Abstract

ABSTRACT: Background: The public service as any service, either in the form of public goods and publicservices that, in principle, be the responsibility of central or local government agencies in an effort to meetthe needs of the community or the implementation of the provisions of the legislation. Integrated one-stopservice is one of the government's efforts in improving the quality of public services particularly related tolicensing services. Quality of service required permission billboards as one of the factors that drive thesuccess of a particular company to improve its business. Methods: Using qualitative research methodswith the aim of this study was to evaluate the results of policies permit services advertisement onIntegrated Licensing Service Agency of Manado. Data collection techniques in this study throughobservation or field notes directly to the location of research, conduct interviews and documentation.Discussion: The results of the evaluation showed that service policies permit billboards in BP2T has notbeen equally effective because there are still some things that are not as it should be such a lack ofcoordination with the technical team, the level of satisfaction is not maximized, the realization of thetargets which have not been optimal, human resources are still less . Conclusions: Policy billboard permitservices already shown good results but not maximum so there is still room for improvement for the nextyear so that the results achieved can be maximized.Keywords: Evaluation of Public Policy, Permit Services Advertising.

Abstract

ABSTRACT : Any public or private organization set up to achieve certain goals, and if achieved then canbe said to be successful. To achieve success, the necessary foundation of competency to be considered,then also increase the performance. Based on strong background in the form of competence. Thus, thecompetence to be very useful to help the organization improve its performance. Competence isindispensable in every process of human resources. The more problems, the study aims to describe theimportance of competence on employee performance.This research uses qualitative research is research that is used to examine the condition of natural objectsin which the researcher is a key instrument. the proper technique to determine the source of the data /informant is "purposive sampling" is penentukan data source based on a specific goal (Sugiono, 2009).Who became an informant or source of the data in this study is the Civil Service Bureau and the PublicFinance Sam Ratulangi University in Manado.The results showed that the competence of work on General Affairs and Finance University of SamRatulangi is still lacking due to the lack of opportunities given to employees to participate in educationand training. Employee performance is still in the category of "moderate" tend to 'low'. It means that theneed for internal policy of the organization to improve employee performance. Abstract

Abstract: Improving the quality of public services required of civil servants who are not only in termsof quantity, but also requires the ability professionalism and moral qualities are directly proportionalto the demands of society. Human resource development within the ranks of government (publicorganizations) need to be directed at upgrading professional skills and the development of professionalethics which is accompanied by a spirit of service to the public (community). For the purpose of thisstudy to analyze the influence of professionalism village government officials on the quality of publicservices in the Village Malalayang One Malalayang District of Manado City.This research method using diagnostic analytic design with descriptive-quantitative method andexplanatories survey. The use of quantitative methods and explanatory descriptive-survey possiblebecause this study raised the issue of considerable actual and aims to analyze social phenomena andexamine the relationship between the phenomenon or effect. The population in this study were allvillage officials and community service users in villages Malalayang One Malalayang District ofManado City. The purposive sampling conducted as many as 30 people, consisting of 15 peopleMalalayang The village government apparatus and the remaining 15 persons from the community ofusers of services.the results of this study shows there is a strong indication that when village officials increasedprofessionalism (high) will encourage the improvement of the quality of public services. These resultsare consistent with the results of a simple linear regression analysis to the equation Y = 2.062 + 1.040X,and product moment correlation coefficient r of 0.809.Keyword : Profesionalism, Publik Service Quality

Abstract

Abstrack; Police compensation policy in the current environment is expected to boost theperformance of the police. The aim of research to determine the effect of compensation policies on theperformance of police officers at the police station Bitung.This study uses quantitative methods. Sample of respondents were taken with stratified randomsampling technique (based on class rank) of 10% (50 people) of the population (504 police officers Bitung).Collecting data using questionnaires / questionnaire and assisted with interview techniques. The analysistechnique used is the inferential statistical analysis is linear regression and correlation product moment.The result showed: (1) the regression coefficient of variable compensation policies on theperformance of police officers Bitung is posifive and significant. (2) the correlation coefficient and thecoefficient of determination variable compensation policies on the performance of police officers was highand significant Bitung.Based on the results of the data analysis is concluded that the compensation policy Polri positive andsignificant impact on the performance of police officers at the police station Bitung.Departing from the conclusions of the study results suggested: (1) compensation policy within thepolice force now needs to be continued, but there needs to be improvement in some kind of allowance. (2)Improvement in environmental compensation National Police must be balanced or accompanied by anincrease in performance of the members / officers. Abstract

