Abstract

Civil servant career development through talent management is an entity that is prioritized by the government. Talent management is a strategic approach to identifying, developing, and retaining individuals with exceptional potential and performance for critical organizational positions. The purpose of this study is to investigate and describe talent management-based state civil apparatus (ASN) career development in the context of a contemporary public service system. This study employs a qualitative approach and descriptive methodologies. The study's findings indicate that the Implementation of Talent Management adheres to the merit system's objective, planned, transparent, timely, accountable, political intervention-free, and KKN-free principles. Talent development in ASN is carried out through three main approaches: career acceleration, competency development, and qualification improvement. Although talent management-based ASN career development sounds good, there are several inhibiting factors that need to be addressed, such as leadership commitment and less than optimal follow-up assessments. It takes strong leadership commitment and policies in implementing a merit system and proper follow-up on ASN assessment results so ASN career development can run well.

Abstract

Human capital management is a strategic approach in human resource management that focuses on increasing the value and effectiveness of individuals in organizations. In the context of public services, improving the quality and competence of ASN is a key factor in achieving efficient and responsive government performance. However, many government agencies face challenges in identifying and developing the potential of existing ASNs, as well as facing dynamic changes in societal demands and organizational needs. This study aims to investigate and analyze optimal ways of developing and utilizing the potential and skills of the state civil apparatus (ASN) through a human capital management approach. This research uses a qualitative approach with descriptive methods. The research results show The results of the study show that the application of the concept of Human Capital Management (HCM) in the development of ASN in a planned and structured manner has a positive impact on organizational performance and public services. Through identification of individual potential and competencies, as well as appropriate coaching and mentoring, ASNs are able to improve their professionalism and adaptability in dealing with changes in the work environment. The use of information and communication technology (ICT) also contributes to increasing collaboration, efficiency and innovation within organizations. The merit system implemented in performance management provides incentives for ASN to work more productively and have superior performance. In addition, a positive and inclusive organizational culture creates an inspiring work environment and supports the growth of ASN.

Abstract

Villages in West Java have a lot of potential that can be developed to improve the welfare of their communities, but village development often experiences obstacles, one of which is in Cimenyan Village, Cimenyan District, Bandung Regency. This research uses qualitative methods with the aim of seeing how the sanitation program is carried out by village working groups in the Cimenyan area, Bandung Regency. The results of this research explain that environmental sanitation is an effort that can be made to achieve a clean and healthy environment through controlling physical factors, especially controlling things that appear to damage the environment. Implementing development is one of the agendas that the Amin Jaya Village government continues to carry out every year. These development programs are designed to meet the needs of the community and village government institutions. Development implementation begins with planning and design through a village deliberation forum involving the village government, BPD and community institutions.

Abstract

By having broad insight, students are able to understand the global context and the relationship between various disciplines. They can develop thinking skills, explore various perspectives, and broaden their views on various problems. Therefore, to improve the quality of competent students, it is necessary to broaden their horizons through the delivery of knowledge in new perspectives and scopes. The waste management campaign program at SMAS Nasional Bandung is an initiative to introduce and improve students' understanding of how threatening the climate crisis is that is still happening. Through various activities such as workshops, discussions, and practices. These activities aim to provide insight into environmental issues in achieving a holistic understanding of the importance of waste management. Abstract

The environmental crisis is a phenomenon that occurs in various parts of the world. Environmental activists also highlight various issues related to environmental damage by campaigning for the public to understand how damaged the earth is as a result of the actions and negligence of irresponsible individuals and corporate groups. PT. Obsidian Stainless Steel, which is a leading company in Southeast Sulawesi, has recently violated the management and sustainability of natural resources. The impacts arising from waste disposed of haphazardly by PT. OSS have resulted in clean air being polluted, rice fields drying out, crop failure and worsening public health. For this reason, collaborative governance between government, citizens and other groups is needed which is expected to increase cooperation and good coordination in dealing with environmental issues, so as to create sustainable environmental conditions.

