Abstract

The policy of the Kampar Regency Tourism and Culture Office in tourism development in Kampar Regency is very important for its progress in supporting the success of national tourism development. The Department of Tourism and Culture of Kampar Regency is obliged to consistently manage the potentials that can be developed, one of which is the development and development of natural tourism in XIII Koto Kampar District, which is expected to improve the welfare of the community. This study aims to determine how the implementation of the policies of the Kampar Regency Tourism and Culture Office in the development of natural tourism in XIII Koto Kampar District and to determine the inhibiting factors in the development of natural tourism.This research use desciptive qualitative approach. Then the data collection techniques used were interviews, observation, and documentation. While the data analysis technique was carried out by collecting information through interviews, data reduction and data presentation.The results of this study indicate that the implementation of policies carried out by the Department of Tourism and Culture of Kampar Regency in the development of natural tourism in the XIII Koto Kampar District has not been carried out optimally, the communication carried out in the development of natural tourism in the XIII Koto Kampar District is carried out by means of socialization and promotion to the community. . There are still obstacles found in the development of natural tourism in the XIII Koto Kampar District, such as inadequate human resources both in terms of quality and quantity, limited budget resources, so that the implementation of policies in the development of natural tourism in XIII Koto Kampar District has not been implemented properly maximum. Keywords: Policy, Communication, Resources

Abstract

This study found that the management of restan land in Banjar anjang Village, Kerumutan Subdistrict, is still not going well, because the implementation is still being used for personal gain by planting palm oil on restan land and village treasury land, various inhibiting factors that cause non-management of treasury land assets villages both administratively, planning and utilization, including: There are no village officials who have the appropriate background in the field of asset management both knowledge, expertise in finance and reporting, as well as the status of land titles that are still unclear, so that village treasury land assets what should be village income and used for the public interest is managed by the community privately. This research use desciptive qualitative approach. This research was conducted in Banjar Panjang Village, Kerumutan District, Pelalawan Regency and the Office of Manpower and Transmigration. The data used in this study were primary and secondary data, and the informants in this study were the Head of the Manpower and ransmigration Office, the Head of Banjar Panjang Village, the Secretary of Banjar Panjang Village, the Head of Community Welfare Affairs in Banjar Panjang Village, the Chairperson of the Village Tas Land Management, Head of Restan Land Management and Community Leader of Banjar Panjang Village. This study uses the theoretical framework of policy implementation according to Van Meter and Van Horn theory The results of this study indicate that the implementation of the policy on the use of restan land in the village of Banjar Panjang has not been carried out. It can be seen from the Van Meter and Van Horn Indicators 1) standard and policy objectives that the policy targets related to Restan Land are intended for residents of the KK fraction. 2) Resources, HR who do not have expertise in the land sector, inadequate facilities and infrastructure in matters of asset management. 3) the character of the organization, the government of Banjar Panjang Village, Kerumutan District, Pelalawan Regency, the division of tasks is not in accordance with the duties and functions of each agency. 4) the attitude of local government implementation is considered that the commitment or support for the implementation of this program is good enough that village land, especially restan land, is allocated for family members and residents who need it. 5) communication between communication organizations is one of the factors that hinders the implementation of the policy on the use of restan land in Banjar Panjang Village, Kerumutan District, Regency. 6) the social, economic, social and political environment in this persuasive process received a lot of resistance from the public. Abstract

Village-Owned Enterprises are one of the institutions engaged in social and economic fields as well as as a service provider to rural communities, especially in the business sector. This study aims to determine how the management policy of the Sumber Sustenance Village Owned Enterprise (BUMDes) towards the Integrated Coconut Unit in Sungai Ara Village. This study uses a qualitative approach and types of descriptive data. The data used in this study are primary data and secondary data, primary data through interviews with resource persons and secondary data in the form of documents or data written by the author of Sumber Sustenance BUMDes related to the management of the Integrated Coconut Unit. Collecting data through interviews, observation, and documentation. The results showed that the implementation of the Sumber Sustenance BUMDes policy on the management of the integrated coconut unit in terms of communication was not optimal, the dissemination process of socialization did not reach the community, the quality of resources was still low, the facilities were inadequate, and staff appointments did not look at the dedication and ability and also did not the existence of standard operating procedures. The form of implementation of the Sumber Sustenance BUMDes policy is seen from the indicators of Communication, Resources, Disposition, and Bureaucratic Structure. Abstract