Issues or women’s issues always interesting to demand, even today more and more scientists or researchers focused more on the assesment of women in particular. It is certainly not in spite of the complexity of the issues relating to women themselves, where there had been no agreement on “How the actual existence of the women is placed”. General overview of the Leadership Role of Women in Public Office can be found at area South Minahasa, especially at the District Secretariat Office South Minahasa. The purpose of this study was to determine how the Leadership Role of Women in Public Office. The research method used is a qualitative method. Research on District Secretariat Office South Minahasa shows that the role of women’s leadership has gone well. Women leaders have been very involved in the activities of the organization in the respective fields of the existing. In program planning and activities of women leaders has been very active. Abstract

Abstract: Education and training aims to provide an opportunity to improve the skills and personnel in theirskills, especially in areas related to leadership or managerial required in the achievement of the objectives ofthe organization. In fact the structural Training is not given to most of the ASN in Bitung cityareas Secretariat, thus causing some structural position of Echelon IIIand IV Echelon structural position still held by the ASN which has yet to meet the requirementsof appropriate structural level Training position. These conditions cancause structural officials leadership competencies to be weak or insufficient. Based on the issue of thepurpose of this research is to find out and measure the influence of the education and training of leadershipcompetencies to increased structural apparatus of the civil State in the Secretariat of the Regional City ofBitung.This research is exploratory research method. This usage of the intent to address education andtraining Are a structural effect on the competence of the leadershipof the Civil State Apparatus in Bitung city areas Secretariat”The results showed significant relationships had a structural Training againstthe leadership competencies ASN in the Secretariat City of Bitung. It is seen from the value of the correlationR = 0.86 turns approaching the maximum value of the correlation coefficient (1.00), and the value of thecoefficient of determination (R-square) of 0.74 has significance that the development/enhancement ofleadership competence ASN in Bitung City Area is the Secretariat of 74 or 0.74% determined/ influencedby variable structural Training, while the rest amounted to 26% specified/ influenced by other variables.This means that the higher the structural Training undertaken/ gainedASN then the higher leadership competencies from the ASN concerned. Structural determinationof power have training/ significant deciding against the leadership competencies ASN in theSecretariat City of Bitung. This means that the level of competence of the leadership of the ASN issignificantly influenced by structural Training followed/retrieved. Abstract

ABSTRACT   Reform of financial management can’t be separated from the purpose regional autonomy  itself, which  in addition to  improving public services, both qualitatively and  quantitatively, also  in order to  allocate resources  efficiently  and  effectively, as well as the  achievement of the space  for  public participation  in developing  regions. The principles  of financial management, namely  accountability,  honesty  in  managing  finances,  transparent,  and  responsible  in  observing  the  principle of fairness, compliance, and benefits to society.   Needed  a  system  that  could  provide  reasonable  assurance  that  the  implementation  of  the  activities  at  a  Government  Agency  can  achieve  the  objectives  efficiently  and  effectively,  financial  management  report  are  reliable,  secure  state  assets,  and  encourage  adherence  to  regulations.  This  system  is known  as the  internal control system  in its application should take fairness  and  compliance  as  well  as  considering  the  size,  complexity  and  nature  of  the  tasks  and  functions  of  the  Government  Agencies.  Internal  control  in  government  is  considered  very  necessary  to  avoid  actions  that  might  be  cheating   or   have   been   made   by   the   various   parties   engaged   in   the   world   of   government.   In  implementing  these  internal  control,  related  parties  refers  to  government  regulation  No.  60  of  2008.  However, in reality this control is not maximized applied in government activities.   Results     of   research   conducted        through   the   collection   of       data   obtained     through  observation,  documents  and  interviews.  The  results  showed  that  the  financial  management  process  almost  goes  well,  because  there  are  things  that  may  impede  the  process  of  managing  their own  will. But  thanks to  a sense of  teamwork  that is  high  on  every  employees  in  service  income of the financial and property management areas in Tomohon, can make the work good.   Runway  and  references  used  in  the  process  of  financial  management  in  the  life  of  the  Financial Management and Revenue office property in the area Tomohon Pemendagri No.  13 of  2006.   Keywords: Fiscal Management

