Abstract

Studi kebijakan fiskal dilakukan pada 81 Kabupaten, 12 Kota dan 7 Provinsi yang ada di regional Provinsi Sulawesi serta Nusa Tenggara Timur. Belanja pegawai terendah adalah Provinsi Sulawesi Selatan sebesar 27 persen dan tertinggi adalah Provinsi Nusa Tenggara Timur. Pemerintah Provinsi yang memperhatikan Alokasi pengeluaran untuk pembangunan ekonomi rangking pertama ditempati Provinsi Sulawesi Selatan dan yang terakhir adalah Provinsi Sulawesi Barat. Untuk alokasi parasarana Umum Sulawesi Selatan menempati rangking pertama dan yang terakhir adalah Provinsi Gorontalo. Pembangunan Perumahan dan Fasilitas Umum Provinsi Sulawesi Tenggara menempati urutan pertama dan terakhir Provinsi Gorontalo

Abstract

Background: The impact of the Pandemic, which is very pronounced in the tourism sector, requires the government, actors and scholars to be able to adapt and plan tourism development in accordance with current conditions. The tourist village is the possible alternative for tourism; considering that the mobilization of tourists is still local-oriented, the community's involvement in this tour is very high. The government and village communities are required to be able to formulate strategic plans in developing village tourism; given the limited resources they have, the role of academics is needed to assist and facilitate the preparation of projects until they arrive at implementation. Method: This community service approach in the Towale Tourism Village uses a mentoring and facilitation system in planning the development of the Towale Tourism Village. Result: The results of village planning assistance and facilitation focus on increasing tourist attraction and developing village tourism businesses as economic added value for the community. Conclusion: Potential tourist attractions in Towale Village are Karampuana Beach, Traditional Woven Fabric, Auliya Old Mosque, Bulava Pongeo and ontel bike community.

Abstract

The territory of Indonesia consists of an archipelago located in the pacific ring of fire. Under the waters of Indonesia, there is a collision of three large tectonic plates, namely the Eurasian Plate, Indo-Australian Plate, and the Pacific Plate which has and can cause volcanic explosions and earthquakes that are the deadliest in human history. The purpose of this research is to discuss about socio-economic analysis of disaster recovery index in Donggala Regency. Analysis of the problem in this study using the Indonesia Post-Disaster Recovery Index (Ina-PDRI). From the results of the study, it is found that disaster recovery index in Donggala Regency is 87.02 percent. This finding shows that socio-economic conditions in Donggala Regency are still better before natural disaster occurred by 12.98 percent compared to current conditions. This figure is obtained from the weighted average of disaster recovery index in the education sector which only reached 69.57 percent, disaster recovery index in the health sector which only reached 79.76 percent, and disaster recovery index in the economic sector which only reached 118.8 percent.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Penanaman Modal Asing (PMA) dan Penanaman Modal Dalam Negeri (PMDN) terhadap pertumbuhan ekonomi di Provinsi Sulawesi Tengah pada periode 2019-2023. Pendekatan yang digunakan dalam penelitian ini adalah kuantitatif, dengan memanfaatkan data sekunder bersifat time series yang mencakup variabel pertumbuhan ekonomi, PMA, dan PMDN. Sumber data diperoleh dari Badan Pusat Statistik (BPS) Provinsi Sulawesi Tengah, Dinas Penanaman Modal Provinsi Sulawesi Tengah, serta instansi terkait lainnya. Hasil analisis data menunjukkan bahwa PMA memiliki pengaruh positif dan signifikan terhadap pertumbuhan ekonomi di Provinsi Sulawesi Tengah, sedangkan PMDN tidak berpengaruh signifikan terhadap pertumbuhan ekonomi di wilayah tersebut. Pengolahan data dilakukan dengan menggunakan program Eviews 13. Temuan ini mengindikasikan bahwa peningkatan investasi, khususnya dari PMA, berkontribusi secara nyata dalam mendorong pertumbuhan ekonomi daerah. Oleh karena itu, penelitian ini memberikan wawasan penting bagi pembuat kebijakan dalam merancang strategi peningkatan investasi guna mempercepat pertumbuhan ekonomi di Provinsi Sulawesi Tengah.

Abstract

Pencantuman label halal pada produk akan sangat mempengaruhi tingkat kepercayaan konsumen, sehingga memiliki dampak yang positif terhadap peningkatan profit dari Perusahaan. Saat ini para pelaku usaha masih ada yang menganggap sertifikasi Halal hanya untuk pemenuhan kewajiban dalam agama Islam, dan masih sedikit yang melihat peluang bahwa sertifikasi halal dapat untuk meningatkan pendapatan usahanya. Tujuan penelitian ini untuk mengetahui manfaat dari penerapan sertifikasi halal yang dirasakan oleh pelaku usaha Krepek Sogol yang bergerak di bidang industri pangan setelah memiliki sertifikasi Halal MUI. Manfaat dari penerapan standar pada pelaku usaha Krepek Sogol dapat meningkatkan pendapatan. Hal ini dikarenakan meningkatnya kepercayaan dan minat beli konsumen karena kepemilikan sertifikat halal, kemampuan untuk memasuki pasar yang lebih luas serta mengikuti berbagai program yang telah disediakan oleh pemerintah untuk mempromosikan produk. Sebelum memiliki sertifikat halal, omzet di bulan September yang diperoleh sebesar Rp.3.200.000,00 dan omzet di bulan Oktober sebesar Rp.4.000.000,00 pendapatan tersebut hanya naik 25% sedangkan setelah memilik sertifikat halal di bulan November omzet naik sebesar Rp.7.500.000,00 pendapatan tersebut naik sebesar 87% dari bulan sebelumnya. Dilihat dari manfaat menurut ekonomi yang diperoleh bisa di simpulkan bahwa Dampak kepemilikan Sertifikat Halal dapat meningkatkan pendapatan sekaligus membuktikan bahwa sertifikat halal memiliki hubungan yang signifikan dalam mempengaruhi tingkat pendapatan pelaku usaha, dan bisa membawa pengaruh terhadap pada kualitas produk.

