Abstract

The implementation of this policy regarding IMB needs special attention by the Siak Regency  Government, the number of buildings that do not have an IMB occurs due to factors such as lack of public knowledge about IMB, difficulties in managing it, as well as costs that are felt to be too expensive to take care of permits. The aims of this research are: (1) To find out how the issuance of Building Construction Permits (IMB) at the Office of Investment and One Stop Integrated Services (DPMPTSP) in Siak Regency in 2018 and (2) To determine the quality of public services in the issuance of Building Construction Permits (IMB) based on the dimensions tangible, reliability, responsiveness, assurance and empathy at the One Stop Integrated Service and Investment Service (DPMPTSP) in Siak Regency).The theory used in this study is the theory of the determinants of the quality of public services according to Parasuraman et al, which consists of tangible, reliability, responsiveness, assurance and empathy. Data collection techniques used in this study  were  interviews and documentation. This research was conducted at the Office of Investment and One Stop Integrated Services (DPMPTSP) in Siak Regency.The results of this study indicate that the existence of standard operating procedures for services that have been regulated in the provisions of the legislation has provided a guarantee of timeliness of service, legality of services and determination of service fees / tariffs submitted by operator officers can give confidence to the applicant to process the IMB application. Keywords:      Building Construction Permit (IMB), Public Service Study, Siak Regency DPMPTSP

Abstract

Lately karaoke has flourished in the city of Pekanbaru and as for the reasons for the rise of this business is established because the entertainment media this one is very affordable both in terms of middle and upper middle class economy and with the many stands this karaoke business will contribute to sufficient regional cash income significant. Besides this karaoke business place is a type of business that requires supervision in the implementation of its business both in terms of its licensing and operational management. In this case the Pekanbaru City Government issued Regional Regulation No. 3 of 2002 concerning General Entertainment, one of which is a karaoke place as a form of efforts to curb the entertainment place.The concept of theory used according to Usman Effendi is the standard setting stage, the measurement phase of the implementation of activities and the stage of taking corrective actions. This research was conducted in the city of Pekanbaru using qualitative descriptive methods, collecting data through observation and interviews with the informants concerned with the research. The purpose of carrying out supervision of this type of entertainment so as not to cause danger, disruption and abuse of functions in the implementation of its operations on the surrounding environment.This supervision is carried out by several related institutions, namely the Investment Service and One Stop Services of Pekanbaru City, Pekanbaru City Culture and Tourism Office and actors in the Pekanbaru City Civil Service Police Unit assisted by the Riau Provincial Police. From the results of this study it is known that the ongoing supervision has not run well and effectively. This is because there are still entertainment places that do not comply with the applicable regulations and have been determined by the Pekanbaru City Government. The violations still often occur due to the lack of strict sanctions from the Pekanbaru City Government in carrying out the action and the involvement of several individuals in the practice of rent seeking towards business managers that causes supervision to not run optimally.Keywords : Monitoring

Abstract

This study is entitled "The Efforts of Local Governments in Developing Pineapple Processing Enterprises in Tambang District of Kampar Regency year of 2016-2017". This study aims to determine the efforts of the Regional Government in developing pineapple processing businesses in the Tambang District of Kampar Regency and the inhibiting factors of the Regional Government's energy in developing the Pineapple Processing Business in the Tambang District of the Kampar Regency. The method used in this research is qualitative method. Data collection techniques used were interviews, observation and documentation. While the data used are primary data obtained from research locations in the form of research informants, which are then supported by secondary data in the form of document data.The results of this study indicate that the efforts of local governments in developing pineapple processing businesses in the Tambang District of Kampar Regency include coaching and development, product quality improvement, financing and cooperation. While the inhibiting factors of the local government in the effort to develop pineapple processing businesses in the Tambang District of Kampar Regency are budget constraints and unattractive packaging appearance.  Keywords: Local Government, pineapple processing, development.

