Abstract

This research compares the institutional frameworks of Indonesia’s National Narcotics Agency (BNN) and the Philippine Drug Enforcement Agency (PDEA) through the lens of regulatory and normative pillars from W. Richard Scott’s institutional theory. Employing a qualitative descriptive method with a literature review approach, this study finds that both agencies are structurally under presidential authority but exhibit differing operational styles. BNN emphasizes preventive and rehabilitative strategies rooted in human rights values, while PDEA is characterized by a more repressive approach shaped by national security paradigms. The findings suggest that while both institutions have formal legitimacy and enforcement mechanisms, their normative orientations differ significantly, influencing public perception, legitimacy, and policy outcomes. This comparative study highlights the importance of aligning regulatory frameworks with ethical governance standards to ensure effective and humane narcotics control policies.

Abstract

The transformation of Ponggok Village from an underdeveloped village to an independent village with a PADes (Village Revenue Fund) of Rp16 billion demonstrates the successful synergy between the Village Government and the Village-Owned Enterprise (BUMDes) in managing local tourism potential, particularly umbul tourism. This study aims to analyze the form of synergy between the Village Government and BUMDes Tirta Mandiri in managing water tourism in Ponggok Village based on Mark Latash's synergy theory, which includes three pillars: sharing, error compensation, and task-dependence. This study employs a descriptive-qualitative method with a case study approach through field observations and in-depth interviews. The results indicate that the success of tourism management does not solely depend on the institutional capacity of each party but also on their ability to adapt and coordinate across sectors. The collaboration formed has resulted in sustainable tourism management, contributing to increased village economy, community empowerment, and environmental conservation.

Abstract

As stated in Law Number 17 of 2014 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council, the supervisory function is the authority given and implemented by the DPRD to the regional government in order to supervise the implementation of regional government to ensure that The policies taken are for the welfare and interests of the people. The South Tangerang City Government (Tangsel) is a new autonomous region that was born based on Law no. 51 of 2008 concerning the Establishment of South Tangerang City in Banten Province. During the first three years after its formation, the City of South Tangerang was able to extract local revenue (PAD) which came from legal taxes, levies and other things. In South Tangerang City, regional financial management is regulated by PERDA No. 2/2022 which emphasizes principles such as transparency, efficiency and accountability in the preparation of the APBD. The South Tangerang City DPRD plays a crucial role in supervising, ensuring transparency and accountability in regional financial management.
