Abstract

ABSTRACKThe implementation of the duties and functions of a village chief in the government isone of the activities of government officials in an effort to improve the welfare of thecommunity, as the purpose of this study is to provide a description of the implementation ofthese functions. The role of village chief is very important in approaching and grow and developself-help mutual aid society in order to realize the implementation of development that has beenplanned in the Budget of the Village.This means that the head of the village as a leader in thevillage is the organizer and the person in charge in the field of governance and communitydevelopment, as well as village chief is responsible for growing and developing self-help mutualaid society. By looking at how important the role of the village head held thus further researchon "The Role of the Village Head In The agitation participation from communities in the VillageDistrict of Salibabu Salibabu Talaud Islands".In this study, the type of research that is in use which is a type of qualitative research,the research focus is the role of the village chief purpose in scaling community participation inrural development. Respondents / instrument in this study is that local officials and villagers ofSalibabu District of Salibabu Talaud Islands as many as 10 people.The researchers' analysis adjusting of some theory is concerned with the studyindicators, namely: first, the role of the village head as a motivator in moving people'sparticipation in village development Salibabu; second, the role of the village head as a facilitatorin moving people's participation in rural development Salibabu; and third, the role of the villagehead as a mobilizer in moving people's participation in rural development Salibabu.Based on the research role of the Village Head of Public Participation In The agitation inthe Village District of Salibabu Salibabu Talaud Islands in view of the three aspects of the roleof the village head as motivators, facilitators and mobilizers suda good but its role inimplementing the village head had to really play its role properly so that the public canparticipate in any program / village development activities. And needs to know that the successof the village head is inseparable from the role of the community he leads.Keywords: Role of the village head, promote community participation

Abstract

Abstract : This study in order to obtain a Bachelor's degree thesis Tier One at the Faculty of Social and Political Sciences, University of Sam Ratulangi Manado. Moving on from the pre-study conducted by researchers, that turns Implementation of Land and Building Tax Collection in the Village Tombatu Two found no universal agreement or cooperation between tax collectors officer with the taxpayers. Thus, the researchers see the need to be studied and considered the implementation of tax collection in the village Tombatu Two. This research uses qualitative research methods. Data were collected starting from the stage of observation, interviews and literature.The conclusion that can be drawn from this research is that it is found not optimal performance of employees in the implementation of land and building tax collection in the village Tombatu Two. Because in practice there has been no cooperation between tax officials and taxpayers. The village government should seek more optimal in the implementation of land and building tax collection so that the problems that exist in the village can be resolved and useful to the progress of the village into a better direction.Keywords: Performance Officer, Land and Building Tax Collection

Abstract

ABSTRACT :The purpose of this study was to determine the performance BugiJayawijaya Districtgovernment in the implementation of regional autonomy affairs.This study used qualitative methods. Government performance district views of three indicators ofeffectiveness, efficiency and responsiveness. The informants drawn from government elements BugiDistrict (the district chief and secretary of the district), an element of SKPD or UPT Regional Office inthe region of Bugi District, two village heads, and two community leaders / religious / traditional. Thesum of all the informants who were interviewed are as many as 8 people. Collecting data usinginterview techniques, while the analysis of data using qualitative analysis interactive model of Milesand Hubernann. The results showed: (1) the District government performance Bugi seen fromindicators of effectiveness is quite good but not optimal. (2) Performance Bugi seen from the Districtgovernment efficiency indicators are also quite good, but not maximized. (3) The District governmentperformance Bugi seen from the indicators of responsiveness is also quite good, but not maximized.Based on the results of these studies conclude that the government's performance Bugi District in theimplementation of regional autonomy affairs generally quite good, but not maximized seen fromindicators of effectiveness, efficiency, and responsiveness.Based on the results of the research, put forward some suggestions to improve performance BugiDistrict government in the implementation of regional autonomy affairs, as follows: (1) The DistrictGovernment should be allocated sufficient budget to finance programs and activities. (2) The provisionand improvement of infrastructure and facilities Bugi District government work needs to be done; and(3) Employee / Bugi District government officials should be increased, and the quality of humanresource / employee also needs to be enhanced through appropriate education and training.Keywords: Performance, District Government, the Regional Autonomy Affairs