Abstract

Employment is a condition in which a person is looking for a job or does not have a job while he is in the work force. This study aims to determine the policies of the Transmigration and Manpower Office of Siak Regency in the Implementation of Manpower Placement and Employment in 2017. The location of this research is at the Department of Transmigration and Manpower of Siak Regency. This research uses a qualitative approach. This type of research is descriptive. Data were collected through informants purposively. Data collection techniques using interviews, observation, and documentation.The results showed that the policies of the Department of Transmigration and Manpower of Siak Regency in the Implementation of Manpower Placement and Job Expansion in 2017 were divided into 2, namely, open unemployment and underemployment caused by lack of expertise, unsupportive regional conditions.Keywords: Manpower Placement, Job Expansion

Abstract

Land dispute case between the community and PT. Duta Palma Nusantara involving communities in four Sub-districts (Benai Subdistrict, Kuantan Mudik Subdistrict, Kuantan Hilir Subdistrict and Kuantan Tengah Subdistrict) gave an understanding that this land dispute was very broad and could potentially cause divisions among the community. Extension of HGU of PT. The DPN became a source of conflict between the community and PT. Besides that, the attitude of PT. The DPN that does not accommodate the demands of the community is also the basis of the problem of land disputes between PT. DPN and community. Settlement of the dispute is deemed not maximal, the presence of the government is precisely after the conflict occurred so that the community feels the government is absent in preventing conflict.This study was conducted with a qualitative approach that focused on the study of the form of disputes, the role of local government and government initiatives in resolving land disputes between communities and PT. DPN in Kuantan Singingi Regency. The theory of relations between government and society is a measure in this study and the concept of land dispute is used to describe the conditions of disputes that occur between the community and PT. Dutapalma Nusantara.The land dispute that occurred between PT. Dutapalma Nusantara and the community in the operational area of Kuantan Singingi Regency belong to factual and juridical disputes. In connection with that, the Kuantan Singingi District Government in its capacity of authority has made persuasive efforts to alleviate conflicts between the community and PT. DPN. Relationships built by the government include mediation efforts between community groups and the company. The role of the Kuantan Singingi District Government in resolving land disputes between the community and PT. Dutapalma Nusantara is considered a minimal role because the community and company do not get legal certainty from the policies taken by the Kuantan Singingi Regency government.Keywords; Relations, Land Disputes, Local Government

Abstract

Not a few private vehicles that are used as public vehicles are operated in Kuantan Singingi Regency which is not in accordance with the established rules, as set out in Law Number 2 of 2009. Some private cars are not licensed as public transportation.Unlicensed transport routes are private / private cars with black plates.The formulation of this research problem is how the supervision of public transport route permit in Kuantan Singingi Regency in 2016 .This study aims to determine the supervisionpublic transport route permitin Kuantan Singingi Regency .This research uses qualitative research method with descriptive research type.This method aims to get a true picture of the route permit monitoring.This research finds that direct supervision conducted by the Department of Transportation Kuantan Singingi Regency done by working together with the police conduct razia street.The vehicles that were caught in the raid were given ticket and then followed up in court for termination of sanction in accordance with the violation committed.Indirect supervision by the Department of Transportation Kuantan Singingi District conducted by way of data collection public transportation operating in Kuantan Singingi.In addition, the Department of Transportation conducts evaluations and reports that are conducted every month as a form of accountabilityanswers to the tasks performed.Keywords:Monitoring, Route Permit,PublicTransport

