Abstract

Pada umumnya sistem kehidupan bernegara merupakan hasil persesuaian-diri dengan ajaran filsafat yang dianut dan yang terbentuk dari akibat perubahanperubahan yang terjadi dalam bidang sosial-politik dan sosial-ekonomi. Hal ini berbeda dengan sistem Islam, sebab ia berasal dari suatu sumber yang bersifat tetap, yaitu yang berpatok pada wahyu Tuhan.Hasil kajian menunjukan bahwa Islam adalah sistem sosial, tatanan kehidupan yang lengkap dan utuh, yang berhubungan dengan urusan-urusan pemerintahan, politik, ekonomi, sosial, dan seterusnya. Artinya, Islam sebagai agama tidak hanya mengandung hal-hal yang berdimensi teologis-ritualistik tetapi juga memberikan pedoman tentang kehidupan sosial pragmatis; Islam mempunyai dimensi pemerintahan, politik, dan kenegaraan yang mengisyaratkan kedekatan negara dengan agama

Abstract

Fenomena kebijakan APBD disebagian besar daerah kurang mempertimbangkanaspek kepentingan masyarakat. Hal ini berbeda dengan Pemerintah KabupatenSumedang yang melibatkan masyarakat dalam proses perumusannya. Prosesperumusan kebijakan Anggaran Pendapatan dan Belanja Daerah KabupatenSumedang, menjadi judul dari penelitian ini.Metode yang digunakan dalam penelitian ini adalah metode deskriptif denganpendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah studipustaka dan studi lapangan, yang berupa observasi, wawancara, dan dokumentasi.Teknik penentuan informan menggunakan teknik purposive. Penelitian inidilakukan di DPRD Kabupaten Sumedang, Pemerintah Kabupaten Sumedang, danForum Delegasi Musrenbang (FDM).Berdasarkan hasil penelitian di lapangan, dapat diketahui bahwa tahapandalam proses perumusan kebijakan adalah perumusan masalah kebijakan,penyusunan agenda kebijakan, pemilihan alternatif kebijakan, dan pengesahankebijakan. Selain itu hal yang menarik didalam proses perumusan kebijakan APBDKabupaten Sumedang ini adalah katerlibatan lembaga lain selain pemerintah danDPRD yaitu FDM (Forum Delegasi Musrenbang). FDM akan mengawal keputusanhasil musrenbang hingga masuk kedalam pembahasan APBD. Sehingga dilihatdari prosesnya didalam kebijakan APBD Kabupaten Sumedang ini telah sesuaidengan harapan dan kepentingan masyarakat.Mengingat pentingnya perumusan kebijakan dalam menyelesaikan suatupermasalahan dalam masyarakat, maka Pemerintah Kabupaten Sumedang harusmembuat suatu kebijakan APBD yang dapat menyelesaikan masalah publik.Keterbukaan dan pola akomodatif yang luas terhadap partisipasi masyarakat dalamperumusan kebijakan APBD harus tetap dipertahankan karena hal itu dapat  meminimalisir penyimpangan-penyimpangan yang biasa terjadi dalam perumusan anggaran Daerah Kabupaten Sumedang. Hal ini merupakan awal yang positif dalam upaya membangun good governance pada pemerintahan Kabupaten Sumedang. FDM dan DPRD harus dapat membangun komunikasi yang intensif agar tidak menimbulkan konflik diantara kedua lembaga lokal tersebut. Karena baik DPRD dan FDM merupakan representasi masyarakat yang sama-sama meperjuangkan kepentingan masyarakat dalam perumusan anggaran di Kabupaten Sumedang

