Abstract

This research identifies the implementation of the Broadband Learning Center (BLC) program of the Surabaya government as a facility for community learning on Information Communication Technology (ICT). BLC is one of the crucial developments in building Smart Community as the main actor in Surabaya Smart City establishment. In the Surabaya context, BLC is one of the foundations in establishing a smart city which is an integration of three main dimensions, namely BLC as ICT facilities, community as the actor in smart city development, and the Surabaya government. The study applied a qualitative method with a descriptive research type — data collected through in-depth interviews, observations, and documentation studies. Interviews were conducted to 22 informants, which consisted of one BLC coordinator in government institution, one representation of BLC coordinator from community, and eight facilitators in five parts of the city areas which provided BLC facilities, and 12 representations of community groups as the users that consisted of adolescent and youth, women, and senior community. The observation was being held in BLC spots, while community learning activities occurred. The BLC remarkably facilitates community learning and education in dealing with ICT. The study indicates that the program performs ICT community learning which establishes community ability to understand and to use information from digital sources. However, it has been challenged by the conception of digital literation in boosting smart community active participation, which should enable the community to connect and interact with, also utilize the information. A socio-technical learning approach can be pertinently implemented by linking social and technological factors in order to fit the learning process and targeted community and also widen its opportunity in achieving smart community sustainability.

Abstract

One of the strategies to address the issue of poverty in rural areas is by empowering women. East Java provincial government, Indonesia, has allocated grants for women’s co-operatives in rural areas since 2015, in the same year of the Sustainable Development Goals (SDGs) launch. This study describes the pattern of credit use in the women’s co-operative and its impact on low-income family livelihoods. The research was conducted at two women’s co-operatives in Plumpang District, Tuban Regency, Indonesia, from October 2017 to May 2018 using the qualitative approach. The data were collected through observation, in-depth interviews, focus group discussion, and survey about the co-operative members’ credit use. This study found that the co-operative members used the loans for daily needs, tuition fees, agricultural activities, and non-farming economic activities. The co-operative has increased children’s participation in low-income family informal education and strengthens social capital among poor people in rural areas; however, the co-operative still cannot cut the chain between low-income families and moneylenders the village. Consequently, further development of co-operatives in terms of quality and quantity is necessary for achieving the SDGs.

Abstract

Background: This program begins with observation on SME of traditional herbal and beverages in Kampung Genteng Candirejo Surabaya. Early observation shows difficulties faced by SME to market their products. Objective: This program is expected to provide information and education about marketing communication strategies for SME of traditional herbal and beverages in Kampung Herbal Candirejo Surabaya. Method: Early observation is to find problems, conducting seminar and workshop, and also evaluating community empowerment. Results: Audiences understand about the impotances of marketing communication and innovation. They also improve their skills in using integrated marketing communication to sell their products to customers. Conclusion: This community service program has achieved its goals.

Abstract

In Australia, a four-season country, air-conditioning is a vital learning facility to cooling the class in summer and warming it in autumn, winter, and spring. A public primary school in WA is not included in the current prioritisation but needs to replace 12 poorly functioning air-conditioning units in its classrooms. However, the school’s budget cannot cover the air-conditioning replacement cost and the school is unable to conduct their own fundraising. Thus, the community service of Parents and Citizens Association of the school conducted fundraising. The event integrates communication technology and sausage sizzle fundraising at a major chain Australian hardware store, Bunnings. Sausage sizzle is an Australian cultural icon, which represent community spirit. To reach stakeholders, the event uses a website for donation, QR code, online flier, and the school and parents’ communication portal. The participating stakeholders were four stakeholders from industry (three local supermarkets and a sausage producer), 15 volunteers from parents and the local community. The online and offline fundraising resulted total AUD $5678. The school’s Parents and Citizens Association managed communication with three government representatives that accelerate the approval of government budget for air-conditioning replacement at the school. The fundraising demonstrates best practice in community service by integrating local community customs and communication technology in involving stakeholders. ABSTRAKDi Australia, negara dengan empat musim, Air Conditioner (AC) merupakan fasilitas pembelajaran yang vital untuk menyejukkan ruang kelas ketika musim panas yang ekstrim dan menghangatkan ketika musim gugur, dingin, dan semi. Sebuah sekolah negeri di Australia Barat tidak berada dalam prioritas pendanaan Pemerintah, tetapi membutuhkan penggantian 12 AC yang usang dan temperaturnya tidak optimal. Anggaran sekolah tidak mencukupi penggantian AC dan sekolah negeri tidak dapat melakukan penggalangan dana. Maka, Asosiasi orang tua dan warga negara untuk sekolah tersebut melakukan penggalangan dana. Kegiatan ini mengintegrasikan penggunaan teknologi komunikasi dan penjualan makanan lokal Australia yaitu roti sosis bakar (sausage sizzle), di sebuah toko perkakas utama di Australia, Bunnings. Sausage sizzle merupakan suatu ikon budaya Australia, yang menyimbolkan semangat komunitas. Untuk menjangkau partisipasi stakeholder, kegiatan dilakukan melalui media online berupa website donasi, QR Code, flier online, dan penggunaan aplikasi komunikasi. Penggalangan dana berhasil melibatkan empat stakeholder industri, 15 sukarelawan dari orang tua murid, dan masyarakat di sekitar lokasi kegiatan. Penggalangan dana online dan offline mengumpulkan dana total AUD $5678. Asosiasi orang tua dan warga negara juga menjalin komunikasi dengan tiga perwakilan pemerintah lokal yang berdampak pada percepatan persetujuan alokasi anggaran pemerintah untuk penggantian AC. Kegiatan ini menunjukkan praktek baik pengabdian masyarakat yang mengintegrasikan budaya lokal dan teknologi komunikasi dalam pelibatan stakeholder.
