Abstract

Indonesia merupakan negara berkembang yang memiliki permasalahan dalam mengurangi jumlah kemiskinan. Jumlah penduduk yang terus meningkat tentunya akan mempersulit usaha pemerintah dalam peningkatan dan pemerataan kesejahteraan rakyat. Dalam upaya menurunkan angka pertumbuhan penduduk, BKKBN menerbitkan sebuah program berupa program Pembangunan Keluarga Kependudukan dan Keluarga Berencana (Bangga Kencana). Tujuan dari penelitian ini adalah mengkaji implementasi kebijakan program Bangga Kencana dan menganalisis faktor – faktor yang memengaruhi implementasi kebijakan program Bangga Kencana di Kecamatan Genuk. Penelitian ini merupakan penelitian kualitatif. Data dikumpulkan melalui wawancara mendalam dan observasi, dan analisis data menggunakan teknik deskriptif kualitatif. Hasil penelitian ini menunjukkan kurangnya Sumber Daya Manusia dan Finansial yang menghambat keberlangsungan program Bangga Kencana di Kecamatan Genuk Kota Semarang. Dapat disimpulkan bahwa tujuan program Bangga Kencana di Kecamatan Genuk yaitu menurunkan angka pernikahan usia dini, menurunkan 4 Terlalu, Menurunkan Angka Kelahiran, Menurunkan Angka Kematian Ibu dan Anak, dan Menurunkan Unmeetneed. Faktor Pendorong dan Penghambat Program Bangga Kencana di Kecamatan Genuk Kota Semarang adalah komunikasi, sumber daya, disposisi, dan struktur birokrasi. BKKBN disarankan dapat lebih meningkatkan Sumber Daya Manusia dan Finansial yang dikelola oleh Dinas Pengendalian Penduduk dan KB Kota Semarang agar tidak menghambat kinerja PLKB, PPKBD, dan kader TPK sehingga program ini dapat terlaksana dengan baik.

Abstract

Jamus Tea Garden Agrotourism is one of the tourist destinations that rely on beautiful natural panoramas located in Ngawi Regency, East Java. In addition, it is also part of the tourist attraction of the Girikerto Tourism Village. However, the management and development of Jamus Tea Garden Agrotourism until now still cannot be said to be optimal. The problem faced is the lack of maintenance of infrastructure and facilities and the absence of efforts to develop the attraction owned. This results in a decrease in the number of tourist visits almost every year. This study aims to analyze the internal and external environmental conditions of Jamus Tea Garden Agrotourism and formulate an ecotourism-based tourism development strategy at Jamus Tea Garden Agrotourism. This research uses the theory of strategic planning by John. M. Bryson descriptive qualitative research method with SWOT analysis technique and tested using Litmus Test to be able to formulate the right strategy. The results of this study indicate that Jamus Tea Garden Agritourism in management and tourism development efforts have not run optimally so that the right strategy is needed to overcome these problems. The results of the SWOT analysis found 10 strategic issues and then conducted a litmus test obtained 7 issues that are strategic, with 3 issues that have the highest score, namely Utilizing beautiful plantation areas for ecotourism development efforts, Utilizing the attractiveness of tea plantations as educational tours by creating tour packages for the Girikerto Tourism Village and Collaborating with investors to be able to increase the funding budget for tourism development.