Abstract

AbstrakTransaksi dropshipping yang sekilas mirip dengan bai’ as-salam khususnyasalam paralel, yang merupakan model transaksi penangguhan yang diperbolehkan  dalam  Islam.  Tetapi  ada  sedikit  perbedaan  yaitu  dropship (toko online) tidak menampung barang yang akan dijual. Dengan demikian, hal tersebut menimbulkan ketidakjelasan status hukum dropshipping dalam ranah hukum ekonomi syari’ah. Jadi untuk menghindari keraguan bertransaksi dalam dropshipping maka harus ada hukum yang jelas secara syari’ah, agar pelaku bisnis bisa leluasa dalam bertransaksi. Tujuan dalam penelitian ini adalah: pertama untuk mengetahui konsep dropshipping dalam dunia bisnis, kedua untuk mengetahui konsep  bai’ as-salam dalam dunia bisnis, dan ketiga untuk mengetahu apakah transaksi dropshipping sejalan dengan konsep bai’ as-salam. Berdasarkan hasil penelitian, transaksi dropshipping merupakan jual beli online dengan cara pesanan tetapi penjual tidak  menyetok  barang,  sedangkan  bai’  as-salam  merupakan  jual  beli pesanan   yang   dihalalkan   oleh   Islam.   Kemudian   dropshipping   dapat dikatakan tidak sejalan dengan konsep bai’ as-salam. Karena tidak terpenuhinya syarat penjual bai’ as-salam oleh dropship (toko online), yaitu di mana dropship tidak pernah menampung barang sehingga tidak memiliki kekuasaan terhadap barang untuk dijual, dan bertindak tidak jujur atas label pengiriman barang yang seolah-olah dropship adalah pemilik dan pengirim barang yang sesungguhnya. Sehingga dropship telah melakukan penjualan barang yang tidak dimiliki yang tidak diperbolehkan dalam hukum ekonomi syari’ah. Kata kunci : Dropshipping, Bai’ as-salam, Hukum Ekonomi Syari’ah.   AbstractThe dropshipping transaction which a glance look like bai’ as-salam, especially parallel salam, which is suspension transaction model that allowed in Islam. But, there is a little difference in the dropship (online store) does not accommodate for sell. Therefore, from that thing makes obscurity of dropshipping law status in the domain of the law economic shariah. So, to avoid the doubt transaction in dropshipping it is should be the shariah clarity of the law, in order that the businessman can be wide in transaction. The goal of this research: (1) To know the dropshipping concept in business world, (2) To  know  bai  as-salam  concept  in  business  world,  and  (3)  To  know  the   dropshipping concept in line with bai as-salam concept. The result shows that, the dropshipping transaction cannot line with bai as-salam concept. Because did not accommodate in bai as-salam seller condition by dropship (online store), namely the dropship never accommodate the commodity so that  the  dropship  have  not  dominance  toward  accommodate  to  sell,  and played dirty on goods dispatch label made as if dropship as owner and real goods dispatch.   So that, the dropship has did accommodate sale which did not have and it is did not allowed in the law of economic shariah. Keywords : Dropshipping, Bai’ as-salam, law of  economic shariah.

Abstract

BPJS Ketenagakerjaan has developed the Social Security Manpower Mobile (JMO) application as an innovation in services to labor social security participants. Therefore, this study will discuss the effectiveness of using the JMO application in improving services for labor social security participants in Bandung Regency in 2023. This study uses a qualitative method to analyze the effectiveness of the JMO application service based on a process approach, a source approach, and a target approach. The data collection techniques of this study include observation, interviews, and documentation. Data collection techniques in this study include observation, interviews, and documentation. The results showed that services through the JMO application in Bandung Regency still face obstacles in organizing socialization to the community. Consequently, the use of the JMO application by labor social security participants in Bandung Regency has not been fully optimized.

Abstract

This study aims to describe the significance of the influence of the leadership style of the West Java Governor for the 2018-2023 period on the quality of public services in the West Java Provincial Government in 2023. West Java Province is the most populous province in Indonesia, so it is a challenge for the West Java provincial government to provide excellent public services for all its citizens. The influence of a leader who can make efforts to improve the quality of public services is needed. The method used is quantitative. The data collection technique was carried out by distributing questionnaires to 100 respondents. In this research, a series of statistical data analysis was carried out to test the proposed hypothesis, the results of which were presented descriptively. The results obtained were 14.190>1.661 with a significance value of <0.001 and a correlation of 0.820 or in a very strong category. Where the leadership style of the West Java Governor for the 2018-2023 period has an effect of 66.9% on the quality of public services in the West Java Provincial Government in 2023.

