Abstract

More than 90% of freight movement in Indonesia is carried out by land transportation (mostly highway mode). Meanwhile most nation land is surrounded by water, in which the movement could have been carried out by sea transportation. There are rail network in Java Island and some parts of Sumatera Island where multimodal/inter-modality system can be applied. However, lack of sea and rail transportation infrastructure and management makes highway mode the main choice among other transportation modes. This study investigated the impact of overloading trucks in the freight transportation system in Indonesia, because the government still allows trucks to carry up to 50% of the normal maximum load. This policy has greatinfluence on road deterioration, creating the vehicle damage factor approximately 5 times higher than that of the normal one. This overloading has a big impact on the maintenance of the road and will increase themaintenance budget.

Abstract

Aceh province heavily relies on the road transportation to support its economic development. Freight movement carried out by land transport (mostly on road) is more than 95% in this province. This condition is even worsened by trucks which tend to carry overload. This study is conducted to evaluate pavement performance in the east corridor of roads in the Aceh Province caused by overloading trucks, using the AASHTO method. The pavement preservation cost analysis is based on the pavement design life of 10 years. The results show that the preservation costs for 2-axle colt truck is Rp. Rp. 847/ton-km, for 2-axle engkel truck is Rp. 1,377/ton-km, for 3-axle tronton truck is Rp. 789/ton-km, and for 3-axle intercooler truck is Rp. 1,086/ton-km.Keywords: Aceh, preservation, performance, damage, highway.

Abstract

More than 95% of freight movement in the Province of Aceh is done by the road mode. As most of the land in the province is surrounded by sea, the freight movement could have been done by sea transportation. Railway was already in the Province of Aceh long time ago, it began to operate in 1906, but the operation was closed in 1982. The Central Government and the Aceh Provincial Government want to revitalize the railway and there is also a plan to build a new Jalan Raya from Banda Aceh to North Sumatra border. However, there is a constraint in the costs of building these infrastructures so that multimodal and intermodal transportation can not take place. As a result, road transportation remains to be a major transport choice and this condition is even worse with vehicles on the road also tend to carry overload. This study was conducted in connection with the overload effect of the freight transport using trucks and how these trucks cause road deterioration and increase road maintenance costs in the Province of Aceh. The results suggest that multimodal/intermodal freight transportation, specifically road and railroad combined transport, could provide more efficient freight transport and, most likely, is the best option for the province.Keywords: freight transportation, multimodal/intermodal transportation, overload

Abstract

Determination of road maintenance involves complex multi-criteria in decision making process. Analytical Hierarchy Process (AHP) method has been used to determine the weight of criteria in evaluating the road maintenance priority. In this study, the priority decisions for maintaining collector roads in Banda Aceh city were determined using the AHP method. The objective of this study is to describe the decision making process in determining the road maintenance handling priority accurately involving the key persons. There are 4 (four) criteria used, namely road condition, traffic volume, policy, and land use factors. The results showed that the highest criteria weight was achieved by road condition with a score of 0,454, followed by traffic volume (0.255) and land use (0.158), respectively. Surprisingly, the lowest score was obtained by policy factor. It was really beyond expectation since road maintenance priorities were usually relied on the government policy. The results indicated that road condition and traffic volume were the main factors in determining the road maintenance priorities.Keywords: road handling priority, road condition, traffic volume, AHP method

Abstract

Pembakaran batu bara menghasilkan limbah padat berupa coal fly ash dan coal bottom ash yang dapat mencemari lingkungan. Pemanfaatan limbah coal bottom ash sebagai bahan substitusi agregat pada perkerasan lentur merupakan salah satu solusi terhadap permasalahan tersebut. Tujuan dari penelitian ini untuk mengetahui nilai parameter Marshall pada campuran laston lapis aus (AC–WC) terhadap penggunaan coal bottom ash dengan persentase 0%, 5%, 10% sebagai substitusi agregat halus, serta mengetahui nilai durabilitas dari campuran laston lapis aus (AC–WC) dengan penggunaan coal bottom ash pada nilai stabilitas Marshall optimal. Pada penelitian ini dilakukan pembuatan benda uji dengan substitusi coal bottom ash 0%, 5%, dan 10% terhadap agregat halus, kemudian dilakukan pengujian Marshall dan pengujian durabilitas pada persentase terbaik. Hasil penelitian ini didapatkan nilai parameter Marshall telah memenuhi spesifikasi, kecuali nilai flow pada persentase coal bottom ash 10% dengan kadar aspal 6,80% yaitu 4,03 mm (2 – 4 mm). Nilai stabilitas Marshall optimal diperoleh pada campuran dengan persentase coal bottom ash 5% dan kadar aspal 5,85% yaitu 1257,80 kg. Nilai durabilitas yang diperoleh dari campuran pada persentase coal bottom ash terbaik adalah 95,69% memenuhi Spesifikasi Umum Bina Marga 2018 revisi 2 (2020) yaitu ≥ 90%.

Abstract

Pembangkit Listrik Tenaga Uap menghasilkan limbah padat sisa pembakaran batu bara berupa fly ash dan coal bottom ash yang dapat dijadikan bahan campuran laston lapis aus (AC-WC). Manfaat coal bottom ash sebagai bahan substitusi agregat halus untuk perkerasan lentur. Tujuan penelitian ini untuk mengetahui nilai parameter Marshall pada campuran laston lapis aus (AC-WC) terhadap pemakaian coal bottom ash dengan persentase 0%, 10%, 15% sebagai substitusi agregat halus, serta untuk mengetahui nilai durabilitas dengan nilai stabilitas Marshall optimal. Penentuan nilai Kadar Aspal Optimum (KAO), hasil pengujian KAO didapatkan sebesar 5,85%,6,325%., dan 6,80%. Dilanjutkan pembuatan benda uji dengan substitusi coal bottom ash 0%, 10%, dan 15% terhadap agregat halus pada setiap persentase kadar aspal optimum, dilanjutkan pengujian Marshall dan pengujian durabilitas pada persentase terbaik. Hasil penelitian yang didapatkan nilai stabilitas optimal diperoleh pada persentase coal bottom ash 10% dengan kadar aspal 5,85% sebesar 1232,88 kg dan nilai durabilitas yang didapatkan adalah 91,93% (≤ 90%) memenuhi persyaratan Bina Marga (2020).Nilai flow pada persentase coal bottom ash 15% dengan kadar aspal 6,325% nilai flow yang didapatkan 4,03 mm, dan pada persentase coal bottom ash  10% dan 15%  dengan kadar aspal 6,8% nilai flow yang diperoleh 4,03 mm dan 4,13 mm (2-4 mm) tidak memenuhi persyaratan.
