Abstract

The objective of research is to study and to analyze the evidence and lootmanagement system in North Jakarta District Attorney in Republic of Indonesia?sAttorney Scope. Organization development at North Jakarta District Attorneylevel in Republic of Indonesia?s Attorney Scope has not been supported by thepresence of stipulation in the form of Standard Operating Procedure inimplementing the duty and function of evidence and loot management system, sothat the implementation of such duty and function has not run optimally eitherstructurally or hierarchically leading to vulnerability to internal conflictoccurring in the organization recalling the evidence and loot management sectionin North Jakarta District Attorney refers to an internal consensus of organizationonly in implementing its duty and function.The result of research showed that, viewed from organizational managementfunction, the evidence and loot management system in North Jakarta DistrictAttorney in Republic of Indonesia?s Attorney Scope, involving planning,organization, activation, and coordination, indicates the presence of planning instructural development not supported with operational stipulation in the form ofstandard operating procedure. Then, its structural organization has notfunctioned optimally in its hierarchy in the implementation of authority andresponsibility, while in the term of activation, it can be seen the leadership thatuse its discretion in looking for the solution to the implementation of duty andfunction in evidence and loot management section and the coordination in thestructure in North Jakarta District Attorney has not set forth the equality principlein structure, because the role of structure has not been seen clearly, but there iscoordination at bottom level, so that the form of responsibility in hierarchy levelis still vulnerable to the internal conflict by blaming each other.

Abstract

This study aims to describe and analyze how the implementation of structuringand guiding shopping centers and convenience stores by Trade Cooperatives andMicro Enterprises office of Ponorogo Regency along with what are the supportingfactors and obstacles to its implementation. This type of research is qualitativeresearch using the theory of George C. Edward III as a basis for thinking inassessing the implementation of policies that are influenced by 4 main variablesnamely communication, resources, disposition, and bureaucratic structure. Themethod of data collection is done by observation, interviews, and documentation.The results showed that the implementation has not been running optimally.Communication is good enough. Resources are not optimal, the number of staffand supporting facilities for implementation are still inadequate. Disposition, theselection of personnel is appropriate, but there is no incentive. BureaucraticStructure is not optimal yet the absence of Regional Regulations or RegentsRegulations affecting Standard Operating Procedures (SOPs) and fragmentationbetween work units involved in the implementation process.

Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis implementasi kebijakan Peraturan Menteri Riset, Teknologi, dan Pendidikan Tinggi No. 14 Tahun 2019 dalam meningkatkan kinerja tenaga kependidikan. Teknik pengumpulan data menggunakan wawancara, dokumentasi dan observasi. Teknik analisa data menggunakan analisa data kualitatif. Hasil penelitian menunjukkan bahwa komunikasi dalam pemberian tunjangan kinerja pegawai di ISI Surakarta sudah berjalan dengan baik, dimana sudah memiliki transformasi informasi yang jelas melalui sosialisasi kepada pelaksana dan tenaga kependidikan. Sumber daya manusia memiliki kualitas yang baik serta terpenuhinya dukungan sarana dan prasarana. Disposisi pihak-pihak dalam implementasi kebijakan memiliki pengetahuan dan pemahaman yang baik, yang menerima tugas dan tanggung jawab serta komitmen yang tinggi, jujur dan bertanggung jawab. Struktur birokrasi implementasi kebijakan sudah melakukan pembagian pekerjaan sesuai tugas pokok dan fungsinya, terjalin koordinasi antar pelaksana dengan baik hanya saja belum ada SOP dalam implementasi Permenristekdikti No. 14 Tahun 2019.

