Abstract

One of primary issues of organization theory debate arises from questions about the basic unit analysis from which the reality of organization is best derived or understood. The functionalist orientation takes as its points from the larger collective level of  reality, that is, the encompassing system is the basic unit of analysis. The interpretivists see individual interaction as the basic unit from which an understanding of the larger context can be obtained. The two perspectives have no link between the individual and the collective, and the interface between them is un‐addressed. The notion of ʺsocialʺ is aborted. A transformational theory, which takes the Jung model (a psychological sociology) as a point of origin has the potential for this integrative perspective. This theory encompasses both the individual and the social and the nature of their interrelatedness.

Abstract

The Covid-19 pandemic crisis places women in a vulnerable position. Female seaweed workers or mabbetang at Pantai Indah Pulau Sebatik are one of the groups that were affected by it. Sebatik Island, as part of the Indonesia-Malaysia border, has sea potential, mainly seaweed cultivation. This study aims to discuss the capacities and vulnerabilities of mabbetang at the Indonesian border in dealing with the Covid-19 pandemic crisis. The research method uses descriptive qualitative using capacity and vulnerability analysis framework/CVA. Primary data collection was obtained through Focus Group Discussion (FGD) and observations with mabbetang, as well as secondary data through literature reviews. The results of the study show that mabbetang have vulnerabilities and capacities (physical, social, and motivational aspects) in carrying out activities, especially during times of crisis. The vulnerabilities faced include limited access to health, infrastructure, capital, and double burdens. However, mabbetang women also have capacities including the strength of kinship social relations, emergency savings, and work flexibility. The research uses the help of NVivo software with project map visualization to produce strategic implications for capacity building and reducing vulnerability which is expected to contribute to policymakers in taking policy steps to empower women and seaweed cultivation on the Indonesian border coast.

Abstract

The thesis of this paper is that the images of administrative quality that characterized defenses of administrative power contains dilemmas of gender. The intellectual assumptions, definitions of knowledge, and values that shape administrative thinking, and in turn the conditions of people's live are likely to remain as masculine. In either case, if the structural nature of public administration is still based on the culturally masculine qualities, advancing equal opportunity and action for both women and men, cannot be counted on in and of themselves to change the tenor of public administrative affairs.

Abstract

This article provides a systematic literature review (SLR) of Environmental Impact Assessments(EIA) in Public Administration (PA), analysing scholarly articles published between 1971 and 2023 through bibliometric and qualitative methods. Using VOSviewer for quantitative insights and qualitative analysis, the study comprehensively examines the evolution and thematic trends of EIA research. It identifies critical themes like public participation, regulatory frameworks, and environmental integration that shape EIA practices. Analysing 287 journal articles, the review shows that public participation is a dominant theme, reflecting a shift toward inclusive, participatory governance. This transition includes climate change considerations in EIA processes and the use of advanced technologies like remote sensing and AI to improve accuracy and efficiency. EIA research has evolved from strict regulatory compliance to broader, tech-enhanced, participatory approaches. This SLR tracks EIA studies' historical progression and diversification, revealing emerging trends and gaps while laying a foundation for future research. It offers valuable insights into environmental assessment and public policy, contributing significantly to environmental management discourse.

Abstract

This study aims to explore how culturally rooted moral crises can trigger the emergence of collaborative governance in rural tourism development. While collaborative governance has become a normative approach in sustainable tourism, existing literature rarely examines how emotionally charged incidents catalyze stakeholder mobilization. This research investigates the case of Kaligono Village, Indonesia, where the misuse of a sacred waterfall provoked widespread moral outrage and initiated community-led governance transformation. Using a single embedded case study design, data were collected through 19 in-depth interviews, participant observation, and document analysis over six months. The findings show that the moral crisis activated inclusive village deliberations, reasserted collective values, and fostered grassroots leadership. These dynamics evolved into a formalized collaborative governance regime featuring dual Pokdarwis (tourism groups), village regulations, enforceable SOPs, and multi-level partnerships. The study introduces the concept of crisis-led collaborative genesis, emphasizing the role of moral rupture in aligning stakeholders through shared cultural identity and emotional resonance. It concludes that in contexts of strong cultural cohesion, a crisis can serve as a disruption and a foundational moment for participatory and resilient governance. These insights offer practical implications for tourism planning in culturally embedded rural settings.

