Abstract

The practice of corruption always exist in public goods and service procurement in Indonesia. The Government efforts in reducing this case are doing new breakthrough like creating new system of service and goods procurement in an electronic way, usually called E-Procurement. After being instructed by Presidential Regulation number 54, year of 2010, the Local Government must use the E-Procurement System in the process of goods and service procurement, including Kepulauan Riau Province. This Research aims to analyzed the implementation of e-procurement system that had been adopted by Kepulauan Riau Province at year 2008. This research is not just for viewing the implementation of e-procurement system technically, but also to see how the influence of political process to the implementation of e-procurement. The Methodology used in this research is mix-method. This research are conducted in LPSE Kepulauan Riau Province, Procurement Service Unit (ULP) and also the vendors that supplies service and goods, that had been using the system. The results of this research are clearly stated that even the system of e-procurement of Kepulauan Riau Province are effective, and the political process is a factor which influencing the implementation of e-procurement.Keywords : E-Procurement, E-Procurement Implementation, Political Process, Principal Influence, Agent Influence.

Abstract

Salah satu penopang dalam perekonomian Pemerintah Kota Bandung yaitu barang milik daerah melalui aset tanah daerah. Namun Sertifikasi sebagai bukti kepemilikan Barang Milik Daerah atau Aset Daerah menjadi masalah yang berlangsung hingga saat ini di Kota Bandung, Pemerintah Kota Bandung memiliki lahan sekitar 18,9 juta meter. Perjanuari 2020 Aset di Kota Bandung yang sudah di sertifikatkan masih 20%. Padahal Pemerintah Kota Bandung sudah mengeluarkan Peraturan Daerah Kota Bandung Nomor 12 Tahun 2018 tentang Pengelolaan Barang Milik Daerah. Tujuan penelitian ini adalah untuk menganalisis Bagaimana Implementasi Kebijakan Pengelolaan Aset pada Badan Pengelolaan Keuangan dan Aset Kota Bandung, Teori yang digunakan dalam penelitian ini mempergunakan teori Model Implementasi Kebijakan dari Merilee S. Grindle dalam Agustino (2017:143). Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini menunjukkan bahwa Implementasi Kebijakan Pengelolaan Barang Milik Daerah tentang Sertifikasi Aset pada Badan Pengelolaan Keuangan dan Aset Kota Bandung dilihat dari isi kebijakan dan konteks kebijakan belum berjalan dengan optimal terdapat faktor penghambat yaitu catatan atau dokumen yang dimiliki oleh pemerintah kota Bandung terkadang tidak sesuai dengan fisik atau fakta dilapangan. Hal ini dibuktikan pendaftaran sertifikat tanah jadi lambat dan dapat menimbulkan tidak tercapainya target yang telah ditetapkan.

Abstract

The performance of the legislative body in the political system is a reflection of the level of implementation of democratic state life, so that the study of the factors that influence the performance of this institution becomes something important, considering the main tasks and functions carried out by regional legislative institutions in the current era of autonomy. To carry out these functions, the Regional People's Representative Council of Bintan Regency is equipped with duties, powers, obligations and rights. One of the functions of the House of Representatives which is very important in order to support the implementation of broad autonomy in the Region is the function of Legislation. To carry out the Legislative function of the House The Regional Representatives of Bintan Regency are given various rights, one of which is the right to submit a draft regional regulation and the right to amend the Raperda; or the implementation of the Legislative Function must be followed up with a Regional Regulation (Perda). The legislative function is based on the initiative of DPRD members in forming regional regulations. Bintan Regency DPRD Performance in the 2017-2018 Legislation Function. In this case, there have been several community aspirations submitted to the Bintan Regency DPRD which have been followed up by the DPRD and the Regional Government by establishing a Regional Regulation. The function of the Bintan Regency DPRD as a facilitator that is able to bridge differences in interests between fellow community groups or between these groups and the Regional Government has been fulfilled. The performance that you want to know through the economic marketplaze approace approach is related to the level of production produced in this case, the performance of DPRD members as seen from the number of Regional Government Drafts proposed with the results of Regional Regulations which are realized through the formation of regional regulations for Bintan Regency. And it can be seen from the results of the regional regulations that were passed whether it was in accordance with the situation in the Bintan Regency area.

Abstract

Tanjungpinang City is rich in tourism potential, in the form of natural/historical and cultural tourism. This opens up investment opportunities in the tourism sector on offer. However, the problem is that the implementation of the promotion strategy carried out by the Tanjungpinang City government, namely the Tanjungpinang City Culture and Tourism Office has not been maximized. The purpose of this study was to determine the Tourism Object Promotion Strategy of Tanjungpinang City by the Department of Culture and Tourism of Tanjungpinang City. This research is descriptive qualitative approach. Research Locations at the Department of Culture and Tourism of Tanjungpinang City Sources and types of data are primary data and secondary data. Technique data collection through interviews and observations. This research is based on the theory of Fred R. David (2011) “which describes that the strategic management process consists of three stages, namely, formulating strategies, implementing strategies and evaluating strategies. From the results of the analysis carried out, it can be concluded that the Strategy of the Tanjungpinang City Culture and Tourism Office in developing and promoting tourism objects in the Tanjungpinang city by carrying out several forms of promotion, namely events marketing and cooperation between Pokdarwis in all urban villages of Tanjungpinang city. The suggestion that the author can give in this case to the Tanjungpinang City Culture and Tourism Office is optimizing the use of online media in tourism object promotion activities to be one of the major impact alternatives for promotional activities carried out by the Tanjungpinang City Tourism and Culture Office and the Guidance of Arts and Culture Groups, Human Resource Development of Cultural Actors.