Abstract

Catastrophic floods which occurred in the town of manado on 15 January 2014 to date is one of the largest floodsever to occur in North Sulawesi manado city in particular. And the Government of the city of manado in the disaster reliefespecially in aid disaster victims have good planning but have not been effective in its application to see there are stillmany citizens of disaster victims who are still living and settled in the disaster site with circumstances that could not besaid to be as good as before they suffered a disaster, because of the uneven in its application to all disaster victims indistrict wanea.In this study uses qualitative methods to describe conditions that actually happened in a field supported byinterviews to the informant-informant, observations of direct, search documents – documents and documentation. Thefocus of this research was to determine the effectiveness of government aid programs in manado city wanea from programplanning, quality of service/program, the organizers of the program and satisfaction. The results showed that in generalthe overall results of interviews about the effectiveness of the work of the Government of the city of manado in aid floodvictims in district wanea manado City gives the conclusion that the aid program for flood victims in wanea district of thecity of manado is quite good but not yet effective.Key words: effectiveness of work Programs help flood victims

Abstract

ABSTRAK In correlation with that problem this research has been focused to answer how far the effectsof implementation of restructure policy toward organization affectivity in the secretariat of Manadodistrict. The method that will be used in this research is quantitative; the source of data for this researchcomes from 35 random people of civil servant from 186 people whom work in secretariat of Manadodistrict. Data collection method using questioner and add with interview. This research using frequencydistribution and percentage, linier regression and moment product correlation as analysis technic.Yet, based on the previous study, showing that the performance of duty and function of district secretarynot showing optimal result as a whole. Based on the concession from couple of structural officials andmanaging employee that have been interviewed in previous survey looks like not all the program and eventthat have been decided could achieved maximal results as decided in strategic planning, the fact itselfcould indicate that the restructure policy implementation not optimally could form organization affectivity.To understand the correlations of functional/effect of restructure policy toward organizational affectivityin Manado city secretariat district officeTo understand the correlation and determination or the size ofinfluence of restructures policy implementation toward organizational affectivity in Manado citysecretariat district office. Based on the result can be concluded that: restructure policy implementation oforganization has a functional correlation or positive affect and very significant toward the affectivity oforganization in Manado city secretary of district office. ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of Bukumatiti the District Jailolo West Halmahera as the Regulation ofthe Minister of Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based the principles oftransparency, accountability and participatory. To determine the Community Empowerment in Rural FundAllocation Utilization (ADD), the research method used was a qualitative descriptive study consists of 6research informants.Empowering communities in the utilization of the Village Fund Allocation (ADD) in the village ofBukumatiti has not been run in accordance with the principles of financial penegelolaan villages of theprinciples of transparency, accountability and participatory. Based on the results of field research on theutilization of public empowerment Village Fund Allocation (ADD) village government is not open to thepublic regarding the use of the Village Fund Allocation (ADD) so that people do not know how much the costdisbursed to community empowerment; there is no accountability in each realization of the program on thecommunity; as well as the village government as the financial manager of the Village Fund Allocation(ADD) partsispasi not involve the community in the form of decision-making, planning, implementation andthe evaluation of results.In society to use the Village Fund Allocation (ADD) in the hope the government village BukmatitiDistrict of Jailolo as a manager and executor of every activity that comes from the Village Fund Allocation(ADD) should be based on the principles of financial management of villages sebagimana contained inRegulation Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based on the principles oftransparency, accountability, danpartisipatif.Keywords: Community Development, Utilization Village Fund Allocation.