Abstract

Abstrac : Public service is the right of every citizen that must be given by the government. But the fact is the one who should serve the citizens haven’t done it well. It seems that they still don’t have much concern about their responsibility moreover, their (government employees’ or civil official’s) accountability still can’t be accounted for even to their leader in terms of public serving. Because they still have some significant problem.This research uses qualitative research methods, descriptive. Abstract

Abstract: This study was conducted based on the results prasurvei that civil servants in performing basictasks and functions indicated yet to reach optimum performance. This is presumably related to theimplementation of policy leadership. Thus, the study aims to "Assessing the impact of policy leadership onwork performance of employees at the Department of Public Works Fak-fak West Papua province. Thisresearch applies descriptive method with quantitative approach. Purposive sample of respondents assignedas many as 73 employees, and data collection techniques distributed questionnaires to obtain primary data,secondary data obtained using the documentation techniques. All data and information obtained throughsurveys and direct observation techniques. After the data is collected, then analyzed by using percentageanalysis (frequency table), followed by product moment correlation analysis and simple linear regression.The results showed that: Mean supervisory leadership and job performance of employees at the Departmentof Public Works Fak-fak, according to the results of research are in the category of "medium" or medium.Supervision leadership has positive and highly significant or significant effect on work performance ofemployees at the Department of Public Works Fak-fak West Papua province. Thus, it can be concluded thatthe supervisory leadership with employee work performance related contributory. If the leadership is moreflexible supervision, it will improve the work performance of employees, particularly at the Department ofPublic Works Fak-fak West Papua Province. To improve the work performance of employees, it issuggested that the leadership gives authority to employees in taking the initiative and operational decisionsto carry out their tasks so that work performance will increase even more.Keywords : Supervision leadership, employee job performance

Abstract

ABSTRACK : The most prominent problems experienced by countries that are developing ispoverty. Starting in 2007, the Indonesian government launched a national program ofcommunity empowerment independent (PNPM). Manado city, especially in Sub Sario as thelocation of this research has been carried PNPM Urban, but according to the results ofpreliminary observations, indicated not optimal, where the community of beneficiaries have not /less feel the direct benefits of the program. Thus, this research, in addition to answering some ofthe problems also aims to: Analyze the impact / influence policy implementation of the NationalProgram for Community Empowerment autonomy Urban to improved economic conditions,particularly in Sub Sario Manado City, and knowing the differences in socio-economicconditions of the District Sario between conditions early (before the implementation of policiesPNPM) and the condition now (after the implementation of policies PNPM) Urban. This studyused a survey method explanation (explanatory survey method), the purpose of this study willexplain the impact of policy implementation of the National Program for CommunityEmpowerment (PNPM) independent Urban to economic conditions.The results showed that the average economic conditions after the application of PNPMUrban obtained 29.4 or in the ideal measurement scale of 0:59, or 59%, while the economicconditions prior to the implementation of PNPM Urban, an average of only 28.7 or of 0.574 or57.4%, so that there is a difference, which is about 1.6%. This means that an increase in theeconomic conditions of village communities in the District Sario Manado City after theimplementation of the PNPM Urban of 1.6%. It indicates that programs are implemented, bothurban and Infrastructure development programs empowering community programs, especiallycapacity building, strengthening business management and venture capital as well as the creationof the business climate can give a positive impact on the economic conditions of societyenhancement village itself.KEYWORDS : Impact Evaluation Policy, PNPM Urban

