Abstract

State Civil Apparatus Education (SCA) is an education conducted for SCA to improve the personality, knowledge, ability in accordance with the requirements of position and work as SCA. SCA training is part of education conducted for Civil Servants as State Civil Apparatus (SCA) to improve their knowledge and skills in accordance with the demands of its requirements as State Civil Apparatus (SCA). To improve the ability of State Civil Apparatus (SCA) within Pekanbaru City Government, especially at the Regional Secretariat of Pekanbaru City in this case by doing the development of employees that is by conducting Education and Training Position that leads to attitudes and dedication oriented to the interests of Society, Nation and State improve the efficiency, effectiveness and quality of the tasks performed in a spirit of cooperation and responsibility, in accordance with the work environment and organizationThis research was conducted at the Regional Secretariat of Pekanbaru City. The purpose of this study is to know the Implementation of Education and Training of Civil State Employees in the Regional Secretariat of Pekanbaru. The method used in this research is descriptive qualitative method. The researcher tries to explain the implementation of the Training of State Civil Servant Apparatus so that the performance of the Civil State Apparatus Officer can be known. Data collection techniques in this study using interview and documentation techniques. Based on interviews to all informants and based on data obtained by researchers when conducting research, it can be concluded that the Implementation of Education and Training of Civil State Employees in the Regional Secretariat of Pekanbaru City does not run optimally. First, the difficulty of arranging study time between more experienced employees (senior) with new employees to do training in a field of work. Abstract

The main obstacle in the implementation of good public services in Indonesia is the bureaucratic pathology that is still felt by the community for the treatment received from government officials. To overcome the bureaucratic pathology, policies are needed that must be carried out consistently by each apparatus and society together. This research is about the forms of existing bureaucratic pathology and government efforts to overcome the bureaucratic pathology. This research was conducted with the aim to find out the forms of bureaucratic pathology and efforts to overcome the bureaucratic pathology in making E-KTP which was carried out in the Tapung District Technical Implementation Unit (UPTD) in 2016. The main problem in this research is that there is still maladministration such as illegal charges made by the E-KTP maker and the low responsiveness of the E-KTP maker in providing services to the community. The theory used in this study is bureaucratic pathology.Based on the explanation above, it can be concluded that; first, the service for making E-KTP in the Population and Civil Registration UPTD in Tapung Sub-district is still not running optimally because there are still a number of officers who carry out illegal levies. In addition there is still discrimination in service or differences in services provided by the officers to the community and the responsiveness or skills of officers who are still low. Secondly, the efforts made to overcome the bureaucratic pathology that occurred in the Population and Civil Registration UPTD in Tapung Subdistrict were carried out in a structured manner, namely a friendly culture in government-oriented services as a provider to the needs of the community as users need to be further enhanced and important in influencing the level of satisfaction of the community where the service is equitable and without discriminating status and position which is supported by the availability of adequate facilities and infrastructure in the service of population administration, in a fast and appropriate service in accordance with a predetermined time.Keywords: Bureaucratic Pathology, Bureaucracy, Service

Abstract

General Election is an activity for all people to participate in choosing someone who is worthy to be a leader in an area that he occupies. The simultaneous election is present as a consequence of the Constitutional Court Decision 14 / PUU-XI / 2013 which changed the timing of the presidential and legislative elections which were initially separated to be held at the same time. The Concurrent Election is considered to be able to make election administration more efficient and save the state budget. In fact, the implementation of the 2019 Concurrent Election is still faced with problems. The General Election Commission (KPU) as the organizer and organizer of the election has an important role in the success of the General Election. This study aims to determine how the capability of the Regional General Election Commission (KPUD) of Pekanbaru City in holding the 2019 simultaneous general election. The theory used in this research is the Public Organization Capability Model according to Kusumasari, which has 4 variables, consisting of institutional capabilities, human resource (HR) capabilities, financial or budget capabilities, and technical implementation capabilities. The location of this research was conducted in Pekanbaru City, especially in the Regional General Election Commission (KPUD) of Pekanbaru City.This research use desciptive qualitative approach. The data collection technique is done by interview and documentation. The results of this study are that the Regional General Election Commission (KPUD) is not yet capable of holding the 2019 simultaneous general election. This is caused by several factors such as a lack of institutional capability, financial capability, human resource capability and technical capability.  Keywords: institutional capability, human resource capability (HR), financial capability, technical capability.