Abstract

Bureaucracy has a heavy duty to implement the government’s vision and mission. Therefore, reliable, integrated, honest, capable, and high-motivation personnel are required. Bureaucratic reform should be implemented using master plan of human resource with massive bureaucratic simplification, because the existing bureaucratic is too long. The position of ASN (State Civil Apparatuses) will be based on functional position only, requiring more skill and competency. In bureaucratic reform, ASN faces a problem, that is, government’s plan to remove structural post of echelons III and IV. The government wants to break the too long procedure in bureaucracy and expect to accelerate decision making and to accelerate public service when bureaucratic reduction is implemented. There are some solutions to the problem discussed, among others: a. amending ASN Law, particularly related to ASN position and ASN management; b. reorganizing the institutional structure (central and regional) in order to adapt to the bureaucratic function needed; c. reinforcing the integrated carrier building for ASN personnel emphasizing more on functional position; d. the establishment of work relation pattern and inter-function coordination that can project the quick and simple bureaucratic working system; changing ASN personnel’s mindset into work professionalism-orientation based on merit system. Internal expectation in the discussion resulting from this socialization includes: a) Regency Government gives inadequate socialization to ASNs, so that they have not understood completely the echelon removal policy; b) the echelon officials approaching pension age can accept the echelon removal policy; c) the young and productive echelon officials prefer structural position because they get more facilities and wellbeing than they do in functional position; d) potential staffs often attend education and training, have visionary perspective, and prefer functional position because they can get position promotion more quickly impacting on the increasing income; e) the staffs without structural position prefer functional position because their pension age can be up to 60 years. Recommendation and expectation to be obtained from this socialization is that all ASNs in DLH Blora will acquire complete information on echelon removal plan and keep their working spirit

Abstract

Penelitian ini bertujuan untuk mendiskripsikan bagaimana penggunaan instagram sebagai sarana referensi kuliner pada mahasiswa Ilmu Komunikasi FISIP UNISRI angkatan 2015. Instagram menjadi salah satu media sosial dengan banyak pengguna, termasuk bagi mahasiswa Ilmu Komunikasi UNISRI instagram cukup diminati untuk mencari beragam informasi yang salah satunya merupakan informasi kuliner.. Dalam penelitian ini, menggunakan teori media baru, media sosial, instagram, serta teori penggunaan media yang ditambah sedikit teori referensi. Metode penelitian yang dilakukan adalah deskriptif kualitatif, Teknik pengumpulan data dilakukan dengan observasi, wawancara, serta dokumentasi. Sedangkan penentuan informan menggunakan teknik purposive sampling. Untuk menganalisis data menggunakan teknik analisis data Huberman dan Miles. Verifikasi data diperoleh dengan triangulasi data. Dalam penelitian ini dapat diketahui bahwa Instagram menjadi salah satu media sosial yang banyak dipilih oleh mahasiswa Ilmu Komunikasi UNISRI 2015 dalam mencari referensi kuliner, serta penggunaan Instagram sebagai sarana referensi kuliner dinyatakan menimbulkan kepuasan bagi penggunanya juga dapat memenuhi kebutuhan dalam mencari referensi kuliner bagi mahasiswa Ilmu Komunikasi UNISRI angkatan 2015 Kata kunci: penggunaan, instagram, referensi kuliner

Abstract

Salah satu program acara yang saat ini banyak diminati oleh masyarakat adalah program infotainment. Di Indonesia infotainment identik dengan acara televisi yang menyajikan berita selebritis. Hampir semua stasiun televisi di Indonesia memiliki program infotainment yang tayang setiap harinya.Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis persepsi mahasiswa transfer Ilmu Komunikasi Unisri pada tayangan infotainment Silet RCTI. Teori yang digunakan dalam penelitian ini adalah teori persepsi dari Daddy Mulyana : 2011 yaitu teori yang terdiri dari sensasi (stimulus), atensi (perhatian), dan interpretasi. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dimana peneliti berusaha untuk menggambarkan fakta-fakta yang ada untuk memperoleh gambaran mengenai persepsi mahasiswa transfer Ilmu Komunikasi Unisri pada tayangan infotainment Silet RCTI. Teknik pengumpulan data dilakukan dengan observasi, wawancara serta dokumentasi. Sedangkan penentuan subyek penelitian menggunakan teknik purposive sampling. Untuk menganalisis data menggunakan teknik analisis data dari Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa tayangan Silet RCTI dipersepsikan secara positif oleh mahasiswa transfer Ilmu Komunikasi Unisri. Hal tersebut diketahui dari indikator sensasi yang ditinjau dari pembawa acara dari kalangan selebritis, konten yang beragam, dan set/background gothic. Atensi informan berdasarkan faktor ekternal disebabkan adanya kebaruan segmen Silet Viral dan intensitas stimuli dari siaran Live Report. Atensi berdasarkan faktor internal adalah faktor biologis kebutuhan informasi tentang kehidupan selebritis dan faktor sosiopsikologis informasi yang uptodate dan bersifat investigatif. Interpretasi informan adalah informasi yang disampaikan pembawa acara Silet mudah dipahami karena pembawa acaranya mampu menyampaikan informasi dengan baik dan benar.
