Abstract

Isu sentral dalam penelitian ini adalah kurang optimalnya performa para pegawai di Kecamatan Bunguran Timur Laut, Kabupaten Natuna. Situasi ini kemungkinan disebabkan oleh penerapan yang belum optimal dari gaya kepemimpinan demokratis dan kurangnya disiplin kerja di kalangan para pegawai di Kecamatan Bunguran Timur Laut, Kabupaten Natuna. Metode penelitian yang digunakan oleh peneliti adalah explanatory survey, suatu pendekatan yang bertujuan untuk mengklarifikasi hubungan sebab-akibat dan menguji hipotesis. Dengan menggunakan data, penelitian ini bertujuan untuk menjelaskan hubungan kausal antara berbagai variabel melalui pengujian hipotesis. Dalam kerangka metode ini, data lapangan dikumpulkan, kemudian diuraikan dan dianalisis dengan menggunakan statistik yang relevan, untuk kemudian merumuskan kesimpulan tentang interpretasi data tersebut. Variabel yang menjadi fokus dalam penelitian ini meliputi Gaya Kepemimpinan Demokratis (X1) dan Disiplin Kerja (X2) sebagai variabel independen, serta Kinerja Pegawai (Y) sebagai variabel dependen

Abstract

Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency is a guideline in the implementation of programs and policies to maintain and protect every citizen, especially the residents of Malinau Regency in order to avoid the use of alcoholic beverages and abuse in the social life of the community. The purpose of the research is to find out the Implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency, and to find out the obstacles and find solutions to overcome the obstacles faced by the Malinau Regency Regional Government in enforcing the regional regulations. This study uses qualitative descriptive research, to find out the population in this study is to use a sample to find out the extent of the implementation of the local regulation on the prohibition of alcoholic beverages in the community whether it has been fully implemented. This research instrument uses library study methods and field research which includes observation, interviews and documentation techniques. Method for Data Analysis in this study uses qualitative data analysis of an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawn. The results of the study illustrate that the problems faced in the implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency such as the lack of socialization carried out by the Regional Government to the community, the absence of financial support for agencies or implementing agencies in the context of socialization and implementers that are very lacking compared to the area of the area which is not in accordance with the number of implementers or implementers that exist. In addition, it is necessary to improve bureaucratic reform so that the purpose and implementation of the prohibition regulation can be more optimal.

Abstract

Tourism development in West Manggarai Regency remains highly dependent on Komodo National Park as the region’s flagship destination, creating economic vulnerability and limiting the development of alternative tourism areas. This study examines the contribution of institutional synergy in advancing the diversification of village-based tourism in West Manggarai, Indonesia. The research employs a qualitative case study approach focusing on Komodo National Park, Labuan Bajo, and Liang Dara Village. Data were collected through in-depth interviews with 19 informants, focus group discussions, field observations, and analysis of national and local policy documents. The findings indicate that tourism diversification remains limited due to fragmented institutional authority, weak cross-actor coordination, uneven tourism human resource capacity, limited accessibility, and insufficient integration of promotion strategies for non-Komodo destinations. Despite these challenges, Liang Dara Village demonstrates potential for developing nature-based, cultural, and handicraft tourism as part of integrated tourism packages. The study concludes that tourism diversification requires stronger institutional synergy among local government, the Labuan Bajo Flores Authority Agency (BPOLBF), village governments, tourism awareness groups, communities, and tourism businesses through institutionalized coordination, capacity strengthening, and integrated promotion strategies. This study contributes to tourism governance literature by highlighting the importance of institutional synergy in supporting tourism diversification in conservation-based destinations. Practically, the study recommends the establishment of formal coordination platforms among local government, BPOLBF, village governments, Pokdarwis, communities, and tourism businesses, alongside village capacity-building programs and integrated regional promotion strategies for non-Komodo destinations.