Abstract

MSMEs are vital to Indonesia's economy, making a substantial contribution to GDP and employment. Nevertheless, a number of MSME players encounter obstacles such restricted capital availability, weak financial management abilities, and a lack of appropriate business mentoring. This study aims to analyze the role of the Cooperative, MSME, and Labor Department of Palu City in empowering Micro, Small, and Medium Enterprise (MSME) actors in 2022. The method used is descriptive with a qualitative approach. Data sources in this study consist of primary and secondary data. Primary data was obtained through direct interviews with staff of the Cooperative, MSME, and Labor Department of Palu City who work in the MSME field. Secondary data was obtained from official documents and archives (RSIP) owned by the department, particularly those related to MSME empowerment programs. Data collection techniques used include interviews, documentation, and collection of related documents from relevant agencies. Research results show that the Cooperative, MSME, and Labor Department of Palu City has implemented various empowerment programs, such as providing equipment and capital assistance, as well as business mentoring. The total business capital funds distributed to 1,101 MSME actors reached Rp2,202,000,000, and equipment assistance was adjusted according to each type of business. This program positively impacts MSME growth and poverty reduction in Palu City, despite challenges like low awareness of training, uneven mentoring, and limited capacity in business management and financial recording. Therefore, more intensive, integrated, and sustainable empowerment strategies are needed to optimally improve MSME capacity and competitiveness.

Abstract

This study aims to develop a pentahelix collaboration model in tourism development as an effort to reduce poverty levels in Tojo Una-Una Regency, an area with great tourism potential but high poverty rates. In this study, qualitative methods were used, including Focus Group Discussion (FGD) and in-depth inter-views, to collect comprehensive data. SWOT analysis is used to identify strategies that can exploit strengths and opportunities while addressing existing weaknesses and threats. In addition, a matrix analysis is carried out to illustrate the division of roles in each proposed strategy. The findings of this study resulted in eight main strategies, including increasing the attractiveness of ecotourism, fostering re-gional cooperation, and increasing public awareness of environmental protection. This strategy is expected to improve the quality of human resources supporting tourism and strengthen tourism infra-structure in the region. Based on the results of this study, a matrix of collaboration between the government, academics, businesspeople, communities, and media was created, which is expected to be the foundation for joint efforts in overcoming poverty and accelerating tourism development in Tojo Una-Una.

Abstract

Pendapatan Asli Daerah (PAD) menjadi sumber utama pembiayaan pembangunan daerah, satu diantaranya berasal dari retribusi pasar mingguan. Potensi pasar mingguan Kota Palu cukup besar, namun kontribusinya terhadap PAD belum optimal karena rendahnya kepatuhan pedagang, lemahnya sistem pemungutan, serta keterbatasan sarana prasarana. Penelitian ini bertujuan menganalisis pengelolaan retribusi pasar mingguan, mengidentifikasi kendala utama, dan merumuskan strategi peningkatan PAD. Metode yang digunakan adalah deskriptif kuantitatif dengan analisis SWOT, melalui data sekunder dari Dinas Perdagangan dan Perindustrian Kota Palu serta observasi lapangan. Hasil penelitian menunjukkan bahwa kekuatan utama pasar mingguan terletak pada lokasi strategis, jumlah pedagang yang cukup besar, dan tarif retribusi yang terjangkau. Sementara kelemahan muncul pada aspek sarana prasarana, transparansi pemungutan, dan belum adanya digitalisasi. Peluang pengembangan pasar masih terbuka lebar melalui dukungan pemerintah, penerapan e-retribusi, serta potensi wisata belanja lokal. Namun, ancaman eksternal berupa persaingan pasar modern, rendahnya minat generasi muda menjadi pedagang, dan faktor lingkungan tetap perlu diantisipasi. Rekomendasi utama penelitian ini adalah peningkatan fasilitas pasar, digitalisasi sistem retribusi, serta penguatan promosi dan pengawasan, agar pasar mingguan di Kota Palu mampu menjadi sumber PAD yang lebih produktif dan berkelanjutan.

Abstract

Natural disasters, in addition to causing physical damage and loss of life, also impact the local economy to a certain extent. Disasters can paralyze the economy by destroying infrastructure, disrupting communication networks, causing disease outbreaks, crop failures, and other causes. The purpose of this study was to determine the income of residents of Jono Oge Village and South Sibalaya Village before and after the natural disaster, to understand the shift in employment opportunities, and to determine the importance of regulations as a mitigation measure going forward. Data analysis shows that the socio-economic conditions of the community in Jono Oge Village and South Sibalaya Village have changed, meaning that before the liquefaction natural disaster, the community's socio-economic conditions were balanced and after the disaster, the community's socio-economic conditions experienced less positive changes. After the disaster, health facilities and services decreased slightly due to the disaster, the education of school-age children was hampered due to the teaching and learning process at school and the condition of community houses that were damaged and lost. The current condition after the rehabilitation phase should be like the construction of elementary schools and community health centers. The economic side after the earthquake was completely paralyzed, because all economic activities had no source of livelihood, resulting in a decrease or even loss of community income, because there was no production process running. For this reason, mitigation regulations are needed to face natural disasters in the form of earthquakes and liquefaction