Abstract

Abstract: This study aimed (1) to describe the condition of the organizational structure and quality of publicservices in the Department of Population and Civil Registration Regency of North Halmahera. (2) to analyze theeffect of organizational structure on the quality of public services in the Department of Population and CivilRegistration North Halmahera Regency.This research uses descriptive method with quantitative approach. Samples were drawn by purposive sampling ofrespondents as many as 33 employees / personnel services, and 33 other respondents are elements of servicerecipients, then spread Questionnaire (questionnaire) and the results are analyzed by applying descriptivestatistical analysis techniques and simple regression analysis and correlation of product moment.Results of the study were presented as follows: (1) Organizational Structure Office of Population and Civil NorthHalmahera Regency is in the category "medium" or reasonably support the achievement of the quality of publicservices, while the quality of public services, according to respondents element employees perceive higher thanrespondents element of the user community services which can only perceive the "moderate" or medium. (2) Theorganizational structure has positive influence on the quality of public services. That means that if theorganizational structure optimally managed, it will boost the quality of public services, particularly in theDepartment of Population and Civil North Halmahera.Thus, it can be concluded that the hypothesis which states "The organizational structure of positive andsignificant impact on the quality of public services at the Department of Population and Civil North Halmaheravalidity can be tested empirically, as well as justify terori-the underlying theory.Keywords: organizational structure, quality of public service

Abstract

Abstract:Controlling population growth rate is an attempt to suppress the human birth rate in order tocreate a society that is in harmony with the natural capacity. Especially for the city of Manado, Manado citypopulation growth each year has increased, with an average growth rate of 1.1%. To suppress the populationgrowth rate, Indonesia enacting Law No. 52 Year 2009 on Population Development and Family Development.Presence of Women Empowerment and Family Planning at national and local levels are expected to control thepopulation growth rate both nationally and locally.This study aims to determine how the policy Women Empowerment and Family Planning Manado incontrolling the rate of population growth in the city of Manado. The method used is a qualitative researchmethod with data collection techniques used is the study of documentation, interviews and observation.The results of this study indicate that the policy of Women Empowerment and Family Planning Manadoin controlling the population growth rate is the implementation of the Family Planning (KB). Policy supportingfactors, among others: the regulatory system, local regulations and rules mayor of Manado, the RegionalGovernment commitment to family planning and the Empowerment of Women designated by maketh revitalizefamily planning programs become part of the Development Plan 2011-2015; Commitment partners who are goodenough to support the policy of Family Planning and Women's Empowerment; Community participation inplanning programs and the Empowerment of Women in Manado City; and competence of employees adequateapparatus. The efforts undertaken include: Mobilizing and empowering the whole community in the programand the Empowerment of Women; Operasion strengthen human resources; Improving the survival and wellbeingof the family; Ensure the availability of contraceptives and service program for all participants; Improvedaccess to information and reproductive health services; Granting Extension and IEC to members of the PKK,public and Religion through the container meetings PKK village in Posyandu, as well as a group meetingactivities to raise family welfare (Generating), group activities of family resilience (BKB, BKR and BKL) by theextension staff planning in the field of the importance for families to the preservation of family planning;Conducting communication and interpersonal counseling (KIP-Counseling) to the EFA are not family planningthrough home visits by KB officers (PKB).Keywords: Population Growth Rate, Women's Empowerment, Family Planning.

Abstract

Abstract : The progress and setbacks of an organization depends on leadership qualities of a leader.Seen from the point of view of any leader is always placed on one very important point. The role of aleader in an organization or group is vital. Because in that role, a leader will help the organization torealize its vision and mission. the purpose of this research can be formulated as follows: To determinethe effect of Leadership Influence on Performance of Civil Servants in the District Office DistrictTagulandang Sitaro.This is a descriptive quantitative research, which describes the relationship between variables toanalyze numerical data using statistical methods through hypothesis testing. In this study took theentire population of employees at the District Office Tagulandang Sitaro Regency, North Sulawesi,which consists of 18 people.Results of simple correlation analysis showed that the leadership role positively and significantlycorrelated to the performance of an employee or significant influence with the power of 58.7%;meaning that developments in performance of 58.7% is determined or influenced by the leadershiprole.Keywords: Leadership, Performance
