Mount Kelud Tourism Area is one of the tourism potentials in Kediri Regency, with special potential in the form of a natural tourism area with views of an active volcano which has a unique form of a mountain crater. However, until now the development of the Mount Kelud Tourism Area has not run optimally. Not a few visitors or local people who participate in tourism activities complain, especially about the lack of various infrastructure facilities in tourist areas. This is of course very much related to the development side itself which also has various obstacles. This study aims to analyze the current conditions in the Gunung Kelud Tourism Area and formulate a development strategy based on an analysis of the internal and external environment. This study uses the theory of strategic planning put forward by John. M. Bryson, using descriptive qualitative research methods with SWOT analysis techniques and Litmus Tests to formulate the right strategy. The results of this study indicate that the development that has been carried out by the Tourism and Culture Office of Kediri Regency has been endeavored to run as it should, but there are still many things that need to be improved. Then, the results of the SWOT analysis found 11 development strategic issues, which after the litmus test obtained 8 issues with a strategic nature, 3 of which had the highest score that could be applied in development. Suggestions from research are the need to increase cooperation with various parties starting from the utilization of land availability; development of infrastructure facilities; management and maintenance of tourist attractions; expand the promotion network; community participation through the formation of Pokdarwis; making tour packages; economic improvement by utilizing the availability of places that are not yet operational; and disaster mitigation is also needed as a preventive measure.

The Covid-19 pandemic began to enter Indonesia on March 2020 and had an impact on the global economy, especially the MSME sector. Micro entrepreneurs experience decreased turnover, lack of capital, and lack of online sales knowledge. The Office of Cooperatives and Micro Enterprises in the City of Semarang as the agency responsible for the welfare of MSMEs in the City of Semarang carries out its role in overcoming MSME problems in the Covid-19 pandemic era. The purpose of this research is to analyze the role of the Cooperatives and Micro Enterprises Office of Semarang City through MSME driving programs in economic recovery during the Covid-19 pandemic era and to find out the driving and inhibiting factors of MSME driving programs in economic recovery in the Covid pandemic era -19 based on Ryass Rasyid's role model of the primary government function. The research method used is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. The results of the study show that the role of the Office of Cooperatives and Micro Enterprises in the City of Semarang through MSME driving programs is going well through the four governmental roles, namely the service function, the regulatory function, the development function, and the empowerment function. In the implementation of MSME driving programs there are driving factors, namely community participation and environmental conditions, as well as inhibiting factors, namely program characteristics. Suggestions from researchers are employees of the Semarang City Cooperatives and Micro Enterprises Office to optimize assistance to micro entrepreneurs during training and program sustainability. Coordination and collaboration with the Kopimi Outlet Community can help restore the economy of the Covid-19 pandemic.

As a form of response to the need for complaint management in the City of Semarang through Semarang Mayor Regulation Number 34 of 2017, a community complaint unit was formed which became known as the "Community Complaint Management Center (P3M)".The purpose of this research is to analyze the P3M system in Semarang City and its supporting and inhibiting factors. This research uses a qualitative descriptive research type.This research in conducting an analysis using the theory of management information systems by looking at management aspects (input, process, output, and feedback). The informant determination technique used in this study was snowball sampling with data collection methods through interviews, observation, and documentation.The results of this study indicate that the public complaint management system at P3M Semarang City is in accordance with the complaint management system both based on P3M regulations and the literature regarding complaint management. The public complaint management system at P3M Semarang City is seen through management aspects consisting of input, process, output, and feedback which have handled various complaints from the public even though there are still some problems in each of these aspects. The public complaints management system at P3M Semarang City has supporting factors including infrastructure and socialization and inhibiting factors including publications and potential human resources. To overcome these problems, it is necessary to have periodic monitoring and evaluation from the government to assist the implementation of public complaint management at P3M Semarang City so that problems and needs can be accommodated in accordance with the provisions of Semarang mayor regulation number 34 of 2017.

