Abstract

Penataan akses sebagai tindak lanjut dari program penataan aset di Desa Krakitan pada dasarnya ditujukan untuk memaksimalkan kesejahteraan masyarakat. Oleh karena itu, penting untuk diteliti peluang usaha yang ada dari sisi produktivitas maupun pasarnya. Pendekatan penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan metode analisis biaya produksi dan peluang pasar. Hasil penelitian menunjukkan terdapat tiga jenis usaha masyarakat yang dominan di Desa Krakitan, yaitu: usaha pertanian jagung, peternakan sapi, serta produksi pupuk organik. Dari hasil analisis produktivitas menunjukkan bahwa usaha pertanian jagung mempunyai prospek yang cukup baik, namun dari sisi peluang pasar menunjukkan telah terjadi excess supply. Untuk jenis usaha peternakan sapi, hasil analisis menunjukkan produktivitas yang relatif kecil, yaitu hanya menghasilkan keuntungan sebesar Rp1.182.500,-/ekor atau masih di bawah besaran upah minimum kabupaten/kota (UMK) yang berlaku tahun 2024 yang besarnya mencapai Rp2.244.012/bulan. Dari sisi peluang pasar pun usaha ini juga kurang mempunyai prospek yang baik karena jumlah permintaan sapi per tahun di Kabupaten Klaten rata-rata hanya sekitar 18.347 ekor, sedangkan ketersediaan sapi diestimasi sekitar 93.000 ekor, atau telah terjadi excess supply. Berbeda halnya dengan jenis usaha pupuk organik. Hasil analisis menunjukkan bahwa produktivitas usaha ataukeuntungan mencapai besaran Rp8.852.800,-/bulan atau jauh di atas besaran UMK. Selain itu, peluang pasar juga sangat terbuka, di mana hal tersebut ditunjukkan dari kebutuhan pupuk per tahun di Kabupaten Klaten adalah sebesar 47.562 ton, sedangkan pupuk yang tersedia dari mekanisme subsidi pemerintah hanya sebesar 37.474 ton. Dengan kata lain, kebutuhan pupuk masih kurang sebesar 10.088 ton, atau secara ekonomi telah terjadi excess demand.    As a follow-up to the asset structuring program in Krakitan Village, access structuring program is essential to achieve community welfare. Therefore, it is important to study existing business opportunities in terms of productivity and market potential. This research uses a descriptive quantitative approach, employing production cost analysis and market opportunity methods. The findings reveal that there are three dominant types of community businesses in Krakitan Village: corn farming, cattle farming, and organic fertilizer production. The productivity analysis shows that corn farming has promising prospects; however, market opportunities indicate an excess supply. For cattle farming, the analysis reveals relatively low productivity, with a profit of only IDR 1,182,500 per head, which is below the 2024 regional minimum wage (UMK) of IDR 2,244,012 per month. Market opportunities for cattle farming also appear unfavorable, with an annual demand for cattle in Klaten Regency averages at around 18,347 heads, while the supply stands at approximately 93,000 heads, indicating an excess supply. Conversely, organic fertilizer production has different results. The analysis shows that the business productivity or profit reaches IDR 8,852,800 per month, significantly exceeding the regional minimum wage. Furthermore, market opportunities are highly favorable, with an annual demand for 47,562 tons of fertilizer in Klaten Regency, whereas the supply through government subsidy mechanisms is only 37,474 tons. This indicates that there is a shortage of 10,088 tons, representing an economic excess demand.

Abstract

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency via its Instagram account @kementerian.atrbpn uses social media to share land information and build its image. The information posted gave rise to various comments by netizens. This research aims to find out netizens' comments on posts in 2023 and the admin's response to these comments as well as finding out their efforts to improve their image in 2024. Qualitative analysis methods using media content are used in this research. A list of netizen comments and admin responses was collected through data collection, observation, and documentation studies. Netizens' comments dominate in the form of complaints and questions about land services and land mafia problems. The response often given by admins is to accept or thank them, tag the relevant work unit's Instagram account, and respond substantively. These comments are a form of community participation in the programs being held. Efforts to improve image are carried out through human resource development and collaboration, socialization of communication strategy and complaint management programs, and creation of land mafia and making contemporary posts.

Abstract

Perikanan skala kecil merupakan pilar penting agenda blue economy yang inklusif. Namun, pengambilan keputusan nelayan sering dibatasi oleh numerasi yang rendah dan institusi pasar yang timpang. Penelitian ini bertujuan untuk mengukur literasi matematis nelayan pada domain formulate, employ, dan interpret  serta menganalisis keterkaitannya dengan pemanfaatan ekonomi biru melalui nilai tangkapan, struktur biaya, efisiensi, dan kesejahteraan Anak Buah Kapal (ABK). Desain mixed-methods menggabungkan tes literasi matematis kontekstual, wawancara mendalam, dan pemetaan institusi. Survei dilakukan pada 30 nelayan, sedangkan wawancara melibatkan 18 informan kunci. Hasil menunjukkan kelemahan persisten pada formulate dan interpret. Proporsi responden kategori rendah masing-masing 43,33% dan 46,67%, sementara employ didominasi kategori sedang (46,67%). Temuan ini berkaitan dengan friksi pasar seperti ketergantungan pada tengkulak, praktik lelang yang kurang transparan, dan koperasi yang tidak aktif. Kondisi tersebut menekan harga jual dan margin. Nilai per trip turun dari Rp4.650.000 pada musim puncak menjadi Rp865.000 pada musim peralihan. Temuan ini menegaskan pentingnya keputusan portofolio dan penentuan waktu penjualan. Kesejahteraan ABK juga rentan karena pendapatan bulanan masih berada di bawah standar upah minimum setempat. Selain itu, BBM menjadi komponen biaya terbesar. Karena itu, efisiensi konsumsi energi dan pencatatan biaya menjadi prioritas. Integrasi perangkat numerasi (logbook, pelatihan interpretasi harga, dan analisis titik impas) dengan reformasi kelembagaan berbasis komunitas (penguatan koperasi dan transparansi pasar) menawarkan jalur praktis menuju blue economy desa yang lebih adil dan berkelanjutan. Title: Mathematical Literacy and the Utilization of Blue Economy Potential Among Fishermen in Gempolsewu Village, Kendal Regency    Small-scale fisheries are a key pillar of an inclusive blue economy agenda. However, fishers’ decision-making is often constrained by low numeracy and unequal market institutions. This study aims to measure fishers’ mathematical literacy across the formulate, employ, and interpret domains and to analyze its relationship with blue economy utilization, as measured by catch value, cost structure, efficiency, and crew (ABK) welfare. A mixed-methods design combines a contextual mathematical literacy test, in-depth interviews, and institutional mapping. The survey involved 30 fishers, while interviews covered 18 key informants. The results show persistent weaknesses in formulating and interpreting. The proportions of respondents in the low category are 43.33% and 46.67%, while employ is dominated by the medium category (46.67%). These findings are associated with market frictions such as dependence on middlemen, less transparent auction practices, and inactive cooperatives. These conditions suppress selling prices and margins. Trip value declines from IDR 4,650,000 in the peak season to IDR 865,000 during the transition season. This underscores the importance of portfolio decisions and sales timing. ABK welfare is also vulnerable because monthly earnings remain below the local minimum wage standard. In addition, fuel is the largest cost component. Therefore, improving energy-use efficiency and cost record keeping becomes a priority. Integrating numeracy tools (logbooks, price interpretation training, and break-even analysis) with community-based institutional reforms (cooperative strengthening and market transparency) offers a practical pathway toward a fairer and more sustainable village-level blue economy.
