Abstract

Program Jalin Matra (Jalan Lain menuju Masyarakat Sejahtera) Pemerintah Jawa Timur di bawah kepemimpinan Soekarwo-Saifullah Yusuf periode 2014-2019 cukup efektif menurunkan tingkat kemiskinan. Penelitian ini bertujuan mengukur sejauh mana efektivitas program tersebut, kendala di lapangan, dampak implementasi kebijakan, khususnya bagi keluarga rentan miskin. Penelitian ini menggunakan metode campuran (mix-method). Secara kuantitatif mengambil 100 responden warga desa penerima manfaat yang tersebar di empat kabupaten sampel (Sumenep, Jember, Malang, dan Madiun) dan diperdalam dengan metode kualitatif untuk mendapatkan gambaran yang mendalam (thick description). Hasil penelitian ini adalah: (1) sebesar 54% responden menyatakan program PK2 berjalan baik; (2) kendala terbesar yang dihadapi dalam implementasi program adalah klasifikasi rumah tangga sasaran (RTS); (3) dampak implementasi program PK2 adalah 63% responden menyatakan pendapatannya meningkat.

Abstract

This study aims to determine the need for RNP procedure training for ATC at Perum LPPNPI, Kendari Branch. In accordance with the Regulation of the Minister of Transportation Number PM 1 of 2014 namely the Civil Aviation Safety Regulation part 69 (PKPS part 69) regarding the License, Rating, Training and Authority of Aviation Navigation Personnel, an ATC must first receive training before using or implementing a certain flight navigation procedure. , so that to apply the RNP Procedure that has been listed in the AIP Indonesia must follow and have a training certificate for the RNP Procedure. the research method used is a qualitative method. In addition, the data collection method used in this study is the method of observation and interviews as a means of collecting data at Haluoleo Kendari Airport. Based on the results of the study, it can be concluded that the ATC personnel at Perum LPPNPI Kendari Branch agreed to obtain an RNP Procedure training certificate and could apply the RNP Procedure contained in the Kendari AIP to the maximum because the RNP procedure was needed when the main approach tool was in repair.

Abstract

This study aims to determine the analysis of the mixed navigation environment system on the ATC workload after the implementation of RNP-1 at Perum LPPNPI Lampung sub-branch office. The research sample used was a saturated sample because the total population was not greater than 10 people, so it was taken from the entire population in the ADC/APP combined service service unit. The object is directed at ATC at the ADC/APP service unit combined with services at Perum LPPNPI, Lampung Sub-Branch Office. The research method used is a qualitative method. In addition, the data collection method used in this study is the method of observation, questionnaires and interviews as a data collection tool at Radin Inten II Airport Lampung. Based on the results of the study, the average Likert scale questionnaire results obtained a value of 90% and it can be concluded that ATC respondents strongly agree that the mixed navigation environment system can increase the workload of the air traffic controller at Perum LPPNPI, Lampung Sub-Branch.

Abstract

This study aims to unravel the cycle of student’s violence by tracing the roots of violence and describe the anatomy of student violence in Makassar. Understanding the anatomy of student’s violence can contribute in breaking the chain of student’s violence. This study uses qualitative research method. The paradigm was rooted in cultural anthropology and sociology. The paradigm is a process of investigation to understanding sosial phenomena by differentiating, comparing, cataloging, and classifying research subjects those who related with student violencein Makassar. The findings of this study indicate a violence is an act of affirmation of student identity. Source reference related to the assumption that students are agents of changes and have social and political responsibility to the country.

Abstract

As a social media platform, Twitter can become an arena for civil citizens to contest the state discourse. The rejection of the Omnibus Law Bill proves the legitimacy of the massive resistance and mass mobilisation to reject policy products that contradict the public interest. This research was meant to provide a social media analysis of the issues of the plan of legitimation of the Omnibus Law Bill by employing two analysis methods: social network analysis and descriptive qualitative method. Twitter interactions during the Omnibus Law Bill rejection era were dominated by civil actors. The primary activity on Twitter was not only civil movements but also confronting individuals who could help to form public ideas. Within the agency’s narrative framework, Twitter interactions related to Omnibus Law Bill are communal and social endeavours as part of participation in digital activism. Other dictions were also visible within various hashtags constructed to assert the agent’s political position. Various content and digital media platform were produced as the media for transferring information and knowledge. They were put for the best use in a beautiful package. By opinion leaders’ agency, the narrative built by the State can be contested to influence others.

Abstract

One year following the issuance of Presidential Regulation Number 95 of 2018 (Perpres 95/2018), all local governments are competing to implement an electronic-based government system (SPBE/e-Government/eGov). This study, which was conducted in the 2021-2022 period, aimed to examine e-Gov planning and then compare its practice in the five regions (Surabaya, Banyuwangi, Sleman, Gresik, and Kulon Progo) focusing on the results of the 2019 SPBE evaluation and the availability of a legal umbrella in the form of Regent/Mayor Regulations governing the implementation of e-Gov. Starting with the e-Gov theoretical framework, this study used a qualitative-descriptive method with internet secondary data, library research, SPBE index review, and supporting documents. The results of this study are: (a) there are four phases of e-Gov planning: automation, optimization, reengineering, and transformation. The acceleration of the implementation of the SPBE includes the integration of planning, budgeting, procurement, personnel data, archives, public complaints, and data centers; (b) responsively, the five regions compared in this study already have a legal umbrella in the form of a Regent/Mayor Regulations one year following the issuance of Presidential Decree 95/2018; (c) The SPBE service domain is a reliable indicator among the five regions, while the SPBE governance and policy domain displays different dynamics among them. This study concludes that Indonesia’s performance in e-Gov practice is still not convincing among other countries globally and recommends more innovative implementation of e-Gov from authorities (government) without neglecting periodic evaluations.