Abstract

Participation of the community is a key factor in sustainable development. In order to achieve this, the Indonesian government needs to ensure that the community can actively participate in the development process. One of the efforts that can be made by the government to encourage community participation in development is by applying the principles of Good Governance. Good Governance has four main pillars, namely transparency, accountability, participation, and responsiveness. This research shows that the application of Good Governance principles can increase community participation in development in Indonesia. In addition, Good Governance strategies such as transparency and accountability, community participation in decision-making, improving the capacity of government officials, and improving the quality of public services can be applied to ensure active community participation in development. The Indonesian government needs to increase efforts to encourage community participation in development. One of the efforts that can be made is to consistently and transparently apply the principles of Good Governance. The government also needs to provide complete and easily understood information access to the community, as well as provide opportunities for the community to give input and opinions in the decision-making process. Improving the capacity of government officials is also necessary so that they have adequate competence in carrying out their duties and responsibilities. The government must also ensure that the public services provided are of quality and satisfactory to the community. By implementing these efforts, it is hoped that community participation in development can increase and create more sustainable and equitable development for all people in Indonesia.

Abstract

Drug abuse and trafficking are transnational issues that require serious attention from various countries. Indonesia and the Philippines, two countries in Southeast Asia, have developed different institutional approaches in combating drugs through the Badan Narkotika Naional (BNN) and the Philippine Drug Enforcement Agency (PDEA). This study aims to compare both institutions from the cultural-cognitive pillar based on William Richard Scott’s institutional theory. The method used is descriptive qualitative research with a literature study approach. The results show that BNN prioritizes rehabilitative and educational approaches that are increasingly accepted as a reasonable treatment pattern in Indonesia. Meanwhile, PDEA implements a repressive approach that is supported by most of the Filipino society, despite being accompanied by human rights violations. These findings indicate that collective thinking frameworks and public legitimacy play a crucial role in shaping institutional strategies and impacts in each country. This study provides significant implications regarding how societal mindsets influence the effectiveness of drug eradication efforts.

Abstract

This research compares the institutional frameworks of Indonesia’s National Narcotics Agency (BNN) and the Philippine Drug Enforcement Agency (PDEA) through the lens of regulatory and normative pillars from W. Richard Scott’s institutional theory. Employing a qualitative descriptive method with a literature review approach, this study finds that both agencies are structurally under presidential authority but exhibit differing operational styles. BNN emphasizes preventive and rehabilitative strategies rooted in human rights values, while PDEA is characterized by a more repressive approach shaped by national security paradigms. The findings suggest that while both institutions have formal legitimacy and enforcement mechanisms, their normative orientations differ significantly, influencing public perception, legitimacy, and policy outcomes. This comparative study highlights the importance of aligning regulatory frameworks with ethical governance standards to ensure effective and humane narcotics control policies.

Abstract

This research was conducted because it is known that the City Government of Banjar still lacks innovation in the management of organic waste. Therefore, the objective of this research is to understand the innovations of the city government in utilizing organic waste in Banjar City. The method used is descriptive with a qualitative approach. The results of the study conclude that the City Government of Banjar has issued policies that formally regulate the management of organic waste, such as the Mayor's Regulation Number 18 of 2022. In addition, budget allocations in the local government budget for organic waste management programs are also available. However, this allocation is still limited and not yet fully adequate to meet all sustainable management needs. The implementation of organic waste sorting at the household level has started to be applied, especially in areas that have received socialization and assistance. However, the use of technology such as composters and biodigesters is still not optimal due to a lack of socialization, minimal technical personnel, and limited budgets and human resources. The processed organic waste products such as compost and maggot feed have been produced and utilized, but they have not developed to their full potential. The main obstacle lies in the weak marketing of the products and the absence of a sustainable distribution system. The City Government of Banjar has successfully raised public awareness through campaigns such as 'Waste Sorting Movement from Home' as well as utilizing social media and environmental slogans like 'Green Banjar'. This effort is considered successful because environmental messages have reached the public, although there is still a need for visual reinforcement such as the use of mascots.
