Abstract

West Aceh Regency is an education center in the South West region of Aceh because it has seven universities, which consists of three state universities and four private universities. With the seven universities is expected to improve the quality of public education in West Aceh, one of them with the help of mass media such as local radio, Indonesian Republic Radio Meulaboh. This study focused on only two state universities, namely the University of Teuku Umar and the State Islamic Institute Meulaboh. This study used a qualitative approach with descriptive research method. The primary data source is the result of interview excerpts with informants, while the secondary data in the supporting documents. The data collection technique consists of the interviews, observation and documentation. IRR Meulaboh role in disseminating education can be seen from its programs 'Universitaria'. The program provides a space for University to be able to say hello to direct the public to provide the latest information through informants experts without the cost of socialization and education programs can reduce the information gap for people so that clarity and transparency in accessing information university met, especially for those who have the economic burden to continue education outside of the region to make the university in West Aceh as the main option. Keywords: west aceh, university, IRR meulaboh

Abstract

Decentralization has become one of the important phenomena that must be mentioned in the era of the last 10 years, where the great power of the central government in the past (precisely in the New Order era) has now been replaced with the introduction of regional autonomy, although this work is still being carried out, revised here and there , while we also see the phenomenon of more regional leaders (mayors, regents, or governors) who are suspected of corruption cases in various regions. Inevitably corruption becomes something decentralized too. In this situation, where is the position of the local press? Did he participate in guarding the existing democratization process, or did he also become part of the existing problem? Exactly whether we are talking about the role of the local press as a solution to the problem of corruption, or whether the local press is actually part of the problem of corruption. Abstract

law number 11 Year 2006 was the implementation of the contents of the notes kesefahaman a memorandum of understanding (MoU) to Helsinki Government Indonesia with the free Aceh Movement (GAM) on 15 August 2005. This MOU is the beginning of a permanent peace in Aceh. Objective of writing this was the development of the implementation of the BAL after peace in Aceh. This research with qualitative and descriptive analysis method, by using the technique of observes and interviews. The goal of his research can contribute to the legislature in order to understand the stages of the process of legislation happen polemic in the realization of this legislation as BAL due to rules of normative binding, but in terms of the realization of the implementation of the special autonomy policy is not as easy as normative rules contained in regulation perundangan-undangan. It is given the legal system in Aceh. The policy objectives have not yet reached target BAL of the Aceh government readiness in meeting the needs of the community. In addition, the implementation of this legislation requires specific strategies and the DPRA capacity is crucial in separating political and administrative functions for the achievement of the input, output and outcomes in public life in post peace in Aceh.Keywords: Development Of The BAL. Abstract

Several tourist attractions in Indonesia have involved local communities in their management and development. Community empowerment strategies include human resource development, productive endeavors, provision of information, capital development, and group institutionalization. This article focuses on women's participation in the empowerment of coastal communities in the tourist attraction of Pulau Banyak, Aceh Singkil. The objective of this article is to describe women's participation, forms of empowerment, and inhibiting factors. This study is based on qualitative field research to be conducted in 2022. Data was collected through in-depth interviews with relevant informants. The study showed that, in addition to the economic potential of marine and fisheries resources, Pulau Banyak also possesses promising tourism potential due to its attractive natural landscapes. This tourism potential has been utilized by the local community and women through microeconomic activities. However, women's empowerment strategies in the context of tourism on Pulau Banyak are still limited and rely on government assistance. Insufficient mentoring and limited marketing access are obstacles to women's empowerment. Abstrak Beberapa objek wisata di Indonesia telah melibatkan masyarakat lokal dalam pengelolaan dan pengembangan. Strategi pemberdayaan masyarakat termasuk pengembangan sumber daya manusia, usaha produktif, penyediaan informasi, pengembangan modal, dan kelembagaan kelompok. Artikel ini fokus pada partisipasi perempuan dalam pemberdayaan masyarakat pesisir di objek wisata Pulau Banyak, Aceh Singkil. Tujuan artikel ini adalah mendeskripsikan partisipasi perempuan, bentuk pemberdayaan, dan faktor penghambatnya. Kajian ini didasarkan pada penelitian lapangan dengan pendekatan kualitatif yang dilakukan pada tahun 2022. Data dikumpulkan melalui wawancara mendalam dengan informan terkait. Kajian ini menunjukkan bahwa selain potensi ekonomi dari hasil kelautan dan perikanan, Pulau Banyak juga memiliki potensi wisata yang menjanjikan karena panorama alamnya yang menarik. Potensi wisata tersebut telah dimanfaatkan oleh masyarakat dan kaum perempuan dalam bentuk aktivitas ekonomi mikro, Namun, strategi pemberdayaan perempuan dalam konteks wisata di pulau banyak masih terbatas dan bergantung pada bantuan pemerintah. Kurangnya pendampingan dan akses pemasaran yang terbatas menjadi kendala dalam pemberdayaan perempuan.
