Abstract

Family Planning Program (KB) is an action that can help individuals as well as husband and wife couples to avoid unwanted pregnancies or births. The target of this Family Planning Program is couples of childbearing age in order to control fertility rates. It is hoped that the implementation of this family planning program is not only carried out by women but also by men, so that there is no gender inequality in the implementation of the program. The purpose of this study was to analyze the implementation and inhibiting factors of the male family planning program policy. This research use desciptive qualitative approach. Data collection techniques through interviews, observation, and documentation. Based on the results of the study, the implementation of the Male family planning program in Petompon village has not gone well because there is no program socialization to the community, there is no increase in users of male family planning acceptors in the Petompon area. The driving factor for the implementation of the male family planning program in the Petompon village is the transportation money given to the community. Inhibiting factors in the implementation of male family planning programs in Petompon sub-district have low resources, culture that influences people's mindsets, economic level that affects the choice of contraception and the attitude of community rejection, especially husbands regarding male family planning programs because people think family planning is a woman's

Abstract

The development of tourist villages has become one of the Government's commitments since 2017 to be able to develop their village potential. As with Cempaka Tourism Village, which became the first village in Tegal Regency to be designated as a Tourism Village based on the Decree of the Head of the Tegal Regency Youth and Sports Tourism Office number 556/18/0988/2017. Over time, a tourist attraction requires a development program. As for this study, the development of tourist villages is based on Central Java Provincial Regulation No. 2 of 2019 on concerning Empowerment of Tourism Villages in Central Java Province. The development of the tourist village contains four indicators, namely the development of tourism village infrastructure, tourism village marketing, institutional strengthening, and actors partnership. Through a qualitative descriptive approach, this study aims to analyze the role of each stakeholders in the development of the Cempaka Tourism Village which is incorporated in the pentahelix framework, namely the elements of Academics, Business, Community, Media, and Government. The results of the study show that each stakeholders is able to show his role in accordance with his responsibilities. However, some stakeholders are considered less than optimal in carrying out their roles. This later became one of the obstacles in achieving the Cempaka Tourism Village development program. In addition, the obstacles found in the field are the lack of understanding of existing regulations, limited budget, lack of quality of human resources, and lack of coordination and collaboration between stakeholders. This research produces recommendations so that the synergy and role of each stakeholders can run optimally by strengthening coordination, refocusing village funds in part to fulfill tourism needs, implementing training programs to improve the quality of human resources which are carried out intensely and continuously, and making official MoUs that bind between stakeholders.

Abstract

Semarang City has BCG immunization target of 95%. The Srondol Health Center had the lowest BCG immunization achievement in Semarang City in 2021, which is 80.37%. This achievement is below the target set by the Semarang City Health Office. Ministry of Health Regulation No. 12 of 2017 concerning the Implementation of Immunization. This study aims to analyze the implementation of the BCG immunization program at the Srondol Health Center and to investigate the determining factors in its implementation. The research method used is descriptive qualitative and the data collection techniques using interviews, observations, and documentations. The implementation of the BCG immunization program at Srondol Health Center looks at the program implementation process and pays attention to the existence of committed resources which is BCG immunization facilities and infrastructure. The program implementation process includes funding, planning, vaccine distribution, logistics storage and maintenance, delivery or socialization of the BCG immunization program, and the implementation of immunization services. In the committed resources, researcher looks at the availability of infrastructure in the management of logistics and storage of vaccines as well as in the immunization activity. In the process of implementing the program, there were deficiencies in the socialization and implementation of immunization services. In committed resources, the availability of facilities and infrastructure is sufficient and in good condition. To investigate the determining factors of program implementation are using Edwards III theory with variables of communication, resources, disposition, and bureaucratic structure. Communication, disposition, and bureaucratic structure are the driving factors while resources is the inhibiting factor. The advice given is to hold socialization routinely in the working region of the health center and to add more officers to the position of coordinator of the immunization program.

