Abstract

The practice of corruption always exist in public goods and service procurement in Indonesia. The Government efforts in reducing this case are doing new breakthrough like creating new system of service and goods procurement in an electronic way, usually called E-Procurement. After being instructed by Presidential Regulation number 54, year of 2010, the Local Government must use the E-Procurement System in the process of goods and service procurement, including Kepulauan Riau Province. This Research aims to analyzed the implementation of e-procurement system that had been adopted by Kepulauan Riau Province at year 2008. This research is not just for viewing the implementation of e-procurement system technically, but also to see how the influence of political process to the implementation of e-procurement. The Methodology used in this research is mix-method. This research are conducted in LPSE Kepulauan Riau Province, Procurement Service Unit (ULP) and also the vendors that supplies service and goods, that had been using the system. The results of this research are clearly stated that even the system of e-procurement of Kepulauan Riau Province are effective, and the political process is a factor which influencing the implementation of e-procurement.Keywords : E-Procurement, E-Procurement Implementation, Political Process, Principal Influence, Agent Influence.

Abstract

Saat ini desa-desa yang berada di wilayah pesisir khususnya Desa Sebong Lagoi yang sebagaian penduduknya berprofesi sebagai masyarakat nelayan memiliki kesempatan untuk berkembang dikarenakan didukung oleh kebijakan pemerintah dalam mengeluarkan dana desa, khususnya dibidang pemberdayaan masyarakat memiliki anggaran sebesar Rp 686.500.000 (RKPDesa Sebong Lagoi, 2019).Salah satu bentuk rencana kerja yang dibuat oleh Desa Sebong Lagoi ialah program bantuan nelayan. Ada dua jenis program bantuan nelayan yaitu nelayan tangkap dan nelayan budi daya. Namun, ada kendala dalam pelaksanaan program bantuan nelayan tersebut, seperti masalah dalam mengajukan proposal. Tujuan penelitian ini adalah untuk mengetahui program bantuan nelayan di Desa Sebong lagoi Kecamatan Teluk Sebong Kabupaten Bintan. Jenis penelitian ini adalah evaluatif dengan pendekatan kualitatif. Adapun populasi penelitian ini adalah menurut Kecamatan Teluk Sebong Dalam Angka 2019 seluruh masyarakat Desa Sebong Lagoi yang berjumlah 3.742 jiwa, yang sebagian masyarakat di Desa Sebong Lagoi berprofesi sebagai nelayan sebanyak 151 orang, dan Kantor Desa Sebong Lagoi berjumlah 13 orang. Teknik sampling yang digunakan yaitu Purposive sampling. Data yang digunakan dalam penelitian ini yaitu data primer dan data sekunder. Teknik pengumpulan datanya yaitu observasi, wawancara, dan dokumentasi. Teknik analisis datanya yaitu analisa data kualitatif. Hasil penelitian ini yaitu Program Bantuan Nelayan di Desa Sebong Lagoi Kecamatan Teluk Sebong Kabupaten Bintan, sudah berjalan namun belum maksimal dan mencapaian hasil yang diharapkan. Saran yang dapat diberikan yaitu seharusnya pemerintah desa membuat perdes atau alternative kebijakan terkait pengawasan terhadap bantuan tersebut, agar bantuan tersebut bisa dikelola dengan baik.

Abstract

Since 2021, SMP Negeri 2 Bintan has accepted students with special needs, although SMP Negeri 2 Bintan has not yet become a school with inclusive education. With inclusive education, it is hoped that it will become a strategy to equalize opportunities to obtain good educational services. The type of research used in this research is qualitative exploratory. Based on the research results, it can be seen that in order to provide good educational services at SMP Negeri 2 Bintan, there is still a lot that needs to be improved, starting from the acceptance of new students, the socio-economic conditions of parents of students with special needs, administrative requirements for inclusive teachers, facilities and infrastructure, program financing, competency of inclusive teachers, school exam results, social attitudes and evaluation finclusive education outcomes and those that have approached optimal educational services, namely the inclusive education curriculum, teachers' interest in teaching in inclusive classes, and the learning process ininclusive classes. Inconclusion, inefforts to accept students with special needs and payattention to inclusive education, there are still many aspects that need to be improved and improved.

Abstract

At the government level, upon the issuance of regional government regulations in Indonesia, innovation has been an obligation and an indication of regional competitiveness. Innovation is also an acceleration of governance including creating good governance arrangements, implementing bureaucratic reform agendas with dynamic governance values. Bintan Regency, as the most innovative regency in the category of borderline areas in Indonesia, received an Innovative Government Award (IGA) appreciation for the 2020-2021 period. This must ensure that the regional innovation agenda will continue to be sustainable. One of the important aspects in dynamic governance is the capability aspect in which government institutions must think ahead, think again and think beyond and that is included in every policy-making process, civil servants resources and performance implementation of the public sector bureaucracy in an attempt to bring together common consensus. This article aims to describe how the Bintan Regency government carries out adaptive policies through a dynamic governance capability approach in building ecosystems, government innovations in a sustainable manner. The findings of the present study discovered that the government's efforts to ensure future innovation through collaboration with universities as facilitators as well as evaluating the development of regional innovation in Bintan Regency for the regional innovation index.
