Abstract

Global Hansik Campaign adalah upaya gastrodiplomasi Korea Selatan dengan memanfaatkan budaya kuliner Korea sebagai instrumen diplomasinya. Mantan Presiden Korea Selatan, Lee Myung Bak menginisiasi Global Hansik Campaign untuk meningkatkan nation branding Korea Selatan sehingga, citra Korea Selatan dapat dibedakan dengan Jepang dan Tiongkok. Indonesia merupakan salah satu negara yang menjadi tujuan dari Global Hansik Campaign. Keberhasilan Global Hansik Campaign di Indonesia terlihat ketika tingkat pembukaan restoran Korea di Indonesia memasuki peringkat kelima terbesar di dunia dan tertinggi di Asia Tenggara. Penelitian ini akan mengidentifikasi strategi pemerintah Korea Selatan dalam program Global Hansik Campaign di Indonesia pada tahun 2012-2017. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif. Data yang dikumpulkan penelitian ini adalah data skunder yang diperoleh melalui studi pustaka. Rumusan masalah yang akan dijawab dalam penelitian ini adalah bagaimana strategi Korea Selatan dalam program Global Hansik Campaign di Indonesia pada tahun 2012-2017. Dalam menjawab rumusan masalah, peneliti akan menggunakan konsep gastrodiplomasi yang dikemukakan oleh Paul S. Rockower dan strategi gastrodiplomasi dari Juyan Zhang. Hasil dari penelitian ini adalah, Korea Selatan menggunakan beragam strategi gastrodiplomasi untuk mengkomunikasikan budaya kuliner Korea kepada seluruh masyarakat di Indonesia. Abstract

Indonesia's G20 Presidency in 2022 marked a significant moment for the country to demonstrate global leadership amid geopolitical tensions and economic uncertainty. This study examines Indonesia's diplomatic efforts through concrete deliverables under the theme "Recover Together, Recover Stronger." By analyzing key outcomes—such as the Bali Leaders' Declaration, the establishment of the Pandemic Fund, and initiatives supporting digital transformation and sustainable energy—this research highlights Indonesia's role in fostering multilateral cooperation. The study employs qualitative methods, including document analysis and expert interviews, to assess how Indonesia navigated complex global challenges while advancing its national interests. Findings suggest that Indonesia successfully leveraged its G20 presidency to strengthen its diplomatic influence, promote inclusive economic recovery, and position itself as a credible mediator in global governance. The research contributes to understanding middle-power diplomacy in multilateral forums and offers insights into Indonesia's evolving role in shaping international policy agendas. Abstract

Diplomasi publik merupakan strategi negara untuk mempengaruhi opini dan pandangan masyarakat internasional terhadap negaranya. Pagelaran olahraga antar negara merupakan salah satu bentuk dari diplomasi publik yang dapat digunakan untuk memperkenalkan citra positif suatu negara. ASEAN University Games merupakan salah satu event olahraga internasional yang diselenggarakan dua tahun sekali dan melibatkan atlet muda dari perguruan tinggi di negara-negara ASEAN. Pada tahun 2024, Indonesia menjadi penyelenggara event tersebut yang diadakan di Surabaya dan Malang. Penelitian ini bertujuan untuk menjelaskan upaya diplomasi publik Indonesia melalui event tersebut. Penulis menggunakan kerangka konseptual diplomasi publik oleh Nicholas J. Cull. Hasil penelitian ini menunjukkan bahwa Indonesia telah secara pro-aktif melaksanakan upaya diplomasi publik melalui advocacy, cultural diplomacy, dan international broadcasting. Pada advocacy, Indonesia menyampaikan ide dan nilai yang diangkat dalam AUG 2024 pada opening ceremony. Pada cultural diplomacy, Indonesia menampilkan budaya berupa tarian saat opening ceremony dan closing ceremony. Pada international broadcasting, Indonesia menggunakan kanal media digital, media elektronik, dan media sosial untuk penyebaran informasi terkait AUG 2024.

Abstract

This study aims to analyse the role of the Keraton event as a tool for Indonesian cultural diplomacy and its impact on Indonesia's relationship with the international community in Seattle. Using a descriptive method with a qualitative approach, this research gathers primary data through interviews and secondary data through literature reviews and social media analysis. The time frame of this study spans from 2011, the first year the Keraton event was held, to 2024, marking the most recent implementation of the event. The results show that the Keraton event has successfully become an effective platform for introducing various aspects of Indonesian culture, such as traditional food, dance, music, and batik, to the international community. In addition, the event has strengthened intercultural relations and reinforced Indonesia's positive image in the eyes of the world. This study also finds the importance of the active participation of the Indonesian community in Seattle in making this event a success as a form of citizen diplomacy. The implications of this research emphasise the significant role of cultural events in introducing national cultural identities abroad and strengthening international relations.