Abstract

Penanganan stunting di Kabupaten Lombok Timur merupakan amanat dari Peraturan Bupati Nomor 48 Tahun 2019 tentang Perubahan atas Peraturan Bupati Nomor 31 Tahun 2017 tentang Penurunan Stunting. Jumlah balita stunting yang cukup tinggi membuahkan lokus desa stunting yang ditetapkan berdasarkan jumlah balita stunting. Desa Lenek Duren menjadi salah satu desa lokus sebagai prioritas penanganan stunting di Kabupaten Lombok Timur. Implementasi kebijakan penanganan stunting telah dilakukan melalui berbagai upaya namun angka stunting masih cukup tinggi. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan penanganan stunting dan faktor penghambat dalam implementasi kebijakan tersebut. Jenis penelitian ini adalah deskriptif kualitatif dengan sumber data diperoleh melalui sumber primer dan sumber sekunder. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi terkait permasalahan stunting di Kab. Lombok Timur. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan penanganan stunting di Kabupaten Lombok Timur dengan lokus desa Lenek Duren telah berjalan dengan baik dalam pelaksanaan program dan pendanaannya. Faktor-faktor yang menghambat implementasi kebijakan ini yaitu kapasitas SDM dan kualitas kader, komunikasi, disposisi, kapasitas kebijakan dalam membangun proses implementasi serta terdapat variabel lingkungannya. Peneliti menyarankan untuk meningkatkan kuantitas dan kualitas SDM, membangun komunikasi, dan membangun infrastruktur yang memadai bagi masyarakat.

Abstract

The existence of slum area in DKI Jakarta cannot be avoided from the urbanization that occurs. The increase in population has resulted in the need for land for housing to increase, as a result, many people have set up settlements on lands that they feel can be used as houses even though they do not have enough land. Most houses that stand in slums do not pay attention to the quality of the building, in the sense that they do not pay attention to lighting, area of residential roads, ventilation, etc. Therefore, to organize settlements in DKI Jakarta, Keputusan Gubernur Nomor 878 Tahun 2018 and Peraturan Gubernur Nomor 90 Tahun 2018 were issued to organize settlements while improving the quality of the community.This study aims to analyze the implementation of improving the quality of settlements and communities and analyze the driving and inhibiting factors in its implementation in Kampung Akuarium, North Jakarta. The research method used in this research is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. In this study, researchers analyzed the implementation of improving the quality of settlements through the stages of implementation, namely the community action plan, the development of physical, social, and economic aspects, and the monitoring and evaluation stage. In this study, it was found that the stages of the community action plan had been carried out in accordance with the directions given, although there were obstacles in collaborating with the community, meanwhile until now the construction of the Kampung Susun Aquarium was still being carried out. The development of the physical aspect has been carried out according to the directions but in improving the quality of the community in the socio-cultural and economic aspects it has not been fully implemented. Abstract

Health problems are one of the things that cannot be avoided from the life of the people of Wonogiri Regency. The geographical area that is outskirt of the provincial center and the low population makes Wonogiri's health quality score still low. Infant mortality rate, under-five mortality rate, and maternal mortality rate in Wonogiri Regency is ranked 20th out of 35 regencies/cities in Central Java Province. Efforts to improve the health quality of the Wonogiri people continue to be carried out by the Wonogiri Regency Government through the Panca Program of the Wonogiri Regent, one of which includes 'Sehat Rakyate' to pass Regent Regulation Number 9 of 2021 concerning the Formation of a Public Safety Center 119. The formation of this regulation is expected to be able to realize an Emergency Response System Integrated in Wonogiri Regency and increasing the number of Wonogiri public health quality. This study aims to analyze the process of implementing Public Safety Center 119 and analyze the driving and inhibiting factors in its implementation in Wonogiri Regency. The research method used in this research is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. . In this study it was found that the formation of the Public Safety Center 119 was appropriate with the problems faced by the Government of Wonogiri Regency. The implementation of the Public Safety Center 119 has also been going well although there are still problems regarding the implementation system. Positive acceptance from the people of Wonogiri towards the formation of the Public Safety Center 119 policy. Abstract

Permukiman kumuh adalah permukiman yang tidak layak dikarenakan ketidakteraturan bangunan, tingkat kepadatan bangunan yang tinggi, dan kualitas bangunan serta sarana dan prasarana yang tidak layak atau memenuhi syarat. Proses collaborative governance merupakan penanganan permasalahan yang berkaitan dengan permukiman kumuh. Penelitian ini bertujuan untuk menganalisis bagaimana proses collaborative governance dalam penanganan permukiman kumuh di Kelurahan Banjardowo, Kecamatan Genuk, Kota Semarang. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan melalui studi dokumen, wawancara dan observasi. Teknik penentuan informan menggunakan teknik snowball. Hasil penelitian ini menunjukkan proses collaborative governance dalam penanganan permukiman kumuh di Kelurahan Banjardowo, Kecamatan Genuk, Kota Semarang yang dianalisis dari aspek face to face dialogue (dialog tatap muka), trust buildings (membangun kepercayaan),dan commitment to process (komitmen untuk berproses) belum optimal, serta aspek shared understanding (berbagi pemahaman) dan intermediate outcomes (hasil sementara) sudah berjalan baik. Abstract