Swallow's Nest Tax, which has the potential to become a concern and target of thegovernment in collecting swallow's nest tax. nfortunately, until the end of 2018it turned out that the application of tax collection on swallow's nests had not been realized well enough. This thesis discusses how performance The Regional Government of Pekanbaru City in managing the swallow's nest tax in this case is the Regional Revenue Agency (Bappenda) of Pekanbaru City as a revenue supportfunction. The purpose of this study was to determine the factors causing the realization of swallow's nest tax revenue in Pekanbaru City not to be achieved. The theoretical concept used by the researcher is the causative factor of not achieving the Realization of Swallow's Nest Tax Revenue and the Optimization of Local Taxes. This study used a qualitative research method with descriptive data analysis. In collecting data researchers used interview echniques, observation and documentation. The results of this study can be concluded that the factors causing the failure to achieve Swallow's Nest Tax are due to lack of coordination, weak quality of personnel capabilities, as well as inaccuracy in determining basic data and lack of awareness of taxpayers. Efforts must be made by the Regional Revenue Agency of Pekanbaru City to increase nest tax revenue swiftlet namely Expanding the Acceptance base, trengthening the Collection Process and Increasing Supervision. Abstract

Tuah Madani was expanded On 2015. Taking into account the criteria for economic capacity, regional potential, socio-cultural conditions, socio-political conditions, population size, area, and other considerations, Tuah Madani was formed. As for the formulation of the problem in this study, that is : First, what is the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. Second, what are the inhibiting factors in the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. As for the purpose of writing this thesis, that is : First, to determine the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. Second, to find out what are the inhibiting factors in the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. This study used the qualitative research. This research was conducted at the Tuah Madani Village Office, Tampan. The techniques used to collect data in this study were (1) interview, (2) observation, and (3) document search.               The conclusion of this researched shows that the impact of post-expansion public services in Tuah Madani, Tampan, has not been running optimally, this shows that after the expansion, the quality of the services provided according to the views of the community in Tuah Madani, the authors suggest that there should be an active role of government. which is represented by the sub-district office or an office at the same level as above to always provide supervision. Keywords: Service Operational Standards, Ease of Service, Quality of Public Services

Abstract

The implementation of waste management is a systematic, comprehensive and sustainable activity that includes waste reduction and handling. Waste management is a complex problem and requires handling with many disciplines. Waste management is currently seen as only the responsibility of the government. The community plays a role only as the party being served, because they feel that it is enough just to pay the waste retribution so that further handling is the responsibility of the government. Government management efforts in planning, organizing, implementing and supervising programs or activities related to waste in order to realize cleanliness and beauty in the city of Pekanbaru, but these efforts have not been supported by the availability of facilities and infrastructure related to the waste transportation unit, thus causing waste problems. what happened in the city of Pekanbaru. The purpose of this study is to determine the implementation of waste management in Pekanbaru City in 2020, especially for zone three, where zone three is managed directly by the Pekanbaru City Environment and Hygiene Service and what are the inhibiting factors. This research uses descriptive qualitative technique. In collecting data, the author uses interview and documentation techniques. The results of this study conclude that waste management in Pekanbaru City, especially for zone three, has not been implemented optimally. This is known from the fact that there are still problems related to waste problems that have not been processed directly, resulting in piles of garbage and cannot be processed effectively. there are still problems found in the field due to several factors, lack of adequate human resources in terms of quantity and quality, then infrastructure that is not supported by equipment maintenance and repair activities. So that the implementation of waste management activities in Pekanbaru City, especially zone three, cannot be realized to the maximum which indirectly causes a pile of garbage. Abstract

This research is motivated by the large number of brick businesses in Tenayan Raya District, Pekanbaru City, especially in Tuah Negeri and Bencah Lesung Villages. The brick business is expected to be able to increase the local revenue of Pekanbaru City with the active role of the Pekanbaru City government, especially in issuing a legal basis, namely the Mayor Regulation against the brick business license in Pekanbaru City. Many of the brick businesses that have been established still do not have business permits from the Pekanbaru City Government due to the lack of attention and role of the government in dealing with these brick business permits. Thus, brick business owners only take care of permits up to the Tenayan Raya District level. However, in general, a brick business that already has a business license can contribute to increasing the local revenue of the city of Pekanbaru by issuing local levies.The location of this research was carried out at the Industry and Trade Office, the UMKM Service, the Tenayan Raya Sub-District Office, the Tuah Negeri Urban Village Office, the Bencah Lesung Urban Village Office and Bricks Business Actors. The theory used in this research is the theory of fiscal decentralization. This research uses qualitative research. The types of data used in this study are primary data and secondary data obtained through direct interviews with informants who are considered to know and understand problems in the field, documentation and observation.The results of the research found in the field show that the role of the Pekanbaru City government in increasing local revenue from the brick industry in Pekanbaru City is still considered very far from expectations. Until now, the government has not issued a Mayor's Regulation regarding the licensing of bricks in Pekanbaru City, so this makes it difficult for business owners to be able to contribute to increasing PAD in Pekanbaru City. Business owners are still engaged in their own business from starting to open a business, developing a business and building a place of business based on a makeshift license. Even so, not a few bricks are produced by business owners and have been sold to the market following unstable market prices. Abstract