Abstract

Kompetensi pegawai berperan dalam perencanaan, pengorganisasian, pelaksanaan, dan pengendalian organisasi untuk mencapai tujuannya. Permasalahan yang ditemukan dalam penelitian ini adalah kompetensi pegawai pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang yang belum optimal. Penelitian ini bertujuan untuk mengetahui gambaran kompetensi pegawai dan untuk mengetahui unsur-unsur kompetensi yang menjadi penentu dalam implementasi kompetensi pegawai di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bandung. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif Hasil penelitian menunjukkan bahwa pengetahuan karyawan dalam memahami persyaratan pendaftaran serikat pekerja masih rendah, hal ini disebabkan kurangnya daya tanggap karyawan dalam menyelesaikan masalah keterlambatan proses pembuatan pencatatan serikat pekerja. Keahlian pegawai nampaknya belum maksimal dengan indikator adanya permasalahan sebagai berikut: dalam pencatatan kegiatan Serikat Pekerja masih terdapat data yang tidak sinkron yang menyebabkan kualitas pelayanan terkait data serikat pekerja dari Perusahaan ke Jasa, Khususnya Bidang Pembangunan dan Perlindungan Ketenagakerjaan yang dilaporkan sampai data yang ada tidak tercatat. perbarui secara teratur. Unsur determinan dalam pelaksanaan kompetensi pegawai di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang menurut hasil penelitian adalah sikap. Dengan adanya landasan perilaku pegawai yang berlandaskan nilai-nilai serta Kode Etik dan Tata Tertib diharapkan dapat menciptakan aparatur pemerintah yang bersih, berwibawa, dan bertanggung jawab.

Abstract

Human resource competence is one of the factors that significantly influence an organization, where the competence of its human resources determines the success of an organization in achieving goals. The competence of employees of the National and Political Unity Agency of West Java Province still needs to improve. The study aims to examine and analyze employee competencies and strategies for improving employee competencies. The method used in this study is descriptive analysis with a quantitative approach. The strategy to improve the competence of employees of the National and Political Unity Agency of West Java Province is carried out by applying competencies with the characteristics of motives, traits, self-concept, knowledge, and skills with data analysis techniques using SWOT analysis. The results of research and discussion show that the competence of employees of the National and Political Unity Agency of West Java Province has remained the same due to the competence of motives, traits, and self-concepts still needing to be improved, knowledge and skills competence low. Based on the SWOT analysis results, a diversification strategy was obtained to improve the competence of employees of the National and Political Unity Agency of West Java Province. The diversification strategy, namely increasing the competence of employees of the National and Political Unity Agency of West Java Province, is carried out by utilizing the power to control threats and take advantage of existing opportunities.

Abstract

Good public services are an important element in efforts to realize sustainable development and improve the quality of life of the community. Organizational culture has a crucial role in shaping attitudes and behavior in providing effective and efficient public services. This study aims to analyze the role of organizational culture in improving public services in Luragung District, Kuningan Regency, West Java. This research uses a qualitative approach with descriptive methods. The results of the study show that organizational culture to improve public services in Luragung District can be carried out with good interaction and communication, commitment to working time, and a culture of complementing public service facilities and infrastructure. This research also found several challenges that needed to be faced, such as low employee competence and capacity, lack of organizational skills, lack of awareness and commitment to public services, and lack of adaptability to change.

Abstract

When it comes to ASN's ability to perform out their assigned tasks and responsibilities in a professional and efficient manner, a high-quality human resources department is widely regarded as a critical aspect. The purpose of this study is to investigate the initiatives that have been taken to enhance the level of human resources (HR) in order to boost the efficiency of the state civil apparatus (ASN). This investigation was carried out in Compreng District, which is located in Subang Regency, by making use of a qualitative approach and the method of case study. For the purpose of this investigation, data was gathered by conducting in-depth interviews with ASNs who play a role in the management and development of human resources within important government institutions. In addition, document analysis and observations were carried out in order to acquire a full comprehension of the current circumstance. According to the findings of this research, enhancing the quality of human resources in the process of developing ASN performance in the Compreng sub-district can be accomplished through the provision of general orientation, the facilitation of employee needs, the socialization of technical instructions, the provision of opportunities to increase employee capabilities in academic improvement, and the involvement of technical guidance and employee training.