The Covid-19 pandemic began to enter Indonesia on March 2020 and had an impact on the global economy, especially the MSME sector. Micro entrepreneurs experience decreased turnover, lack of capital, and lack of online sales knowledge. The Office of Cooperatives and Micro Enterprises in the City of Semarang as the agency responsible for the welfare of MSMEs in the City of Semarang carries out its role in overcoming MSME problems in the Covid-19 pandemic era. The purpose of this research is to analyze the role of the Cooperatives and Micro Enterprises Office of Semarang City through MSME driving programs in economic recovery during the Covid-19 pandemic era and to find out the driving and inhibiting factors of MSME driving programs in economic recovery in the Covid pandemic era -19 based on Ryass Rasyid's role model of the primary government function. The research method used is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. The results of the study show that the role of the Office of Cooperatives and Micro Enterprises in the City of Semarang through MSME driving programs is going well through the four governmental roles, namely the service function, the regulatory function, the development function, and the empowerment function. In the implementation of MSME driving programs there are driving factors, namely community participation and environmental conditions, as well as inhibiting factors, namely program characteristics. Suggestions from researchers are employees of the Semarang City Cooperatives and Micro Enterprises Office to optimize assistance to micro entrepreneurs during training and program sustainability. Coordination and collaboration with the Kopimi Outlet Community can help restore the economy of the Covid-19 pandemic.

Abstract

Labor problems in Sukabumi City include a very large number of workforce, relatively low quality workforce and job opportunities that are not comparable to job seekers. The labor force participation rate from 2019 to 2021 has not reached the target, namely the 2021 target of 67% but in reality it only reached 56.86%. Medium or micro creative industries have the potential to apply labor because employment in the creative industry/economic sector can be increased. This effort was carried out by establishing the Sukabumi Creative Hub Program. This study aims to analyze the implementation of creative economic development policies through the Sukabumi Creative Hub Program and to analyze the inhibiting factors as well as the driving factors in its implementation. The research method used is descriptive qualitative with data collection techniques by interviews, observation, and documentation. The implementation of the Sukabumi Creative Hub program is seen from the Extent Change of Envision, namely the target to be achieved, the Type of Benefits, namely the positive impact produced and the Resources Committed or resources. Meanwhile, in looking at the inhibiting and driving factors, using previous research from Alvin Rizalsan and Vishnu Juwono which consists of clarity of vision and mission, planning, clear division of tasks, standardization and supervision. The implementation of the Sukabumi Creative Hub Program has been going well although there are still obstacles. In the implementation of the Sukabumi Creative Hub program, there is a driving factor, namely the budget that is prioritized and freed to seek independent budgets. While the inhibiting factors are the inadequate facilities and infrastructure as well as their maintenance, the policies of the central government and local governments are not yet connected or there is no local regulation or regulation that regulates creative economy development in Sukabumi City, and there is no honorarium or incentives for the Sukabumi Creative Hub committee.

Abstract

The application of E-Government through the sipenduduk.pekanbaru.go.id website is based on providing easy access to services for the community in managing administrative and population documents. The problem of this study is the network (server down) and there are still many people who do not know the mechanism for using sipenduduk.pekanbaru.go.id website. The purpose of the study is to analyze the optimization process and the obstacles that occur in the application of the sipenduduk.pekanbaru.go.id website. Efforts to answer problems and research objectives use the theory of successful elements of E-Government development using descriptive research methods and qualitative approaches. The data obtained in this study through observation, documentation, and interviews.The results of this study show that the Optimization of the Role of E-Government in Improving the Quality of Public Services (Study on Website sipenduduk.pekanbaru.go.id) conducted by the Pekanbaru City Population and Civil Registration Service has made optimization efforts on the sipenduduk.pekanbaru.go.id website well. This is seen from 3 indicators, namely: Support, Capacity, and Value. Optimization efforts in the use of this website have not been fully efficient due to several obstacles that occur, namely, limited infrastructure and culture that come from the lack of literacy and enthusiasm of the community. It is recommended that the Pekanbaru City Population and Civil Registration Service can prepare a private server or use a 3rd party server so that there are no limited server quotas, conduct socialization involving the lowest level officials, and it is hoped that there will be full participation and literacy from the community in utilizing the website.
