Abstract

This paper is based on research in 2015. This study on  the implementation of  Musrenbang (Development Plan Meeting) in District Pamulang, South Tangerang City. Theory of Effective Governance and development planning, were used as a tool of analysis in this study. Previous studies used as a foothold in the study of literature. Qualitative research is an approach in this study. Interviews, review of documentation and observation used as a technique in data collection. Data were descriptive analyzed and using data processing procedures set forth McNabb (2002: 297). The results showed that, in terms of performance measurement (Callahan, 2007), South Tangerang City government seems have strategic planning yet, as a standard reference in the development implementation. Public accountability perspective (Callahan, 2007), the implementation of Musrenbang in South Tangerang City requires strict regulations and clear and strong coordination, so that at the operational level, accountability can be realized. In terms of public participation, ideally South Tangerang City Government public positioning as Voters - Local Government (administrator)  as Implementor (Callahan, 2007). Administrator has a responsibility to public by good accountability providing, showing its performance.

Abstract

Tulisan ini bertujuan untuk mengungkapkan akuntabilitas (pertanggungjawaban) Dana Desa pada Pemerintahan Desa. Pendekatan penelitian bersifat kualitatif. Wawancara, telaah dokumen dan observasi digunakan sebagai teknik pengambilan data. Lokasi penelitian di empat desa di Kecamatan Masalembu, Kabupaten Sumenep, Provinsi Jawa Timur. Deskriptif Analisis digunakan sebagai teknik analisis data dan didukung enam tahapan prosedur pengolahan data. Teori akuntabilitas digunakan sebagai pisau analisis dalam penelitian ini. Hasil penelitian menunjukkan bahwa Akuntabilitas Dana Desa di Kecamatan Masalembu, dilihat dari aspek Keuangan, Manfaat dan Prosedur belum dilaksanakan sebagaimana mestinya

Abstract

Penelitian ini menjelaskan upaya Lingkar Ganja Nusantara (LGN) dalam melakukan perubahan status hukum tanaman ganja pada Undang Undang  No. 35 Tahun 2009 Tentang Narkotika. Dalam Undang Undang tersebur secara tegas melarang penggunaan ganja untuk pelayanan medis. Namun pada tataran global, ganja justru dimanfaatkan untuk pelayanan kesehatan. Menimbang manfaat medis dari tanaman ganja menjadikan banyak negara melakukan reformasi kebijakan narkotikanya. Menariknya, usaha untuk melegalisasi ganja juga hadir di Indonesia, yang dimotori oleh Lingkar Ganja Nusantara (LGN). Oleh karena iu, tujuan penelitian ini ingin mendeskripsikan bagaimana upaya LGN mendesak pemerintah melakukan perubahan terkait status hukum tanaman ganja di Indonesia. Pendekatan penelitian ini bersifat kualitatif. Data dikumpulkan dari hasil wawancara dan studi pustaka. Teknik analisis secara deskriptif dengan menggunakan Teori Kelompok Kepentingan dan Sistem Politik yang dikemukakan Gabriel Almond dan David Easton sebagai pisau analisis.  Hasil penelitian ini menunjukan bahwa upaya LGN dalam perubahan Undang Undang No. 35 Tahun 2009 Tentang Narkotika belum dapat dikatakan berhasil, sehingga status hukum tanaman ganja dalam Undang Undang No. 35 Tahun 2009 Tentang Narkotika masih tetap sama, yaitu melarang penggunaan Narkotika meskipun untuk pelayanan kesehatan. Kegagalan LGN disebabkan karena kebijakan War on Drugs, rekomendasi WHO ditolak Indonesia, LGN tidak memiliki perwakilan  di pemerintahan maupun parlemen dan ketidakpastian pelaksanaan riset ganja.

Abstract

Wandi, salah seorang warga Desa Susukan, Kecamatan Susukan, Kabupaten Cirebon Jawa Barat, telah memberanikan diri mengikuti Pemilihan Kepala Desa (pilkades), meskipun modal sosial yang dimilikinya tidak mumpuni, karena status Wandi hanya sebagai seorang mekanik TV dan harus beraing dengan calon kepala desa lain dengan modal sosial yang lebih mumpuni. Penelitian ini, mendeskripsikan dan menganalisis Modal Sosial dalam Pemilihan Kepala Desa dengan studi kasus seorang tokoh bernama Wandi sebagai calon pilkades, di Desa Susukan pada tahun 2019. Teori Modal Sosial dan Motivasi digunakan sebagai pisau analisis. Pendekatan penelitian bersifat kualitatif, teknik pengumpulan data melalui wawancara, studi pustaka dan telaah dokumen. Sedangkan key informan dipilih melalui teknik purposive sampling.  Teknik analisis data secara deskriptif. Hasil penelitian memperlihatkan bahwa meskipun dengan modal sosial yang tidak mumpuni, karena hanya sebagai seorang mekanik TV, pendidikan tidak tinggi dan tidak memiliki kekayaan, jika dibandingkan dengan calon kepala desa lainnya, tetapi motivasi kuat membuat Wandi memberanikan diri untuk mengikuti pilkades di Desa Susukan, meskipun akhirnya kalah. Modal sosial Wandi tidak mumpuni, karena sangat jauh berbeda dengan kedua calon lainnya.  Kemampuan finansial, strategi “lurus” (non money politics) dan orientasi masyarakat yang masih bersifat pragmatis merupakan faktor kenadala kemenangan Wandi dalam pilkades 2019 di Desa Susukan. Kesimpulan bahwa meskipun Wandi kalah dalam pilkades, tetapi Wandi telah menanamkan pembelajaran moral bagi masyarakat.

