Abstract

UU Nomor 23 Tahun 2014 tentang Pemerintahan Daerah membuka ruang bagipenyelenggaraan pemerintahan yang sesuai dengan karakteristik daerah masingmasing.Di Kabupaten Minahasa, pemerintahan Daerah memiliki ciri khas dalampenyelenggaraan pemerintahan yang masih dipegang teguh, yakni Budaya Mapalus.Budaya Mapalus ini memfokuskan kepada kegiatan kerjasama dalam kehidupanbermasyarakat yang secara langsung sangat menjunjung tinggi harmonisasi dalamkehidupan bermasyarakat.Penelitian ini berupaya menjawab pertanyaan bagaimana penerapan BudayaMapalus dalam penyelenggaraan pemerintahan di Kabupaten Minahasa. Tujuanpenelitian ini untuk memberikan konstribusi bagi pengembangan konsep budayamapalus melalui proses kaji ulang teori yang telah ada serta penelitian empiriksebagai calon teori. Penelitian ini pun bertujuan menemukan perspektif baru tentangbagaimana hubungan budaya mapalus dengan penyelenggaraan pemerintahan danotonomi daerah.Hasil penelitian menunjukkan bahwa penyelenggaraan pemerintahan diKabupaten Minahasa berjalan dengan penuh keharmonisan dan anti konflik.Tuntutan masyarakat selalu disampaikan secara baik dan diterima secara baik pulaoleh Pemerintah Daerah. Demikian pula setiap kebijakan pemerintah selaludisosialisasikan dan diterima secara terbuka oleh masyarakat

Abstract

Visi misi Kepala Daerah terpilih yang pada umumnya diusung oleh partai politik, secara otomatis menjadi visi misi yang nantinya diturunkan ke dalam program-program pemerintah daerah yang bersangkutan selama periode pemerintahannya. Penelitian ini bertujuan untuk mengetahui dan menganalisis konsistensi antara program partai politik Golkar yang mengusung Bupati Kabupaten Bandung periode 2010-2015 dengan program-program pemerintah daerah. Dari penelitian ini diketahui bahwa terdapat misi dari Bupati Kabupaten Bandung yang tidak dapat diturunkan kedalam produk kebijakan publik dalam hal ini Peraturan Daerah dan Peraturan Bupati, selain itu kebijakan-kebijakan pada tahun tertentu tidak mencerminkan aspek pelayanan sebagai salah satu dari fungsi pemerintahan. Program partai belum sepenuhya konsisten dapat diturunkan kedalam kebijakan, karena misi yang dibuat partai belum operasional. Untuk itu, partai pemenang sebaiknya mengawal kebijakan-kebijakan kepala daerahnya

Abstract

The implementation of decentralization in Indonesia which has been running for ten years after the reforms have become interesting and an important momentum for reflection and evaluation of various polemics and problems that arise. The achievements of each region vary greatly in responding to the policy. This study supports analyzing health decentralization from factors: authority, regional resources, and access. The research method used is a qualitative method using phenomenology. The results of the study show how the implementation of health decentralization in Tasikmalaya Regency is as follows: Low regional capacity characterized by small Regional Original Income (PAD); Does not spur regional innovation and creativity in elaborating regional potential; Dependence on priority centers in the budget; and not yet achieved independence. Suggestions from the results of this study are the need for: meeting the minimum health sector budget, fulfilling the approval of health workers from various types of workforce, both quality and satisfaction, fulfillment of facilities and infrastructure in public health centers and public hospitals, equitable distribution and access to needed services. The findings in this study are factors of "political will" and decentralization of health. The findings in this study are beyond the three factors studied that the "political will" factor and institutional capacity also determine the success of implementing decentralization of health.