Abstract

Aplikasi Si D’nOK merupakan layanan online kependudukan yang diciptakan oleh Disdukcapil Kota Semarang guna memenuhi kebutuhan administrasi kependudukan pada masa pandemi COVID-19. Terdapat beberapa permasalahan antara lain pelayanan Si D’nOK yang tidak tepat waktu karena melebihi standar operasional prosedur, fitur layanan pengaduan kurang lengkap, sistem aplikasi Si D’nOK yang sering error. Tujuan penelitian ini untuk menganalisis penerapan E-Government dalam pelayanan publik melalui aplikasi Si D’nOK dan menganalisis faktor-faktor penghambat dalam penerapan aplikasi. Metode yang digunakan pada penelitia ini yaitu kualitatif deskriptif. Hasil yang diperoleh dari penelitian menunjukkan bahwa penerapan aplikasi Si D’nOK di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang sudah memenuhi aspek kemudahan penggunaan dan kepercayaan namun belum memenuhi ketepatan waktu pelayanan, keakuratan layanan, kelengkapan layanan, informasi yang tidak konsisten, dan layanan pengaduan yang diberikan tidak real-time. Aplikasi Si D’nOK juga terhambat oleh masyarakat yang belum sepenuhnya tertarik menggunakan layanan online, adanya perubahan kebijakan pengelolaan database, pemimpin yang kurang melakukan monitoring kinerja karyawan, sistem browser yang tidak merata, dan anggaran yang kurang memadai dalam menjalankan program pojok online sehingga dapat dikatakan bahwa Penerapan E-Government dalam Pelayanan Publik Melalui Aplikasi Si D’nOK belum berjalan secara andal, akuntabel, dan terpercaya.

Abstract

Stunting is a form of growth faltering due to the accumulation of long-lasting nutritional inadequacies. Kedung sub-district has the highest stunting rate in Jepara district. This study aims to analyze the implementation of the stunting prevention program and what factors hinder the implementation of the stunting prevention program at Puskesmas Kedung I, Jepara Regency. This research uses a qualitative approach with primary data collection techniques, observation, and interviews. Secondary data collection techniques, namely data published or used by organizations that are not processing them. The results of the research Implementation of stunting prevention has been carried out in accordance with output indicators with the criteria of access, coverage, service delivery, accountability, and program suitability to needs. The implementation of the stunting prevention program at Puskesmas Kedung I has been carried out quite well, there are inhibiting factors in the criteria of access, coverage, service delivery, and program suitability to needs. The obstacles in the implementation of the stunting prevention program are the lack of awareness of the target group of the importance of preventing stunting, difficulty in monitoring the target group, a limited budget although it can still be overcome by collaboration between villages with the same target, namely stunting prevention, and the division of time in implementing the prevention program.

Abstract

Developmnent is not only in the infrastructure sector, but also in various fields including tourism. One of the tourism destinations in Semarang City is the Jatirejo Tourism Village. In the beginning, the management of this tourist village was quite good, but as the years goes by, ii is safe to say that the management weren't as optimal as it should be. This is caused by weak coordination between tourism stakeholders for synchronization and harmonization. This research aims to identify stakeholders in policy implementation, identify stakeholders in tourism deelopment, analyze the role af stakeholders, and analyze supporting and inhibiting factors in tourism development in Jatirejo Tourism Village. This research conducted by qualitative descriptive method by collecting data through observation, interviews and documentation. The result of the research shows that the stakeholders in implementing the Pentahelix-shaped policy consist of academics, by Kedaireka Team; from the private sector, represented by BNI: from the community, involving Pokdarwis Jatirejo, Karang Taruna Jatirejo, PKK Jatirejo, KTT "Sido Makmur", KWT Jatirejo Village, and UMKM Ala Siranda: from the government, inchuding Mayor of Semarang, Disbudpar, Jatirejo Subdistrict, Bapeda, Dispertan, DinkopUM, Dishanpan, Dinkes, and Disperkim; also from the mass media, represented by Radar Semarang. The identification of stakeholders based on influence and interests is divided into primary, secondary and tertiary stakeholders, whereas for quarterly there were no such stakeholders. In addition, the role of stakeholders consists of policy creator, coordinator., facilitator, implementor and accelerator. Also in tourism development, there are Supporting and inhibiting factors originating from indicators of values, communication, trust and policy. Stakeholders are expected to improve relations of harmony and synchronism, stakeholders can carry out their respective duties and functions optimally. It is expected that community awareness and concern for the tourist village increasing gradualy also restructurisation and veorganization of Jatirejo Pokdarwis' Management.
