the customary policy . While political participation in policy formulation process stages or levels in the Village Karangpaninggal already running with the following democratic values. This means that in this process of political participation open space area .. However, space for perpartisipasi is not utilized optimally. This is because the human resources and the level of understanding of the political partisitisipasi low.

Abstract

Competition of election mayor of banjar city very tight and the results is no easy to guess. There are too many variable who affected of the candidates victory, which is, political party sponsored, solid campaign team, big budget, campaign central messages, campaign method, candidate imageand constituent treatment can become an significant variable to get the victory. Scientific method who accurate and trusted to understood the voters with make a survey. Survey can show strength and weakness the candidates infront of the voters..Specifically, the information who get from survey are, first popularization measure, second, election level possibility, third, votes reason mapping, forth, significant issued identification, Fifth, campaign strategy identification. Concerned with that, behavior voters survey would become considerable value political mapping for the candidate to get a victory.Research result indicate people animo about election mayor of banjar city are very huge. People aspiration include individual characteristic figure, which is, integrity, economic capability, drummed up region commitment, leadership provisionally put a finger on abig attention accordingly the heftiest candidate mayor of banjar city hold on incumbent mayor dr. Herman Sutrisno.

Abstract

This study entitled "PERFORMANCE OF MEMBERS OF THE HOUSE OF REPRESENTATIVES (Performance Studies Member of Legislative Assembly Perspective Public Opinion in the City Tasikmalaya)". The purpose of this study is to investigate in depth and obtain a descriptive about to find out public opinion on Parliament's performance in terms of the City Tasikmalaya resposivitas, reliability and accountability. The research method used was qualitative-descriptive, with the informant selection techniques using purposive sampling. Collecting data through in-depth interviews, observation, and documentary studies. The method of analysis used is Interactive Analysis Model to the validity of data was tested using Trianggulasi Sources. The results showed that by looking at indicators of responsiveness, reliability, accountability and implementation of the functions of Parliament is seen that legislators Tasikmalaya City has not shown a good performance. When the members of the City Legislature Tasikmalaya showed good performance and the public quite satisfied with its performance then it did not rule on the coming election period they will be re-elected, but if this is the opposite then it is possible to describe the members of this council will be left and will not be selected again by the voters in the upcoming election period.

Abstract

The Elements who Influence Orientasion and Attitudes Voters Concerning Legislative Candidates in General Election 2009 at Election District Tawang-Cihideung Tasikmalaya City. Voters behavior in general election 2009 very different with voters behavior in general election 2004. Voters confronted with legislative candidates who have to be votes and so do the political party who take the legislative candidates, so many voters who had multiple diverse orientation and attitude. The most attitude who have affected orientasion and attitude voters to legislative candidates.This research be done at election district 1 Cihideung-Tawang, in this district there are 116 legislative candidates from 25 political party who there in election district 1, they are joining in legislative election 2009. living hood, primordialism, voters loyality, job and propechy, it becomes the most influence elements of orientation and attitude change of the voters.