Abstract

Research on the Strategy of the Bandung City Culture and Tourism Office in increasing the Preservation of Traditional Arts is motivated by the problem of waning public interest in traditional arts. This decline is one of the concerns of the government which has a role in developing, protecting, utilizing and fostering traditional arts. The aim of this research is to improve the preservation of traditional arts in the city of Bandung. Therefore, efforts are needed from the Bandung City Culture and Tourism Department to preserve traditional arts. The method used in this research is a qualitative descriptive approach. Data was obtained through library research and field studies in the form of observations, interviews and documentation studies. Researchers analyze this research through theoretical and legalistic analysis. In this research, researchers found that there were some things that had been optimal and some had not been optimal in efforts to increase the preservation of traditional arts. Judging from the government's strategy stage (Mulgan, 2009), the objective aspect of preserving regional traditional arts is not yet optimal due to limited human resources, from the environmental aspect the contribution of the government and artists is good, but there is a lack of community contribution so it is not optimal, from the direction aspect The government has been optimal in directing increased preservation of traditional arts for arts practitioners and the community. From the action aspect, the government, arts practitioners and the community still feel that it is not optimal because the implementation of arts and development must be improved. From the learning aspect, the evaluation from the previous year is still not implemented optimally. Researchers can conclude that the strategy of the Bandung City Culture and Tourism Office is not optimal in efforts to increase the preservation of traditional arts. Abstract

This study aims to analyze the implementation of the “Child Friendly City” policy in Singkawang City, which is a strategic initiative to create an environment that is safe, healthy, and supports the development of children as the nation's next generation. Using a qualitative approach, this study collected data through in-depth interviews, direct observation, and analysis of relevant documents to understand the perspectives of various stakeholders, including local government, civil society organizations, educational institutions, and children's communities. The results show that despite strong commitment from the government and cross-sector collaboration, the implementation of this policy still faces various challenges. These challenges include different priorities among actors, budget constraints, and a lack of public understanding of the concept of “Child Friendly City”. In addition, although a non-compliance reporting mechanism is in place, socialization of this mechanism still needs to be improved so that children feel more confident in conveying the problems they face. Thus, this research concludes that the successful implementation of the “Child Friendly City” policy in Singkawang is highly dependent on effective collaboration between all parties, as well as the need for targeted strategies to overcome existing challenges. Hopefully, with a more collaborative and transparent approach, all children, especially those from vulnerable groups, can benefit equally from this policy, thus creating a child-friendly environment and supporting their holistic well-being. This research provides recommendations to improve socialization and education about the policy, strengthen cross-sector collaboration, and increase children's participation in decision-making, in order to achieve the goal of creating Singkawang City as a child-friendly city.

Abstract

Megaproyek transportasi perkotaan seperti MRT Jakarta Fase 1 bukanlah sekadar proyek rekayasa; proyek ini melibatkan lapisan pekerjaan administratif, teknis, dan kelembagaan yang perlu diorganisasikan dengan cermat. Studi ini mengkaji bagaimana tim proyek menyusun organisasinya, apa yang membentuk pilihan-pilihan tersebut, dan model organisasi apa yang sebenarnya digunakan selama proses konstruksi. Untuk melakukan hal ini, penelitian ini memanfaatkan literatur akademis, dokumen proyek, dan laporan resmi MRT Jakarta. Sumber-sumber ini membantu menggambarkan bagaimana berbagai pengaturan proyek seperti kontrak tradisional, sistem turnkey, dan manajemen internal muncul dalam pengembangan Fase 1. Analisis ini juga menggunakan empat pertimbangan umum dalam desain organisasi: arah strategis proyek, skala keseluruhannya, teknologi yang diadopsi, dan orang-orang yang terlibat dalam menjalankannya. Selain itu, studi ini membandingkan struktur proyek dengan jenis manajemen proyek yang umum seperti struktur fungsional, matriks, dan lini-dan-staf. Temuan menunjukkan bahwa pembangunan MRT Jakarta Fase 1 mengandalkan pengaturan hibrida, dengan struktur matriks memainkan peran terbesar. Pilihan ini tampaknya berkaitan erat dengan kompleksitas teknis proyek, jumlah pemangku kepentingan yang terlibat, dan kebutuhan akan koordinasi lintas fungsi yang stabil. Pada akhirnya, studi ini menyoroti bahwa desain organisasi bukan sekadar elemen latar belakang – melainkan faktor kunci yang membentuk keberhasilan proyek infrastruktur publik berskala besar dan menawarkan beberapa wawasan untuk perencanaan proyek publik di masa mendatang di Indonesia.
