Abstract

Kegagalan menggerakkan usaha ekonomi desa, disebabkan oleh kepala desa belum berperan aktif, tidak memiliki kemampuan dan prakarsa kuat untuk menggerakkan masyarakat, potensi ekonomi desa dan mengkonsolidasikan aset ekonomi desa. Tujuan penelitian ini menjelaskan bagaimana peran Kepala Desa Susukan, Kabupaten Cirebon dalam menggerakkan ekonomi desa. Pendekatan kualitatif digunakan dengan wawancara mendalam, observasi dan telaah dokumen, menggunakan teknik analisis deskriptif. Hasil penelitian menunjukkan bahwa Kepala Desa Susukan mampu berperan menggerakkan beberapa usaha ekonomi Desa, khususnya pengelolaan pasar Desa Susukan, sehingga menjadi salah satu sumber pemasukan bagi Kas Desa. Didukung pula oleh moralitas dan motivasi kepala desa serta dukungan bantuan dari Pemerintah Kabupaten, Provinsi dan Pusat.

Abstract

Ulama or kiai is often understood as a religious authority. However, in its development, ulama is not only seen as a guide in practicing religious teachings but also in all aspects of life, so that all behaviors and actions of ulama will be imitated without reserve. Even their followers (jamaah) tend to justify or protect them when the ulama face challenges from other parties. The role of ulama known so far only as preachers, lecturers, caretakers of Islamic boarding schools, and religious leaders, turns out to be not like that, because history proves that ulama also play a role in practical politics. This article attempts to revisit the role played by ulama in the political arena, both during the Dutch Colonial, Japanese, and Independence periods, especially during the New Order era, where the role of ulama underwent changes. Ulama were returned to their purely religious role.

Abstract

This article elaborates on the bicameral parliamentary system in Indonesia, which is a new step, considering that until now the Indonesian Parliament adhered to a Unicameral (single-chamber) system, namely the DPR (People’s Consultative Assembly). Whereas now (as a result of the 2004 Elections), it has produced members of the People’s Representative Council (DPR) and the Regional Representative Council (DPD) which will later become two chambers.

Abstract

This paper aims to analysis that Indonesia as a strategic country, located between two continents and two oceans. Indonesia is high populations and has rich natural resources, so that it can be coveted by other countries. In 2043, Indonesia to be threatment from other world, because there has been a crisis of food availability, clean water, and energy. The influence of global era, open markets and liberal economic system have affected decreasing Indonesia’s nationalism (disintegration), made high poverty, lower of social welfare and only give the advantage toward capitalist groups. In addition, domestic issues, such as the SARA issue, are easily explored, resulting in political conflicts. The domestic, international and global problems will be the main conflict if it did not manage well and can to be disintegration of nations impact. Therefore, New Weberian State (NWS) Concept is expected to be a solution to prevent disintegration of Indonesia nations. NWS one of model for development countries with instruments rational, efficiency, effective, accountability and eigh principal to be implemented :1). Centrality of the State, 2). Reform and Enforcement of Administrative Law, 3). Preservation of Public Service, 4). Representative Democracy, 5). External Orientation Toward Citizens, 6). Supplemental Public Consultation and Direct Citizen Involvement, 7). Results Orientation, 8). Management Professionalism.

Abstract

This research concerns the One Gate, One Billing and One System Program and extortion at the Port. The purpose of this study is to explain the effectiveness of the One Gate, One Billing and One System Program in preventing extortion at Tanjung Priok Port and the inhibiting factors for implementing the One Gate, One Billing and One System Program. A qualitative approach with descriptive data analysis techniques was used in this study. Program effectiveness theory as an analytical framework. Data was collected by interviews, document review and observation. The results of the study show that the One Gate, One Billing and One System Program is not effective in preventing extortion at Tanjung Priok Port. There are cultural factors, weak supervision, the economy and abuse of authority by officers, making eradication of extortion difficult to overcome.