Abstract

Referring to the laws and regulations governing the Regional Government, namely Law Number 23 of 2014, it is stated that the village is formed by the regional government and appoints a village chief called the headman as the sub-district apparatus and is responsible to the camat. This study aims to look at the extent of the role of the village of Bangko kiri as a counselor or facilitator of community empowerment in terms of human development, business development, institutional development, and environmental development. Empowerment in human development in the village of Bangko kiri is done by forming farmer groups that aim to help farmers in agricultural business both in the form of seeds and fungicides and agricultural counseling, so that it is expected to be able to improve the quality of the community. Business development in the village of Bangko left is carried out by providing loan capital assistance with relatively low interest that is expected to be able to develop community businesses. Institution building is done by providing guidance, coaching, and / or directing to existing institutions such as LPM, PKK, Youth and so forth. In the case of environmental development in the village of left Bangko is carried out by mutual cooperation and religious guidance. The results of this study indicate that the Bangko kiri headman village has not actively and optimally played a role in empowerment. Empowerment in Bangko kiri village is not yet succes. This is evidenced by the low level of community participation and empowerment programs that have not been able to touch the poverty problems experienced by the community. In 2017, there were 111 families of poor people in Bangko Kiri village out of 531 families in that village. The non-optimal empowerment program can also be seen from the number of farm families as many as 470 families, but those who join farmer groups are 250 families. Keywords: Role, Empowerment, Village, Facilitator

Abstract

After the enactment of Law no. 23/2014 The Government of Kampar Regency handed over the authority to manage mining affairs (Batuan Galian C) to the Riau Provincial Government. The management of mining affairs in Kampar Regency is technically managed by the Branch Office of Energy and Mineral Resources of Riau Province, region I of Kampar Regency after the transfer of authority. The purpose of this study was to analyze and describe the processes and policies after the transfer of authority for mining affairs from the Regency / City Government to the Riau Provincial Government which was carried out in Kampar Regency.This study aims to examine how and what are the inhibiting factors for the diversion of the administration of quarry (C) mining affairs in the Kampar Regency Government in 2017-2018. This research is a descriptive study with a qualitative approach. The location of this research was conducted in Kampar Regency and Pekanbaru City. Data collection techniques used are through interviews and documentation. The data analysis technique used is an interactive analysis model.The results of the study concluded that based on the observations and analysis of the researchers were 1). The process of transferring government authority to mining affairs is proceeding quite well. However, especially in Kampar Regency, the Kampar Regency Mining Service Office Building looks abandoned and is not being used. Meanwhile, the Kampar District Office I Branch had to rent a building to become an office. 2). After the transfer of government affairs in the mining sector to the Riau Provincial Government, the Riau Provincial Government carried out many efforts to be able to properly exercise its authority based on the applicable Law. One of them is forming a Service Branch which is divided into 7 Regions. However, in the field it can be seen that the implementation of guidance and supervision carried out by the Riau Province government, both the Riau Province ESDM Service and the Kampar District I Regional Office Branch, has not been optimal. 3). Factors inhibiting the diversion of the implementation of quarry mining affairs c, namely: a) Lack of government coordination. b). Inadequate competency of personnel / employees. c). The number of employees is insufficient. d). The transfer of mining affairs to the Provincial Government is not accompanied by a transfer of mining business taxes / levies.   Keywords: Operational Transfer, Authority, Quarry Mining C

Abstract

This study aims to increase community participation in village development based on law number 6 of 2014 concerning villages, government regulation of the republic of Indonesia Number 43 of 2014 concerning Villages and government regulation Number 60 of 2014 concerning Village Funds. The success of this development does not escape the support and community participation, in this case it can be said that the community has the most important position in the development process. Community participation in Muara Mahat Baru Village is still at a minimum in musrenbang, and musrenbang cannot accommodate interests and there is still minimal development of basic needs such as educational support facilities. The type used in this research is descriptive research with a qualitative research approach. The type of research data is primary data. and secondary data. The data collection techniques in this study were documentation and interviews. The data analysis technique used was descriptive qualitative data analysis.The results showed that community participation was not optimal in relation to the development being carried out. This can be seen from the minimal involvement of the community in development planning where the presence of the community to participate in compiling and discussing the RPJMDes is still lacking, because the village government is still lacking in socialization. Development carried out in 2015-2017 only focused on Hamlet I and Dusun III, while other hamlets were still not actively participating. The factors that hinder community participation are the factor of village apparatus resources, the limited source of funds, while the community's unlimited needs.  Keywords: Community Participation, Village Development
