Abstract

Tri Rismaharini (Risma) is the Mayor of Surabaya who had successfully led Surabaya during the period of 2010-2015. In 2015 mayoral election, Risma was re-elected as the Mayor of Surabaya. Risma has been known as a mayor who really concerns about environment. During her first tenure, Risma had built many city parks, successfully improved beauty of Surabaya. Such leadership style had attracted the public. In addition, Risma had become a media darling in both printed and electronic media, locally and nationally. This research used survey to capture society's perception toward the leadearship of Risma during 2010-2015. Sample were collected from group leaders and society in general. There are 50 opinion leaders samples consists of academician, businessmen, artist, religious leader, non-governmental organization, politician, and mass media. This research concludes that Risma had successfully constructed her image as a good mayor by conducting populist programs to attract more public attentions than carrying out substantial programs to solve crucial problems as public priorities and needs. It indicates that Risma insisted to frame herself as a caring and lovely leader. In fact, Risma had often become less powerful against the intervention of business persons who had capital strength in Surabaya, East Java, Indonesia.

Abstract

Voter turnout in local elections (pilkada) is a participation indicator. The local election in 2015 was different from the local elections pre-2015, as the local election in 2015 was held simultaneously. Regional electoral commissions (KPUD) gave candidates campaign facilities like posters, banners, and debates with the other candidates on local television. This socialisation was expected to increase voter turnout. The purpose of this research to ascertain the level of voter turnout in the local election held in 2015 in Lamongan, and whether it is increasing or declining.KPUD has a new role not only to do with socialisation, but KPUD must also print campaign props in line with the fairness principles. The research methods used in this study were a survey and multistage random sampling for the sampling technique. The voter turnout in the 2015 local election was just 60.47% lower than the voter turnout of the 2014 legislative election(Pileg) that reached 71%. In the local election, the emotional bond between the voters and candidates is more powerful than that in a legislativeelection, but in the Lamongan local election 2015, it was not positively correlated. There are two main factors that influence the decrease of voter turnout. First, is the material orientation of the voters (sangu). If they do not get“Sangu”, they will not vote and they prefer to work in the fields. Voters thought that leaving their job for the election should get them substitution money. Second, was the indication of cartel politics, embracing all political parties in Lamongan Regency, for them to support the same candidate who was still on duty, namely Fadeli, and two other candidates. The level of voter turnout is influenced by the material orientation of the voters and cartel politics.

Abstract

The city of Surabaya is an area that has a high risk index for natural and non-natural disasters due to geographic and demographic conditions. The Covid-19 pandemic is a non-natural disaster that has the potential to spread massively in areas with densely populated demographic conditions such as Surabaya. Disaster education needs to be carried out to the community so that it can reduce the spread of Covid-19. This community service activity aims to provide practical knowledge to the community regarding the response to non-natural disasters of the Covid-19 pandemic. This community service activity is carried out by means of socialization and training to the community in Pacarkeling Village, Surabaya City. The results of the pre-test and post-test on people's practical knowledge showed an average increase of 70 percent. With this result, it can increase public awareness, vigilance and preparedness regarding the non-natural disasters of the Covid-19 pandemic.abstrakKota Surabaya menjadi daerah yang memiliki indeks risiko bencana alam dan non alam yang tinggi karena kondisi geografis dan demografis. Pandemi Covid-19 merupakan bencana non alam yang sangat berpotensi menyebar secara masif pada wilayah yang memiliki kondisi demografis padat penduduk seperti Kota Surabaya. Pendidikan kebencanaan perlu untuk dilakukan kepada masyarakat sehingga dapat mengurangi penyebaran Covid-19. Kegiatan pengabdian masyarakat ini bertujuan untuk memberikan pengetahuan praktis kepada masyarakat mengenai tanggap bencana non alam pandemi Covid-19. Kegiatan pengabdian masyarakat ini dilakukan dengan cara sosialisasi dan pelatihan kepada masyarakat di Kelurahan Pacarkeling Kota Surabaya. Kegiatan dilaksanakan dalam beberapa tahap yaitu persiapan, pelaksanaan, dan evalusasi. Hasil pre-test dan post-test terhadap pengetahuan praktis masayarakat menunjukkan peningkatan rata-rata sebesar 70 persen. Dengan hasil ini dapat meningkatkan kesadaran, kewaspadaan, dan kesiapsiagaan masyarakat mengenai bencana non alam pandemi Covid-19.

Abstract

Program Jalin Matra (Jalan Lain menuju Masyarakat Sejahtera) Pemerintah Jawa Timur di bawah kepemimpinan Soekarwo-Saifullah Yusuf periode 2014-2019 cukup efektif menurunkan tingkat kemiskinan. Penelitian ini bertujuan mengukur sejauh mana efektivitas program tersebut, kendala di lapangan, dampak implementasi kebijakan, khususnya bagi keluarga rentan miskin. Penelitian ini menggunakan metode campuran (mix-method). Secara kuantitatif mengambil 100 responden warga desa penerima manfaat yang tersebar di empat kabupaten sampel (Sumenep, Jember, Malang, dan Madiun) dan diperdalam dengan metode kualitatif untuk mendapatkan gambaran yang mendalam (thick description). Hasil penelitian ini adalah: (1) sebesar 54% responden menyatakan program PK2 berjalan baik; (2) kendala terbesar yang dihadapi dalam implementasi program adalah klasifikasi rumah tangga sasaran (RTS); (3) dampak implementasi program PK2 adalah 63% responden menyatakan pendapatannya meningkat.

Abstract

This study is about the influence of genes on political attitudes and behavior in the subfield of biopolitics. Genopolitics arose as a critique of the political science approach which was deemed insufficient to explain political attitudes and behavior both theoretically and methodologically. To find the origins of political attitudes and behavior, interdisciplinary studies are needed. It is genes that can explain the origin of individual preferences on which all rational choices are based. The method used in this study was a literature review to see the development of genopolitics, debates, and criticisms related to political attitudes and behavior from the point of view of political science and genopolitics. The literature used was derived from books, journals, magazines, and news on the internet. Regarding voter turnout, 32 different social factors can only be explained by 31% by differences in political behavior, while the remaining 69% of differences can be explained by genetic differences. This study concludes that genopolitics as a new approach used to see political attitudes and behavior can be applied in Indonesia to answer and complete the survey-based study of political behavior.

Abstract

This study discusses Women in Politics: Recruitment of Female Legislative Members of the East Java Indonesian Democratic Party of Struggle (PDIP) in the 2019 Legislative Election. Through political parties, women can integrate themselves into the political system. One of the functions of political parties is as a means of political recruitment, in the study of political science this recruitment is an activity of choosing and selecting and then appointing qualified members to occupy political positions according to their abilities. This research is the result of qualitative research which aims to look at the recruitment process carried out by PDIP East Java. The researcher used the theory of the stages of recruitment from Pippa Norris and the data findings found that the recruitment process was carried out by the PDI Perjuangan party openly. Selection of legislative candidates starts from party cadres, in parties there is gender equality in determining legislative candidates. Political recruitment in selecting candidates was found, parties still prioritize potential candidates who have power for the benefit of the party in increasing votes. The selection process is carried out by the party structure. Decision making in selection shows a patronage relationship from the central leadership (DPP) and regional leaders (DPD) so that it can influence the process of recruiting legislative candidates.
