Abstract

ABSTRACT : Since 2011 the municipality of Manado implement programs or Universal CoverageUniversal Health Insurance, which is the social protection program in the field of public health to ensurethe city of Manado who do not have health insurance. in respect of it, this research to know "how theuniversal coverage program implementation in health care in hospitals. Prof. Dr. RD Kandou Manado.Research using qualitative methods. in this case the universal coverage programimplementation seen / observed by using the four critical variables in the model of implementation of thepolicy of Edward III, Communications, Resources, Disposition, and Bureaucratic Structure. informants inthis study were taken from: Program Implementation Unit (4 people), Dr Kandou (4 people) andCommunity (4 people). Data collection with interactive model analysis techniques of Miles andHubernam.The results showed: (1) Communication between the program managers, health careproviders and community groups performed well targeted and effective; (2) HR and financial resourcesfor adequate implementation provided; (3) Disposition (commitment and consistency) implementprograms and health care providers are good / high; and (4) The bureaucratic structure well ordered andeffective.Based on these results it can be concluded that the implementation of universal coverage(Jamkesta) in health care at the Hospital Prof. Dr. RD Kandou run properly and effectively see the factorof communication, resources, disposition and bureaucratic structure.Conclusions based on these results suggested still need to improve the implementation of the universalcoverage program to make it better.Keywords : implement programs or Universal Coverage Universal Health Insurance

Abstract

Ongkau Village Is One Of Some Village Which Using The Empowerment Of FamilyProsperity Program In Actuating Society’s Participation For Increasing Village’s Development And It’sFamily Prosperity. There Are Many Programs Of Empowerment Of Family Prosperity Which HaveApplied To Ongkau Village. This Reacrh Foccusing On Education Program And Skils, EnternalEnvironment, And Public Health. The problems in this villages are unactivated of societies and humanresource not at all to have an ability and uncompetated.Purpose Of This Research Is To Know How The empowerment of family prosperity program inactuating society’s participation for increasing village’s development. The methods to used in thisresearch is quantitative methods with twenty eight responden’s.Result of this research showed relation between two variable’s not strong. Abstract

ABSTRACT; Each leader has an essentially different behavior in the lead or is often called a leadershipstyle. The success of an organization supported by the role of a leader with influence in his leadershipstyle. Issues questionable in this study is the extent to which the influence of leadership styles to themotivation of civil servants working in the service of Energy Mineral resources of North Sulawesi.The methods used in this research is quantitative methods. The subject of this research is the civilservant at the Department of Energy Mineral resources of North Sulawesi. Research samples taken asmany as 20 people. Data collection is carried out using a questionnaire. Data analysis technique used is alinear regression analysis and correlation of product moment.Results of the analysis of the data indicates that the regression coefficient of the variable (X) is theleadership style of work motivation of civil servants (Y) is real and positive correlation coefficients as wellas determination and is in the category are.Based on the results of the study it can be concluded that the leadership styles influence positivelythe work motivation of civil servants, meaning that leadership style is one of the factors that determine thework motivation of civil servants.Based on the conclusions of the suggested: (1) the need for the role of the leadership to creategood communication between employees and management; (2) leaders need to give more attention toemployees who have good working performance; (3) leaders need to apply participatory leadership style inorder to create a harmonious cooperation, fosters loyalty and participation of employees.Keywords: leadership styles, motivation for work

Abstract

ABSTRACT : The research was conducted on the basis of initial observations that civilservants in performing basic tasks and functions indicated less comply with the applicable rules,especially rules regarding discipline in performing the task. Thus, the study aims to "know theeffect of the application of disciplinary oversight of the civil servants working in the RegionalSecretariat Sula Islands".The method used in this research is descriptive method with quantitative approach. Purposivesample of respondents assigned as many as 69 people, and a questionnaire distributed data collectiontechniques for obtaining primary data, while the secondary data obtained through technicaldocumentation. All data and information obtained through surveys and direct observation techniques.Once the data is collected, analyzed using analytical techniques percentage (frequency table), followedby product moment correlation analysis and simple linear regression.The results showed that: Implementation of the functions of supervision and discipline ofemployees working in the Secretariat of the Sula Islands area identified in the category "medium", butoversight tends to be high, while labor discipline of employees tends to be low. Supervision positive andsignificant impact on employee discipline, particularly at the district secretariat Sula Islands. Thefunctional relationship between the two variables linear patterned positive and contributive.Thus, it can be concluded that the proposed research hypotheses can be tested empiricallyenforceability as well as to justify the underlying theories. Direct supervisor needs to streamline thesupervision attached to subordinates in order to improve their work discipline; There needs to becontinuous socialization discipline rules as well take an act decisively to employees who deviate fromthese rules.Key words:Monitoring Functions, Discipline employee