Abstract

Abstract Cemaga Village is one of the cities in Natuna Regency, which has the potential for the tourism industry, especially Akar Island. For the construction and development of the Root Island tour, a budget of 2,625,081,000.00 is budgeted. But the phenomenon that occurs is, access is inadequate. In this case, the Cemaga Village government is required to have high performance to be able to solve development problems in its territory. The purpose of this research is to determine the performance of the Cemaga Village Government, South Bunguran District, Natuna Regency in Village Development from 2015-2019. This research method is descriptive with a qualitative approach. The population in this study were the Cemaga Village Community, Bunguran Selatan District, Natuna Regency, namely 929 people, and 11 village apparatus. While the samples were 1 village head, 1 development section head, 1 village secretary, and 2 community and community leaders, so that the total sample size was 5 people. The data in this study were obtained from observations and structured interviews. Data analysis was performed using a qualitative descriptive technique. The results of this study are the Performance Analysis of the Government of Cemaga Village, South Bunguran District, Natuna Regency in Village Development for the 2015-2019 Study on Akar Island is not good. The advice that can be given in this study is that the government must make careful planning and involve the community so that it is more targeted, and the community must maintain the results of development. Abstrak Desa Cemaga merupakan salah satu kota di Kabupaten Natuna, yang memiliki potensi industri wisata khususnya Pulau Akar. Untuk pembangunan dan pengembangan wisata pulau akar dianggarkan sebesar 2.625.081.000,00. Namun fenomena yang terjadi adalah, akses belum memadai. Dalam hal ini, pemerintah Desa Cemaga dituntut memiliki kinerja yang tinggi untuk dapat menyelesaikan masalah pembangunan di wilayahnya. Tujuan peneitian ini adalah untuk mengetahui Kinerja Pemerintah Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna Dalam Pembangunan Desa Dari Tahun 2015-2019. Metode penelitian ini adalah deskriptif dengan pendekatan kualitatif. Yang menjadi populasi dalam penelitian ini adalah Masyarakat Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna yaitu 929 orang, serta aparatur desa sebanyak 11 orang. Sementara yang menjadi sampel adalah 1 orang kepala desa, 1 orang kepala seksi pembangunan, 1 orang sekertaris desa, dan masyarakat serta tokoh masyarakat yang berjumlah 2 orang, sehingga keseluruhan jumlah sampel adalah 5 orang. Data dalam penelitian ini diperoleh dari hasil observasi dan wawancara terstruktur. Analisis data dilakukan dengan teknik deskriptif kualitatif. Hasil penelitian ini yaitu Analisis Kinerja Pemerintah Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna Dalam Pembangunan Desa Tahun 2015-2019 Studi Pada Pulau Akar kurang baik. Saran yang dapat diberikan dalam penelitian ini adalah Pemerintah harus membuat perencanaan yang matang dan melibatkan masyarakat agar lebih tepat sasaran, dan Masyarakat harus menjaga hasil-hasil dari pembangunan.

Abstract

Salah satu upaya yang dilakukan oleh pemerintah Desa Mengkait Kecamatan Siantan Selatan Kabupaten Kepulauan Anambas untuk mengurangi angka kemiskinan dan mensejahtrakan masyarakat yaitu dengan pemberdayaan masyarakat melalui (1), Bagan Apung, (2), Pembangunan Pelabuhan RT 009 Temiang, (3) Pembangunan Pelabuhan Nelayan Dusun II, (4), Bantuan Nelayan, dan (5) BLT-Desa. Tujuan penelitian ini pada dasarnya adalah untuk mendeskripsikan dan menganalisisi efektivitas pemberdayaan masyarakat di desa Mengkait. Metode penelitian yang digunakan adalah dengan kualitatif dengan pendekatan deskriptif. Informan yang dipilih dalam penelitian ini menggunakan teknik purposive sampling. Hasil penelitian menunjukan bahwa untuk keefektivan dari program pemberdayaan masyarakat di Desa Mengkait Kecamatan Siantan Selatan Kabupaten Kepulauan Anambas sudah dapat dikatakan baik. Hal ini dapat dilihat dari 4 (empat) indikator yang bisa diakatakan baik yaitu indikator Ketetapan Sasaran Program, Sosialisasi Program, Tujuan Program, dan Pemantauan Program. Kondisi yang terjadi pada masyarakat dan wilayah penerima program pemberdayaan saat ini lebih baik dari sebelum-sebelumnya, seperti meningkatnya pendapatan masyarakat dan meningkatnya bongkar muat ikan dan barang di pelabuhan. Saran yang diberikan penulis yaitu ditingkatkan lagi program-program pemberdayaan masyarakat dibidang Kelautan dan Perikanan agar semakin lebih baik lagi dari sebelum-sebelumnya.