The problem of illegal parking in the Simpang Lima area is a serious problem faced by the City Government of Semarang. Simpang Lima is the heart of Semarang City and is the meeting point of five roads that unite. The problem that is often encountered is the large number of vehicle users who do not park their vehicles in the places provided by the government, as well as the many complaints regarding the collection of parking fees that are not in accordance with Mayor Regulation Number 9 of 2018 regarding public roadside parking fees. The purpose of this study is to analyze the internal and external environment of the Semarang City Transportation Service in controlling illegal public roadside parking in the Simpang Lima area, identify strategic issues, and formulate strategies to manage these issues. The research method used in this study is descriptive qualitative using primary data sources obtained through interviews and field observations as well as secondary data. In this study, researchers used SWOT analysis and Litmus tests as instruments to formulate the strategy needed to control illegal parking on public roads in the Simpang Lima area. The results of the study show that controlling illegal parking on the side of public roads in the Simpang Lima area cannot be said to be optimal, so a strategy is needed to reduce illegal parking and illegal parking attendants. The recommended and most strategic strategy is to implement electronic parking at several parking points in the Simpang Lima area. The aim of this strategy is to minimize illegal levies and increase local revenue both from parking taxes and parking fees.

Population Administration service and E-Government are important issues in Bekasi City. From the results of inspections in 2019, the Mayor of Bekasi City found that there was a very poor quality of service at the Bekasi City Population and Civil Registration Office (DISDUKAPIL). In following up on the Mayor's direction, DISDUKCAPIL Bekasi City created the E-Open application (Online Electronic Population Services). This study aims to determine the E-Open application process as a form of E-Government in the innovation of population administration services at DISDUKCAPIL of Bekasi City based on the theory of E-Government according to the results of a Harvard JFK School of Government study, namely support, capacity and value and identify supporting and inhibiting factors. The research method used in this study is descriptive qualitative using primary data sources obtained through in-depth interviews and observations in the field as well as secondary data. The results showed that the implementation of the E-Open application as a form of E-Government in the innovation of population administration services is still not optimal because there are obstacles in terms of human resources, namely the absence of experts (programmers) which has an impact on hampering the development and improvement of E-Open applications which are still often errors and cannot be accessed so that the public cannot take care of administrative files. The supporting factors in the E-Open application process as a form of E-Government are leadership, stakeholders and financial resources. While the inhibiting factors are human resources and technology & information.

Pemerintah Indonesia hingga saat ini telah banyak melakukan inovasi pelayanan publik, mengingat kondisi lingkungan yang selalu berkembang karena sifatnya yang dinamis, salah satu inovasinya ialah pengadaan sarana pengaduan masyarakat secara online melalui LAPOR atau Layanan Aspirasi dan Pengaduan Online Rakyat. Salah satu pemerintah daerah yang terhubung dalam LAPOR ialah Pemerintah Kota Semarang yang saat ini diberi nama Sapa Mbak Ita. Data terkait penghargaan yang telah diraih Sapa Mbak Ita membuat peneliti tertarik untuk meneliti lebih lanjut dari aspek kerja sama antar stakeholders terkait dalam penyelesaian aduan dan aspirasi yang masuk sehingga dapat menghasilkan pengelolaan aduan dengan ketuntasan tindak lanjutnya. Tujuan penelitian yaitu untuk menganalisis proses penerapan collaborative governance dan faktor penghambat dalam proses collaborative governance antar stakeholders dalam penyelesaian dan penanganan aduan. Peneliti menggunakan teori model collaborative governance Ansell dan Gash dan Government of Canada. Penelitian ini menggunakan pendekatan kualitatif deksriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan proses collaborative governance dalam layanan aspirasi dan penanganan aduan kanal Sapa Mbak Ita di Kota Semarang dilihat dari face to face dialogue, trust building, commitment to the process, shared understanding, dan intermediate outcomes sudah berjalan dengan baik. Faktor penghambat yang mempengaruhi proses kolaborasi, yaitu faktor budaya, faktor institusi, dan faktor politik.

In the current era of globalization, there is a current of globalization which gives changes to the development of information, communication and technology that have an impact on aspects of life. Advances in technology can improve quality public services based on technology and information and communication. The Indonesian National Police is one of the organizations that applies technology to improve its services with Electronic Traffic Law Enforcement (ETLE) or electronic ticketing services in the Traffic Directorate. This study aims to find out how the implementation of Electronic Traffic Law Enforcement in Semarang City and see what are the inhibiting factors and supporting factors in the implementation of Electronic Traffic Law Enforcement. Data collection used observation techniques and interviews with the Semarang City Police Traffic Unit Head, Members of the Semarang City Police Traffic Unit, and the public who are the targets of the Electronic Traffic Law Enforcement program. This study uses data reduction analysis, data presentation, and conclusions. The results of this study show that there are still deficiencies in the implementation of the Electronic Traffic Law Enforcement program in the city of Semarang, such as the lack of direct socialization with the community and the frequent occurrence of errors in ETLE's back office systems. Suggestions from the author are that the Semarang City Police Traffic Unit can socialize with motorized vehicle users when making a driving license (SIM). And making billboards on the streets full of drivers in the city of Semarang for the ETLE program and also the SOP regarding this ETLE. As well as the need for an additional number of ETLE cameras.