Abstract

This study explores how Turkey utilises the Istanbul International Film Festival (IIFF) as a public diplomacy tool to shape its international image. Using Nicholas J. Cull’s public diplomacy theory, particularly the aspect of cultural diplomacy, this research analyses how IIFF film festival serves as a cultural communication platforms that introduce Turkey’s values, identity, and narratives to global audiences. The study employs literature review, documentation of IIFF events, and content analysis of featured films and programs. The findings reveal that IIFF is not only a site of cultural exchange but also a strategic tool for the Turkish government to subtly convey political messages, extend cultural influence, and strengthen the country's position in international discourse. This strategy aligns with Turkey’s broader efforts to enhance its global soft power. The study concludes that cultural diplomacy through film festivals such as IIFF is an effective means of reinforcing national branding and fostering positive perceptions of Turkey on the world stage.

Abstract

This study analyses the contribution of the UNESCO Creative Cities Network (UCCN) as a soft power instrument in Indonesian cultural diplomacy. It is motivated by the increasing role of creative cities in Indonesia that are members of the UNESCO Creative Cities Network in strengthening cultural identity, promoting tourism, and expanding international networks. The purpose of this study is to understand how Indonesia's membership in the UNESCO Creative Cities Network can be utilised as a soft power instrument to improve Indonesia's image, influence, and position on the global stage. Overall, this study concludes that the UNESCO Creative Cities Network is effective as a soft power instrument in Indonesian cultural diplomacy, not only through the promotion of arts and culture, but also by positioning Indonesia as a creative, creative, and global partner. Closer collaboration between the government, the private sector, and the creative community is needed to maximise the benefits of UNESCO Creative Cities Network membership for sustainable development and future Indonesian diplomacy.

Abstract

Tourism is one of the main pillars driving regional development. Batu City, with its natural potential and supportive geographical conditions, continuously strives to strengthen its position as a leading tourist destination. This research focuses on analyzing the implementation of sports diplomacy by the Batu City Government through the organization of the Batu International Sport Tourism Festival (BISTF) Paragliding Accuracy League 2024 as a tourism promotion effort. The author uses the sports diplomacy concept by Stuart Murray, which posits sports people and sporting events as essential components for achieving diplomatic goals. This descriptive qualitative research utilizes primary data obtained through the author's direct participation in the BISTF Paragliding Accuracy League 2024, while secondary data is gathered through literature review. The results indicate that the organization of the BISTF Paragliding Accuracy League 2024, initiated by the Batu City Government, is an effective strategy to promote Batu City's natural tourism potential, introduce the rich local culture of East Java, and foster cross-cultural interaction and international collaboration. Overall, the event contributes significantly to enhancing Batu City's image and tourism appeal at both national and international levels.

Abstract

This Study is an analysis about the public diplomacy conducted by the East Java Provincial Government through East java Fashion harmony (EJFH) in 2022-2024. EJFH is an annual fashion agenda designed to promote the archipelago’s at the international level. EJFH can also be implemented through international cooperation with Australia. This study uses descriptive qualitative methods with data obtained through news articles, direct interviews with the marketing staff of the East Java Department of Culture and Tourism, as well as academic literature related to public diplomacy. In this study, qualitative data analysis was used and presented in the form of a narrative. The result of this study shows that EJFH succeeded in presenting East Java's culture through public diplomacy. The implementation of EJFH not only introduces Indonesian culture but also strengthens Indonesia’s image through cultural introduction and cross-country collaboration. This study emphasizes the importance of introducing local culture through public diplomacy and also supports the strengthening of international cooperation.

Abstract

The Sister City cooperation between Surabaya (Indonesia) and Busan (South Korea) has been ongoing since 1994 and covers various fields, one of which is education. This article aims to analyze the implementation of the educational cooperation program between Surabaya and Busan for the 2015–2025 period using Sister City analysis theory from a paradiplomacy perspective as the basis for the study. This research examines student exchange programs, teacher training, and scholarship support facilitated by the Busan Foundation for International Cooperation (BFIC) and the Surabaya City Education Office. The research method used is descriptive qualitative, with data obtained through document review of official government reports, websites, online news, and academic literature related to educational diplomacy. The results indicate that the student exchange program, the Global Youth Friendship Program, school visits, teacher training, and scholarships contribute to increasing educational capacity and strengthening cultural ties between the two cities. However, budget constraints, program sustainability, and reliance on annual policies indicate that this collaboration has not been fully institutionalized sustainably within the regional education policy structure. This article recommends increasing the integration of education programs within the Sister City Agreement and strengthening coordination between the two city governments for the long-term education agenda.