Abstract

This study aims to analyze how local governance shapes the implementation of community-based stunting reduction programs in Bintan Regency, Indonesia, an archipelagic and semi-rural area facing administrative and logistical challenges. A qualitative descriptive design was employed through semi-structured interviews with 15 key informants, including village heads, midwives, community health cadres, health officials, and members of the Stunting Reduction Acceleration Team (TPPS). Data were analyzed thematically using five governance dimensions: political commitment, intersectoral coordination, program leadership, data and monitoring systems, and community participation. The findings show that political commitment and community participation were relatively strong, as reflected in village fund allocation, active local leadership, nutrition education, home visits, and community-based initiatives such as foster-home activities. However, inter-sectoral coordination, data utilization, and frontline leadership remained uneven across subdistricts and villages, often depending on informal coordination and individual initiative. The study concludes that stunting reduction in Bintan is not merely a technical health intervention, but a local governance challenge. Strengthening institutional coordination, digital data systems, frontline capacity, and sustained community engagement is essential for improving the effectiveness, equity, and sustainability of stunting reduction programs.

Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Peraturan Wali Kota Batam Nomor 52 Tahun 2018 tentang Penyelenggaraan dan Retribusi Parkir di Kota Batam. Penelitian menggunakan pendekatan kualitatif dengan metode evaluasi kebijakan berdasarkan kriteria William N. Dunn, yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Data diperoleh melalui observasi, wawancara, dokumentasi, serta studi literatur yang melibatkan Dinas Perhubungan Kota Batam, juru parkir, masyarakat, dan pengamat kebijakan. Hasil penelitian menunjukkan bahwa implementasi kebijakan parkir di Kota Batam belum berjalan optimal. Permasalahan utama meliputi kebocoran retribusi, penggunaan sistem manual, lemahnya pengawasan, keberadaan parkir liar, serta rendahnya kualitas pelayanan parkir. Selain itu, kebijakan dinilai belum sepenuhnya sesuai dengan kondisi riil di lapangan. Faktor penghambat lebih dominan dibanding faktor pendukung, terutama terkait keterbatasan sumber daya, rendahnya transparansi, dan lemahnya partisipasi masyarakat. Penelitian ini merekomendasikan reformasi kebijakan melalui digitalisasi sistem parkir, penguatan pengawasan, revisi regulasi, serta peningkatan kualitas sumber daya manusia agar pengelolaan parkir lebih efektif, transparan, dan akuntabel.

Abstract

The implementation of the National Education Standards (SNP) policy is the application of policies related to minimum criteria on relevant aspects to support the implementation of the national education system and must be met by organizers and/or educational units throughout the jurisdiction of the Unitary State of the Republic of Indonesia. The function of the National Education Standards is as a basis for education management which includes planning, implementation, and supervision of education in order to achieve the expected goals, namely the realization of quality education. While the purpose of the National Education Standards is to measure, evaluate, and assess the quality of education, the results of which will be a reference for compiling a program to improve the quality of education based on regional characteristics in each educational unit. This study aims to describe the implementation of the National Education Standards policy and the factors that influence the implementation of the National Education Standards policy at SMP Negeri 1 Mentarang, Mentarang District, Malinau Regency. The design of this study uses a descriptive research type with a qualitative approach. By describing or depicting the state of the research object at the present time, based on the facts that appear or as they are. Sources of information on places and informants have been selected based on certain considerations and taken based on research objectives. The informants in this study consisted of schools as implementers in the field, school committees, and students as target groups for the implementation of the National Education Standards policy as well as the Malinau Regency Education Office and School Supervisors as leading sectors that communicate, mobilize, and encourage the implementation of the National Education Standards policy and the Education Council as observers of education. Overall, the implementation of the National Education Standards policy at SMP Negeri 1 Mentarang has been fulfilled and can be seen from the data obtained. The results of the study indicate that the four factors that are the model for implementing public policy, namely communication, resources, disposition (attitudes), and organizational/bureaucratic structure have been implemented well as an effort to fulfill the National Education Standards policy at SMP Negeri 1 Mentarang, but need to be optimized, because these four factors can be obstacles to the implementation of the National Education Standards policy at SMP Negeri 1 Mentarang.