Abstract

Almost all big cities in Indonesia are jammed with homeless people and beggars, including Pekanbaru City. To overcome the problems of homelessness and beggars, it is necessary to intervene by the Regional Government, especially Pekanbaru City and the Pekanbaru City Social Service to handle homeless people and beggars, one of which is done by formulating Pekanbaru City Government Policy, namely by making Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order. The reason for the issuance of the Pekanbaru City Regional Regulation No. 12 of 2008 is to address welfare problems in Pekanbaru City, which in this study will focus on fostering homeless people and beggars.Whatever the purpose of this research is to find out how the policies for the development of the homeless and beggars in 2017 and the inhibiting factors for the development policies of the homeless and beggars. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.Based on the results of research and findings in the field regarding the policy of fostering homeless people and beggars in Pekanbaru City in 2017, it has not been running optimally which has led to the return of homeless people and beggars after receiving guidance. The impact of the coaching policy carried out by the Pekanbaru City Social Service has not yet been felt in reducing the number of homeless and beggars because the training carried out by the Pekanbaru City Social Service only provides mental coaching for a short time and in skills training activities it no longer runs. Inhibiting factors in carrying out coaching homeless people and beggars, both from internal and external factors. From internal factors, namely: Limited budget, absence of social rehabilitation centers belonging to the Regional Government. External factors, namely there are still many people who give money to homeless people and beggars, there is no cooperation from the private sector or business entities to carry out special skills training for homeless and beggars.Keywords: Policy, Development, Homeless, Beggars

Abstract

As an organization engaged in the field of public services, especially registration and identification of motorized vehicles, payment of motor vehicle tax and donations of compulsory traffic accidents and office roads with Samsat also need to be monitored and controlled in order to always provide excellent service to the community as service users. Therefore researchers want to see institutional governance in the service of paying tax and transfer fees for motorized vehicles in the Pasaman District Samsat Office. The formulation of the problem from this study is how is institutional governance in the service of paying tax and transfer fees for motorized vehicles in the Joint Office of SAMSAT (One Roof Single Administration System) of Pasaman Regency in 2016-2017? and what factors are hindering institutional governance in the payment services for motor vehicle tax and transfer fees in the Joint Office of SAMSAT (One Roof Single Administration System) of Pasaman Regency in 2016-2017?. This study uses a qualitative research approach with a type of descriptive research. Data collection techniques used were interviews and documentation. Data analysis is limited to data processing techniques or facts obtained by developing categories that are relevant to the purpose of research and interpretation by referring to appropriate theories. The results showed that governance in the Pasaman regency samsat office was well-run, but there were only a number of obstacles, namely the use of information and communication technology that was not optimal, community participation was still lacking, work units were interrelated, and the image of the community in samsat it is convoluted and takes a long time.Keywords: Governance, Services, Vehicle Taxes

Abstract

Regional Regulation No. 5 of 2011 on the Entertainment Tax is a The government policy to establish rules for online shop owners. Due to the existence of this regional regulation, the initial regional income of Pekanbaru can reach the target set by the government. To find out about the Pekanbaru city government's policy regarding Pekanbaru's regional regulation, the researchers wanted to know about efforts to optimize the taxes on entertainment in Internet cafes and their contributions to the city's initial income. Pekanbaru in 2014-2016. This study aims to (1) describe the efforts to optimize the taxes on entertainment in Internet cafes and their contributions to the initial income of the city of Pekanbaru for the period 2014-2016, (2) to discover the factors that influence the efforts to optimize taxes on Internet entertainment in the cafeteria in Pekanbaru and their contributions to the original income in the year 2014-2016 Pekanbaru. This research took place in the city of Pekanbaru. Data collection techniques are performed by interview and documentation. While the data analysis technique is performed by qualitative data analysis. The results of the study concluded that efforts to optimize Internet cafe entertainment taxes and their contributions to Pekanbaru's original income in 2014-2016 did not work optimally. The inhibiting factor is the lack of awareness of the responsibilities of online store owners, which hinders the achievement of goals each year. Lack of government oversight of Internet store owners, so unlicensed cybercafes can still operate without paying taxes.Keywords: optimization, tax on entertainment, donations.