Abstract

Ketidaksetaraan dan ketidakadilan gender melahirkan gerakan sosial yang berfokus pada isu-isu pengarusutamaan gender. Salah satu gerakan sosial berbasis gender dikenal dengan International Women’s Day. Belum tercapainya kesetaraan gender di Indonesia menyebabkan pentingnya kajian yang menjelaskan tentang tahapan gerakan sosial International Women’s Day, sehingga dapat diketahui penyebab belum tercapainya tujuan gerakan di Indonesia. Studi ini menggunakan metode kualitatif deskriptif dengan menjelaskan tahapan gerakan sosial dan pola gerakan sosial International Women’s Day Semarang sebagai pelaku Gerakan Sosial Baru (GSB). Terdapat dua penyebab yang membuat IWD Semarang belum mencapai tujuan. Pertama, belum adanya organisasi yang tersentral yang menjadi pedoman aktivitasnya. Kedua, kegagalan gerakan dalam menentukan tujuan dari gerakan, sehingga aksi-aksi yang dilakukan hanya bersifat seremonial. Berdasarkan temuan tersebut, kajian ini menekankan pentingnya kelembagaan gerakan sosial dengan melakukan kerjasama dengan para aktor gerakan sosial, terutama dalam penyusunan rencana kerja, jangka pendek, menengah dan rencana jangka panjang gerakan. Peran pemerintah diperlukan terutama pada fasilitasi terkait dengan penguatan aktivitas advokasi kesetaraan gender.   [Gender inequality has given rise to social movements that focus on solving gender problems. One of the gender-based social movements is International Women's Day. The lack of gender equality in Indonesia has led to the importance of studies that explain the stages of the International Women's Day social movement, so that we can find out the reasons why the movement's goals in Indonesia have not been achieved. This study uses a descriptive qualitative method by explaining the stages of social movements and social movement patterns of International Women's Day Semarang as actors in the New Social Movement (GSB). There are two reasons why IWD Semarang has not achieved its goals. First, there is no centralized organization to guide its activities. Second, the movement's failure to determine the goals of the movement, so that the actions carried out were only ceremonial. Based on these findings, this study emphasizes the importance of social movement institutions by collaborating with social movement actors, especially in preparing work plans, short, medium and long-term movement plans. The government's role is needed, especially in facilitation related to strengthening gender equality advocacy activities.]

Abstract

This study investigates the institutional and relational foundations of stakeholder collaboration in Indonesia’s community-based tourism (CBT) governance. It addresses the gap in understanding why similar policy frameworks produce divergent governance outcomes across local contexts by employing a qualitative, causal-comparative case study of four tourism villages in Purworejo Regency. Kaligono, Ketawang, Patutrejo, and Cacaban Kidul constitute the four comparative cases. The analysis examines how differences in institutional design and actor asymmetries shape the formation and durability of collaborative arrangements. The study elucidates the mechanisms that generate effective collaboration, contribute to stagnation, or result in its complete absence.  The findings clarify the conditions under which collaboration works, collapses, or never materializes across the four CBT villages. Collaboration is effective when leadership holds strong local legitimacy, institutional roles are clearly defined, and conflict-resolution mechanisms are trusted. Kaligono illustrates effective collaboration through facilitative leadership and coherent institutional alignment. Ketawang demonstrates episodic, event-driven collaboration that ultimately dies due to weak structural anchoring. Patutrejo illustrates how overlapping mandates and ineffective leadership lead to collaboration deteriorating into institutional rivalry. Cacaban Kidul represents a collaboration that never comes to life, a dormant governance arena where formal designations exist without activation. Three mechanisms, leadership brokerage, institutional coherence, and conflict accommodation, explain these divergent trajectories.

Abstract

 Artikel ini mendiskusikan keberadaan industri rambut dan bulu mata palsu yang memberikan kemudahan aksesibilitas bagi perempuan untuk bekerja dan menghasilkan upah yang layak. Melalui kerja yang dibayar perempuan menjadi mandiri, dan memiliki status sosial yang meningkat. Namun masalah muncul pada saat perempuan bekerja, masalah tersebut berkaitan dengan pengasuhan dan pendidikan anak, beban ganda, disharmonisasi keluarga dan tingkat gugat cerai yang tinggi. Tujuan penulisan artikel ini menganalisis dampak industrialisasi dan respon negara dalam kebijakan ramah perempuan dan anak. Penelitian ini menggunakan metode mixed methode dengan subyek penelitian buruh perempuan dan keluarga, pelaku industri, aparat pemerintah daerah dan tokoh masyarakat. Hasil penelitian menunjukkan perempuan buruh memiliki peran baru sebagai pencari nafkah utama danmandirisecara ekonomi, peningkatan partisipasi kerja perempuan dan tata nilai baru dalam masyarakat yang menganggap perempuan lebih dominan dibandingkan laki-laki, kebijakan ramah perempuan belum menyentuh persoalan sebenarnya dalam mewujudkan keadilan dan kesetaraan gender.
