Berbicara tentang desa, tidak terlepas dari dunia pertanian. Desa Warembungan memiliki potensi agraris, dengan luas wilayah pertanian 1.060 ha/m2 dari 1.100 ha/m2, dengan jumlah penduduk yang mayoritas sebagai petani yaitu 2.300 jiwa (56,31%) dari 4.084 jiwa. Pembangunan pertanian di desa merupakan upaya peningkatan kualitas hidup dan kehidupan untuk sebesarbesarnya kesejahteraan masyarakat desa. Seiring dengan perjalanan waktu, terjadi perubahan mendasar dalam mengoptimalisasi mengelola potensi yang ada. Hukum Tua sebagai salah satu stakeholder di desa, punya tanggung jawab untuk mengolah potensi tersebut menjadi modal pembangunan desa. Hukum Tua sebagai kepala pemerintahan yang memimpin penyelenggaraan pemerintahan dan pemimpin masyarakat desa, berfungsi melaksanakan pembangunan pertanian di desa. Permasalahannya, Hukum Tua, tidak melaksanakan fungsi kepemimpinnya dalam melaksanakan pembangunan pertanian di desa Warembungan.Penelitian ini bertujuan untuk mengidentifikasi mengapa Hukum Tua tidak melaksanakan fungsi kepemimpinannya dalam melaksanakan pembangunan pertanian. Penelitian ini menggunakan metode kualitatif, dengan informan parapemangku kepentingan di desa. Teknik pengambilan data dengan observasi, wawancara, dan kelompok diskusi terfokus.Dari hasil penelitian disimpulkan, Hukum Tua tidak memiliki kemampuan menciptakan visi pembangunan pertanian, mengembangkan budaya desa pertanian, menciptakan sinergitas membangun pertanian, menciptakan perubahan pembangunan pertanian, memotivasi masyarakat petani, dan memberdayakan masyarakat petani.

HR development is part of the company's internal management. As a part that has a big influence on the company, this certainly cannot be taken lightly. This study aims to explain the effect of education on the performance of the managers / employees of KJKS BMT Bina Ummat Sejahtera, the effect of training on the performance of KJKS BMT Bina Ummat Sejahtera managers / employees and the effect of education and training together on the performance of KJKS BMT Bina Ummat Sejahtera managers / employees. Quantitative descriptive research methods are applied to explain this relationship. From the hypothesis test using the F test, it is known that simultaneously the Education (X1), Training (X2) variables have a significant effect on Job Performance (Y). The coefficient of determination (R2) is 0.784, which means the variable education (X1), training (X2) can explain the variable effect of work performance (Y) of 78.4% while the remaining 21.6% is explained by other variables not included in this research model, for example (factors age, health, etc.). It is hoped that KJKS BMT Bina Ummat Sejahtera KCU Grobogan will be able to develop education and training on an ongoing basis in order to improve the quality of human resources so that their abilities will increase in order to increase work productivity along with target achievement and work performance.

Liberal democracy has been chosen as a model and political mechanism after Soeharto era. One of its triumphs is local election that becomes a political instrument of democratisation at regional level. Many scholars believe that local democratisation in Indonesia enables local people to involve more actively in the political process. This political exercise in some cases, however, results in a paradoxical impact on Indonesian political realm today, as some practices of political dynasty frequently emerge. Using participatory point of view, this article aims to discuss why such political dynasty can possibly emerge within an electoral system, what factors cause it and how its consequences on the practice of local democracy in Indonesia in the future. Through the literature studies, we argue that although the liberal democratisation in Indonesia is successful in making local politics institutionally more democratic, it still suffers a lot of deficiencies and limitations especially in terms of accommodating people’s participation at local level.

Pergeseran paradigma pemerintahan mengubah pula peran yang diemban oleh pemerintah dari penyedia dan pelaksana program ke peran fasilitator dan regulator. Oleh karena itu pemerintah dituntut untuk mampu menjalankan pemerintahan yang efektif yang salah satu indikatornya adalah adanya kebijakan publik yang inovatif. Dalam tulisan ini mencoba menjelaskan mengenai peran kebijakan publik di era otonomi daerah.

Politics dynamics in regional legislative election system is found the problem there are conditions that are not in harmony between the format election system and the format regional government system. This problem can lead to low political representation of local communities by their legislators. This research contributes to gaining knowledge about the dynamics of regional politics and the ideal electoral system and harmony with local government systems that can be used in the future; with a high level of political representation, and to find out what factors are related to the regional legislative election system. This research uses ethnographic methods through in-depth interviews, direct participant observation, and documentation Data of 5 informants at the home of regional representatives, 5 political parties (in 2 different districts). His findings are that the electoral system still uses a semi-district model that is already out of proportion to the regional government system. Therefore this research is very important to change the improvement of the system which is also supported by a quality, integrity, professional, honest and fair election system; so that it will give birth to regional legislators who have a high level of political representation to their constituents; and at the same time can be effective in the administration of regional government.