Abstract

Keberadaan Badan Usaha Milik Desa (BUM Desa) di Jawa Timur telah menjelma menjadi lembaga sosial ekonomi yang turut berkontribusi meningkatkan kesejahteraan masyarakat desa. Namun krisis pandemik Covid-19 telah menghantam hampir seluruh kegiatan bisnis BUM Desa. Dalam kajian managemen krisis organisasi, pilihan-pilihan respon strategis saat krisis berperan signifikan dalam proses adaptasi dan pemulihan pasca krisis. Penelitian kualitatif ini mengungkap spektrum pertimbangan pilihan utama respon strategis BUM Desa dalam menghadapi krisis. Analisis atas data wawancara semi-terstruktur pemangku kepentingan menunjukan sebagian besar BUM Desa memilih tetap menjalankan bisinisnya (status quo) meskipun merugi. Temuan penelitian ini berbeda dengan pilihan respon strategis perusahaan swasta dan perusahaan negara dalam menghadapi krisis yang lebih memilih berhemat dan berinovasi. Penilaian atas opsi respon strategis menjadi asupan pemerintah daerah merumuskan kebijakan pemulihan BUM Desa pasca krisis.

Abstract

This study examines the practice of botoh in the 2020 Lamongan regent election. The phenomenon of vote buying and the high potential for money politics in a region have triggered various practices of money politics in local elections. This research uses a descriptive qualitative approach. Data collection was carried out through in-depth interviews, with both primary and secondary data types. The aim of this study is to understand the practice and patterns of botoh in the 2020 Lamongan election and to determine how botoh influences voter preferences. The results indicate that the practice and working patterns of botoh in the 2020 Lamongan election were conducted in two ways. First, purely for material gain, involving bets among botoh practitioners. Second, as part of a candidate's campaign team, with a more systematic working mechanism. Botoh significantly influenced voter preferences in the 2020 Lamongan election, particularly in the southern region. The population in this area, classified as 'Abangan' and accustomed to the culture of money politics, was easily influenced by botoh practices.

Abstract

Micro and small enterprises (MSEs) are a sector that is important to the country's economy. Despite the limited resources, MSEs have resilience to economic crises. This research focuses on a policy implementation study of Law No. 33 of 2014 concerning Halal Product Guarantee (JPH Law) on micro and small scale businesses in the food and beverage in Surabaya City. This research raises two problem formulations, the role played by stakeholders in this law to increase halal certificates of micro small businesses in the food and beverage in Surabaya City and the obstacles faced by stakeholders in increasing halal certificates of micro small businesses in the food and beverage in Surabaya City. Researchers used the theory of policy implementation initiated by Merilee S. Grindle. This research uses descriptive qualitative methods and uses direct observation and interviews with various sources to obtain primary data. Secondary data are obtained through searches from various sources. The result of this research is that are three kinds of stakeholder actors in the implementation of the JPH Law, government, non- government institutions, and micro and small business actors in Surabaya City. Government and non-government institutions in Surabaya City organize various kinds of collaboration programmes in order to implement the JPH Law in Surabaya City. However, the implementation of the JPH Law in Surabaya City has encountered many obstacles due to weaknesses in the content of policy and context of implementation of the JPH Law that is not in accordance with the needs of the society. Abstract

Purpose – This study intends to find empirical evidence regarding the influence of the democracy index, government expenditure on education, and income inequality on inclusive economic growth moderated by the open unemployment rate. Method – This research employs a quantitative methodology with panel data regression. Utilizing secondary data from Indonesia's report on inclusive economic growth. The data was generated in numerical form from 33 provinces in Indonesia from 2019 to 2023. In this study, the number of observation data or samples used is 165. The data analysis used is the panel data regressions and moderated regression analysis (MRA) method with EViews 12. The selected model is the fixed effect model because of the Chow and Hausman tests. Findings – The research findings indicate that the democracy index and open unemployment rate negatively affect inclusive economic growth. Meanwhile, government expenditure on education positively affects inclusive economic growth. In contrast, income inequality does not affect inclusive economic growth. The open unemployment rate can strengthen the effect of government expenditure on education on inclusive economic growth. However, the open unemployment rate does not moderate the relationship between the democracy index and income inequality on inclusive economic growth. Implications – The study findings contribute to the scientific understanding of inclusive economic growth determinants in Indonesia, a moderate and low-income nation. This research can be a reference for the government in making policies and increasing justice in various fields, such as politics, social issues, and education.