Abstract

ABSTRACT : This study was motivated by the problems found in the office of Representatives Financialand Development Supervisory Agency Sulawesi province, namely in archival management activities notwell ordered. The constraints faced is the maintenance of records that there are still records that arestacked in nature resulting in the archive warehouse perishables and also difficult to be rediscovered whenneeded any time. This of course can hinder the work of the office. It is therefore necessary to have a goodarchival management and organized so as to make it easier for employees to find back the archive in a fasttime. Structuring the archive is one aspect that should be applied in the office to support the achievementof the objectives of productivity improvement and efficiency of office work. Thus communications officerjob will run more smoothly, so that the coordination and supervision easier. The purpose of this study wasto determine the archival management know is there any influence on the efficiency of employees workingin the Office of Finance and Development Supervisory Board of North Sulawesi Province. In this study,the method used is quantitative analysis method. While data analysis technique used is the technique ofcorrelation between variables to prove the influence of archival management towards employee workefficiency. Based on the results of research conducted and followed by analyzing the data obtained, thenthe result is that there is a very strong relationship between the management of archival against theworking efficiency of employees amounted to 0.943 and this means working hypothesis or alternativehypothesis is accepted, this means there are positive influence between management archival against theworking efficiency of employees with the level of influence of 88.90%. So the hypothesis that there is aninfluence on the efficiency of the management of archivesKeywords : Work Efficiency

Abstract

This research was conducted with the starting point at the underlying problem,namely whether there is a relationship between leadership effectiveness with the performance ofemployees in district Office Tobelo North Halmahera, with the primary objective to determine therelationship between leadership effectiveness and the performance of employees in district OfficeTobelo North Halmahera.This type of research is survey research, using quantitative and descriptive approach study. Researchvariable is leadership at district and sub-district Employee Performance Tobelo North Halmahera.were collected techniques and informant questionnaires distributed to 20 respondents and analyzedusing simple linear regression analysis techniques.Based on the analysis, it is known that the distribution of respondents on the variable districtemployee performance and leadership in the category of agree and strongly agree. Thus it can beconcluded that the relationship between leadership effectiveness performance of employees in districtOffice Tobelo North Halmahera. Abstract

Abstract: This study aims to: Describe the function of the leadership of the village head and villageofficials effectiveness; and analyze the relationship between the leadership function of the villagehead and village officials work effectiveness in Minahasa District of Northern Langowan. Purposivesample of respondents assigned as many as 80 people were distributed into four (4) of 8 (eight)villages in the districts of North Minahasa Langowan. Members randomly drawn sample consisted of40 people from local government and 40 others are members of BPD, community / religion. Themethods and approach used in this research is descriptive and quantitative approach by applyinganalytical techniques percentage, product moment correlation and simple linear regression. Theresults obtained from this study are: the results of the analysis of frequency table shows that theleadership function village head seen from the dimensions of the initiative and dimensions ofgovernment communications, overall in the category "medium" or intermediate, while theeffectiveness of village officials, especially in District Langowan North is at "high". Chi-square testresults showed that the relationship between the function of leadership effectiveness village withvillage officials in the District of North Langowan "significant" at the 95% confidence level. Thuswe can conclude that if the village head execute leadership functions properly, it will boost theeffectiveness of village officials themselves. This study gives some suggestions, among others: thatthe Head of the village in the exercise of its functions have always sought to do the initiation of thedevelopment programs that require leadership initiatives, as well as establishing two-waycommunication so that village officials feel comfortable so motivated to improve the effectiveness oftheir work.Keywords: Function of Leadership, Effectiveness village officials work.

Abstract

Abstract: Labor discipline is a behavioral containing technical aspects that work ethic is the norms that arebinding and are set explicitly and practices such as behavioral attitudes respect, honor, obey, and obey thatmust be held to be maintained and implemented in government agencies. Problems to be answered in thisstudy is the work discipline of employees about employee performance affects the performance ofemployees working in the department of Agriculture of North Sulawesi. This study aims to determine theeffect of labor discipline against the employees of performance. These results indicate that the labordiscipline and significant positive effect on the productivity of employees in the department of Agricultureof North Sulawesi. Based on these conclusions labor discipline must be observed and maintained on eachemployee so that the tasks and responsibilities can be a priority terselenggarakan well.Keywords: influence, discipline, work performance.

Abstract: The purpose of this study was to determine the role of the Leadership Principal inImproving Teacher Performance in the Junior High School 1 Subdistrict Wayaloar as the Decree ofthe Minister of National Education (Education) No. 162 of 2003 on Guidelines for the Assignment ofTeachers as the Principal stated that the task of the principal as an Educator, Supervisor , leadersand providers of motivation. To determine the role of school leadership in improving teacherperformance, the research method used is qualitative method where the researcher as the keyinstrument consists of 7 (seven) research informants.The role of school leadership in improving teacher performance in the Junior High School 1Wayaloar the District has not been effective in this regard are as Supervisor, Leader, Educator, andgiving motivation. Because based on the results of field research shows that principals as educators,supervisor, leader and motivator has not done how expectations of students and parents. as well asthe lack of control and supervision functions of principals on teacher performance, so most apatheticteachers with duties as teachers. As well as employee productivity or decreases in carrying out theduties of teachers and ultimately have implications on student interest less serious.To improve the performance of teachers is needed role of school leadership in the execution of dutyas the leader and protector as the Decree of the Minister of National Education (Education) No. 162of 2003 on Guidelines for the Assignment of Teachers as the Principal stated that the task of theprincipal as Educator Supervisor, Leader and giving motivation to the performance of the employees.The role of principals in improving teacher performance is expected to provide advice to the teachersin implementing the task even carry out the evaluation or analysis of teacher performance results,oversees all the activities of teachers either control directly or indirectly, and the moving of staff andemployees in carrying out the task.