This research is motivated by the stipulation of law number 23 of 2014 concerning Regional Government, the administration of government in the regions, especially regencies/cities, is carried out according to the principle of autonomy as wide as possible in the system and principles of the Unitary State of the Republic of Indonesia. The implementation of such regional government is then more familiarly called regional autonomy. Regional autonomy is the right, authority, and obligation of the autonomous region to regulate and manage its own government affairs and the interests of the local community in accordance with laws and regulations. The problem in this study is how to implement the services of the Seberang Taluk Village Head in Public Services and Information Transparency in 2018 The purpose of this study was to determine the implementation of the services of the Seberang Taluk village head in public services and information transparency. The method used in this research is qualitative with a three-format approach, namely descriptive, verification, grounded research then the research informants are 8 people, while the technique used in sampling is the purposive sampling technique, namely the sampling technique is based on a specific goal (the chosen person). really have the criteria as a sample) The results showed that the implementation of the services of the Seberang Taluk Village Head in Public Services and Information Transparency in 2018 basically went well. However, there are several obstacles that arise in the implementation of Information Services and Public Transparency in 2018 researchers see that the lack of participation from the community in the implementation or distribution of village fund placement allocations, does not take part in village meetings and the community does not know for sure what types of assistance will be provided. expelled from the village. Abstract

Culture is something that is very essential in the humanization process in a cultured society. In practice, every actor or stakeholder must preserve the heritage of their ancestors so that they do not disappear from the habits that have been applied. Traditional houses are one way for the Indonesian people to introduce their cultural wealth. Each region in Indonesia has a different culture, lifestyle, so that these differences create their own characteristics and privileges. The purpose of this study is to describe the role of the actor in an effort to preserve the traditional house in Sentajo Country. This study uses descriptive qualitative methods with interview and documentation techniques to obtain a real picture of how the role of actors in the effort to preserve traditional houses in Sentajo Country and the obstacles faced by actors in preserving Sentajo traditional houses. The data used are primary data obtained from research informants and supported by secondary data obtained from various government agencies and customary institutions. The results of the study indicate the role of the actor in the effort to realize the Traditional Tourism House in Kenegerian Sentajo. The efforts made are to use the theory of the government's role, namely (1) the role as a community service, (2) the role as a facilitator, (3) the role as a companion, (4) the role as a partner, (5) the role as a funder. And the obstacles faced by actors in preserving the traditional house of the Sentajo country are changes in the price of wood, the number of types of work that are not included in the old RAB, the RAB does not match the unit price, it is necessary to revise the RAB. Abstract

Law Number 23/2014 concerning Local Government, mandates in article 12 paragraph (2) point b that there is mandatory government affairs that are not related to basic services namely the empowerment of women and children. Today the social phenomenon that afflicts women and children is quite concerning. Every year there is an increase in cases of women and children in Indonesia, as is the case in Tanah Datar Regency. The local government is seriously concerned about the case of sexual abuse through the Social Service for Women Empowerment and Child Protection and P2TP2A. In the Implementation of Its Functions P2TP2A Luhak Nan Tuo has 5 areas of service functions namely The Field of Complaint Services, Health Rehabilitation Services, Social Rehabilitation Services, and Social Reintegration, Legal Assistance and Advocacy Services and Administrative, Data, Information and Reporting Services.This research aims to find out the implementation of the function of the Integrated Service Center for The Empowerment of Women and Children (P2TP2A) in the treatment of sexual violence in Tanah Datar Regency as well as to know the inhibitory factors in the implementation of the function of the Integrated Service Center for The Empowerment of Women and Children. The research site is in Tanah Datar Regency at the PPPA Social Service office of Tanah Datar Regency and The Integrated Service Center for The Empowerment of Women and Children (P2TP2A) Luhak Nan Tuo. This research uses a qualitative approach. This type of research is descriptive. Data is collected through informants purposively. Data collection techniques uses interviews and documentation.The result of this study is that the Implementation of Service Function of the Integrated Center for The Empowerment of Women and Children in the handling of sexual violence has not been optimally implemented. This is due to several factors such as lack of facilities and infrastructure, lack of coaching and training of P2TP2A employees in carrying out activities and long service time.