Pangan merupakan komoditas strategis yang harus selalu dijaga ketersediaan dan keterjangkauannya. Pemerintah dalam menjaga ketersediaan pangan mengandalkan pada produksi dalam negeri dan impor pangan. Impor pangan dinilai tidak strategis serta produksi dalam negeri terancam akibat meningkatnya alih fungsi lahan pertanian dari tahun ke tahun. Untuk mengatasi masifnya konversi lahan pertanian, pemerintah mengeluarkan kebijakan Perlindungan Lahan Pertanian Berkelanjutan melalui Undang – Undang Nomor 41 Tahun 2009. Studi ini bertujuan untuk mengevaluasi kebijakan perlindungan lahan pertanian pangan berkelanjutan dalam mendukung ketahanan pangan di Kecamatan Nalumsari Kabupaten Jepara melalui implementasi LP2B dalam Peraturan Daerah Kabupaten Jepara Nomor 9 Tahun 2011 tentang Rencana Tata Ruang Wilayah (RTRW) Kabupaten Jepara Tahun 2011 – 2031. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan metode evaluasi single before-after. Hasil menunjukkan bahwa: (1) lahan pertanian di Kecamatan Nalumsari mengalami penurunan sebanyak 31,557 hektar menjadi 2.206,25 hektar pada tahun 2022 dari awal implementasi RTRW, namun masih sesuai dan lebih luas daripada sebelum kebijakan (2) pengembangan produksi menunjukkan arahan peningkatan pola tanam padi-padi-padi, namun dukungan belum menyeluruh (3) kegiatan usaha tani masih belum optimal dibuktikan dengan nilai tawar petani yang masih rendah

Skripsi ini bertujuan untuk mengkaji pelaksanaan program Karang Taruna dalam pendampingan generasi muda di Desa Tembalang Kecamatan Tembalang Kota Semarang. Studi ini juga bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan program. Teori implementasi kebijakan Ripley dan Franklin digunakan dalam penelitian ini, yang menegaskan bahwa implementasi kebijakan yang berhasil bertumpu pada tiga faktor utama: kepatuhan terhadap kebijakan, pelaksanaan prosedur yang tepat, dan kinerja serta dampak dari tujuan yang diinginkan. Metode penelitian kualitatif diterapkan dalam penelitian ini. Data dikumpulkan melalui wawancara mendalam dan observasi, dan analisis data menggunakan teknik deskriptif kualitatif. Perspektif teoritis temuan dari lapangan meliputi. Tingkat kepatuhan pelaksanaan program berada pada standar yang mengesankan. Meski ada beberapa kendala teknis yang menghambat proses, pelaksanaan program berjalan lancar. Dilihat dari kinerja dan dampak program yang diinginkan, kinerja telah menunjukkan peningkatan yang signifikan, namun belum dapat disimpulkan apakah dampak dari pelaksanaan program sudah optimal. Pada akhirnya program Karang Taruna di Kelurahan Tembalang, Kecamatan Tembalang, Kota Semarang dapat dikatakan berhasil meskipun banyak kendala teknis yang menghambat pelaksanaan secara optima

Perkembangan teknologi mendorong adopsi teknologi dalam segala aspek, tak terkecuali sektor pemerintahan, sejak 2003 e – government telah diterapkan guna peninngkatan kualitas tata kelola pemerintahan mulai dari tingkat pusat hingga ke daerah. Lokus dalam penelitian ini berada di Dinas Kominfostantik Kabupaten Bekasi. Penelitian ini bertujuan untuk menganalisis implementasi e – Government di Diskominfostantik Kabupaten Bekasi serta faktor pendukung dan penghambat. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan wawancara sebagai instrumen. Responden merupakan pegawai yang bekerja di kantor Dinas Kominfostantik Kabupaten Bekasi. sebanyak 3 orang khususnya yang terkait dengan implementasi sistem e – Government. Hasil penelitian menunjukkan implementasi e - government telah berjalan dengan baik ditandai dengan adanya kerangka jangka panjang, kesiapan infrastruktur, serta manfaat secara internal dan eksternal namun masih terhambat dengan struktur birokrasi yang kurang spesifik serta SDM yang masih kurang. Peneliti memberi rekomendasi untuk Dinas Kominfostantik untuk mengalokasi modalnya untuk mengambangkan SDM untuk mendung implementasi e – government.