Abstract

This paper aims to describe village funds local accountability problem at local level (Masalembu District). Observations and interviews are used as data collection techniques. The research found that village government together with the Village Consultative Body (BPD) accountability on village funds development was weak, becouse there is no cooperative between Village Consultative Body (BPD) with village government. In conclusion that Village Consultative Body (BPD) needs to be involved in village development evaluating and planning.

Abstract

The establishment of BUMDes to be required for every Village. However, not all BUMDes are in accordance with Permendes No.4 Tahun 2015 there are still BUMDes that do not have any activities at all. The purpose of this study is to examine more deeply about the Existence of BUMDesa in an Effort to Increase Village Original Income (PAD) and Strengthen Village Economy, Susukan District. The concept of Existence, PAD and economic strengthening are used as analytical knifes in research. This study used a qualitative approach. Interviews, observations and documentation review were used as data collection techniques. Descriptive analysis technique is used in processing data by using data analysis procedures proposed by McNabb. Research locations in 4 villages: Susukan, Ujunggebang, Wiyong and Tangkil, Susukan District, Cirebon Regency, West Java Province.The results showed that the existence of BUMDes Subdistrict Susukan was not in line with the expectations of the Act Terms of formality, all four villages had established BUMDesa, but BUMDes of Jembar Jaya in Ujunggebang Village had just started operating in the field of clean water supply business, but had not provided significant benefits. Meanwhile, for the three villages, the BUMDes are not yet running. Special for Susukan Village, although the BUMDes has not carried out activities, it has been able to increase PAD and strengthen the village economy. This is because the Susukan Village Government is able to drive the economy through markets, parking lots and shops and night markets

Abstract

This study discusses the use of the LAKSA application as a forum for the aspirations of the people of Tangerang City in realizing the principles of transparency and participation. The problem of transparency and participation in public services in Tangerang City has not gone well even though as an industrial city, the community's need for public services is quite high. The purpose of this study was to analyze the role of the LAKSA application in creating transparency and participation in the Tangerang City government, as well as to find out the supporting and inhibiting factors for using the LAKSA application. This research was conducted using qualitative analysis methods, with data collection techniques through interviews, documentation, and observation. The theory used is transparency put forward by Agus Dwiyanto and public participation theory by Arnstein, used as a data analysis technique. The results of research using this theory show that in terms of service transparency such as disclosure of information on costs, time, and requirements for using the LAKSA application, it works quite well. The convenience of users in using the application is fairly good. In creating participation, it can be concluded that the LAKSA application is effective in growing people's wishes in conveying aspirations. Participation that is created in the use of the LAKSA application is control by residents.

Abstract

Congestion in the Jakarta City has received serious attention, so the Jakarta City Government built the MRT (Mass Rapid Transit) as an alternative mode of transportation to solve congestion problem. The purpose of this study is to know how the effectiveness of the MRT Program to overcome congestion in the Jakarta City. The research method is qualitative, data collection is done through interviews, observation and documentation. The effectiveness theory with indicators : target accuracy program, socialization program, objectives and monitoring program. The research results show that the MRT Program is effective in preventing congestion in Jakarta from the target accuracy program, socialization and monitoring program perspective. While from objectives program perspective is not effective yet. ABSTRAK Kemacetan di Kota Jakarta mendapat perhatian yang serius, sehingga Pemerintah Kota Jakarta membangun MRT (Mass Rapid Transit) sebagai alternatif moda transportasi untuk mengatasi masalah kemacetan. Tujuan penelitian adalah untuk mengetahui bagaimana efektivitas Program MRT dalam mengatasi kemacetan di Kota Jakarta. Metode penelitian yang digunakan adalah kualitatif, pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Teori efektivitas dengan indikator : ketepatan sasaran program, sosialisasi program, tujuan dan pengawasan program digunakan sebagai kerangka pembahasan. Hasil penelitian menunjukkan bahwa Program MRT efektif dalam mencegah kemacetan di Jakarta dari segi ketepatan sasaran program, sosialisasi dan pemantauan program. Sedangkan dari segi tujuan program belum efektif.

Abstract

Ulama or kiai is often understood as a religious authority. However, in its development, ulama is not only seen as a guide in practicing religious teachings but also in all aspects of life, so that all behaviors and actions of ulama will be imitated without reserve. Even their followers (jamaah) tend to justify or protect them when the ulama face challenges from other parties. The role of ulama known so far only as preachers, lecturers, caretakers of Islamic boarding schools, and religious leaders, turns out to be not like that, because history proves that ulama also play a role in practical politics. This article attempts to revisit the role played by ulama in the political arena, both during the Dutch Colonial, Japanese, and Independence periods, especially during the New Order era, where the role of ulama underwent changes. Ulama were returned to their purely religious role.

Abstract

This article elaborates on the bicameral parliamentary system in Indonesia, which is a new step, considering that until now the Indonesian Parliament adhered to a Unicameral (single-chamber) system, namely the DPR (People’s Consultative Assembly). Whereas now (as a result of the 2004 Elections), it has produced members of the People’s Representative Council (DPR) and the Regional Representative Council (DPD) which will later become two chambers.
