Abstract

The purpose of this research is to find out the policies for placing lokal workers in the oil and gas sector in Bengkalis Regency in 2019. The theory used in this research is 1. Content of Policy includes the following interest affected, type of benefits, extent of change envision, site of decision making, program implementer, resources committed. 2. Context of Policy includes the following power, interest and strategy of actor involved, institution and regisme characteristic, compliance and responsivenes. Data collection techniques used in this study were observation, interviews, and documentation. This research was conducted at the Bengkalis District Manpower and Transmigration Office. The results of the study show that the policy for placing local workers in Bengkalis Regency has not beend maximized. This can be seen from the local workers placed in oil and gas sector companies that have not reached 50% as mandated by Bengkalis Regency Regional Regulation number 04 of 2004. Supervision carried out by the Bengkalis Regency Manpower and Transmigration Office for oil and gas sector companies has also not been maximized due to a shortage of human resources, as well as the absence of strict sanctions given by the Bengkalis Regency Manpower and Transmigrasi Service.

Abstract

The increase in crimes that often occur in the community has caused prison sentences to soar, resulting in overcapacity. The Riau Province Regional Office of Law and Human Rights has the main tasks and functions in carrying out legal services throughout the territory of Riau Province. One of them is coaching inmates at the Bengkalis Class IIA Penitentiary. Less than optimal coaching can result in prisoners not getting the purpose of the correctional system so that they have the potential to recidivate after being released from their punishment period. There are several obstacles that result in the coaching carried out at the Bengkalis Class IIA Penitentiary not running smoothly. There needs to be an effort by the Riau Regional Office of Law and Human Rights in coaching activities and overcoming the problem of overcapacity at the Bengkalis Class IIA Penitentiary. This study aims to determine the implementation of the main tasks and functions carried out by the Riau Regional Office of Law and Human Rights in providing guidance to prisoners at the Bengkalis Class IIA Penitentiary. This research method uses a qualitative approach with descriptive research type. The research location was at the Riau Regional Office of Law and Human Rights and the Bengkalis Class IIA Penitentiary. The data collection techniques used were interviews and documentation. The results showed that implementation of the Mandate and Function of Riau Regional Office of Law and Human Rights in rehabilitating is monitoring and evaluation. It aims to analyze all coaching activities at the Bengkalis Class IIA Penitentiary which is given the freedom to plan and carry out rehabilitation according the talents and interests of inmates. Development activities are carried out based on indicators of the success of improving the quality of individual prisoners. However, the implementation of coaching has not optimally because several obstacles. Obstacles such as overcapacity, quality and quantity of officers, limited facilities and limited participation in the rehabilitation activity. Keywords: Mandate and Functions, Rehabilitation, Inmates

Abstract

This study aims to find out how the Local Government Policy in Civil Service Manpower in Kampar District Year 2016 and to find out how the policy of Kampar Regency Government in the governance of Civil State Employees in Kampar District and what are the Constraints of Personnel Agency and Resource Development Human. This research uses qualitative method of penetration with descriptive research type, which can be interpreted as problem-solving process investigated by describing the state of research subjeck based on facts that appear during the research which then continued with based on existing theories. Personnel and Human Resource Development Agency (BKPSDM) Kampar regency is a government agency that has the task of implementing the preparation and implementation of regional policies in the field of personnel and can be assigned to carry out the implementation of authority delegated by the government to the Regent of Kampar Regency as the Government's representative in the framework of deconcentration. Making Human Resources and Human Resource Development Agency of Kampar Regency as a professional and prosperous Coaching and Development Agency for civil servants.