This study aims to determine the results acceleration of poverty reduction by theCoordinating Team for Poverty Reduction (TKPK) in Meranti Islands Regencyyear 2011-2012, and understanding the limiting factor in efforts to accelerate thepoverty reduction. This study used qualitative methods. Data collectiontechniques in this study were interviews and documentation search, then describedby means of descriptive. From the findings of the data obtained, policies issuedTKPK Meranti Islands Regency in poverty reduction is determine priority areasand targets of poverty reduction interventions, Budgeting analyze povertyreduction programs, make poverty reduction strategy, monitoring of povertyreduction programs, and coordination in efforts to accelerate poverty reduction.Acceleration of poverty reduction strategies in Meranti Islands Regency as it hasbeen by TNP2K is repair of social protection programs, improve access to basicservices, empowerment of the poor, and creating inclusive development. Abstract

This study aims to determine the factors that affect land and building tax revenue in Pekanbaru City. This research uses a qualitative method with a descriptive analysis case study. Data collection techniques used through interviews as primary data and field search as secondary data.          The concept of the theory used by researchers is the driving factors and inhibitors of tax revenue indicators, namely, Economic Growth, Number of Population and Awareness of taxpayers. This research uses qualitative research methods, with descriptive data review. In collecting data, researchers used interview and documentation techniques.          The results of this study are that Economic Growth and Population Number affect land and building tax receipts in Pekanbaru City in 2013-2018. If it can be realized it will certainly be a potential source of revenue. And also the inhibiting factor in receiving land and building tax is the lack of awareness and compliance of taxpayers in paying taxes, so that the achievement of the targets set is not achieved or optimal. Then this is the cause of the non-optimal revenue from land and building tax in Pekanbaru City. Keywords: Economic Growth, Population, Awareness of Land and Building                                  Taxpayers.

Abstract

Sports for people with disabilities are part of the sports field that must be nurtured and developed by the Youth and Sports Service of the Riau Provincial Government. Sports for people with disabilities are used as a medium to develop their potential and talents, considering that every human being apart from having shortcomings also has his own strengths, abilities and uniqueness. Of course, in this case, it must get special attention from the government.          The purpose of this study is to determine the policies for athletes with disabilities by the Riau Province Youth and Sports Agency in 2017 and the factors that hinder the policy of developing athletes with disabilities by the Riau Province Youth and Sports Service in 2017. The theory used is the theory of policy implementation. The location of the research was carried out at the Youth and Sports Office of Riau Province. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.          The result of this research is that there is still a lack of communication that occurs between the Youth and Sports Service of Riau Province and the Regional Development Planning Agency for Research and Development of Riau Province which results in a reduced budget for athletes with disabilities. This has an impact on the lack of human resources in the form of companions and physical resources in the form of facilities and infrastructure. Then there is a lack of time for training and continuous coaching should be carried out for athletes with disabilities before and after the event, as well as providing unequal bonuses between athletes with disabilities and athletes with non-disabilities. Abstract

Professional development of the State Civil Apparatus (ASN) is one of the national agendas in the utilization of government apparatus in improving the quality and development of the ASN, Diklat has an important role to help improve ASN's capabilities and competencies. Apparatus Resources have a very strategic position in the organization, meaning ASN plays an important role in carrying out activities to achieve better government goals.The research objective was to find out the education and training program that had been carried out by the Riau Province Human Resources Development Agency (BPSDM) in the improvement and development of the State Civil Apparatus in 2016. The type of research used was Descriptive Qualitative. The location of this study was conducted at the BPSDM Office in Riau Province. The technique of data collection is done by completing information through interviews with informants who are considered competent to support this research and carry out documentation and request the data needed to the agency under study.Research results that show that: (1) The education and training program of BPSDM Riau Province is included in good condition, effective and efficient. This was due to training materials, delivery methods, facilities and infrastructure, widyaswara capacity (speakers), learning process, the proportion of time in delivering the material and the method of organizing training felt by the training participants as well. (2) Quality of Human Resources produced by BPSDM Riau Province experienced an increase based on exposure from informants related to improving the quality of ASN.
