Abstract

In general, sources of agricultural irrigation in Indonesia still rely on rainwater, so the productivity of wetland agriculture, especially rice, is highly dependent on rainwater as an agricultural input. In this position, irrigation (weirs) is important in maintaining the availability of water for agricultural irrigation needs. This study aims to analyze water availability and water demand from Ameroro Irrigation. Both of these results provide information (pattern) of farmer planting. Research data comes from primary and secondary. Comparative analysis of the supply and demand for irrigation water using the Penman method and the F.J. Mock method to determine the amount of water flow from rainfall data, the hydrological characteristics of the catchment area, and evapotranspiration. The results of this study position that the construction of the Ameroro Dam has a vital role in maintaining the balance of irrigation (inflow and outflow). Maintaining this balance is at the same time the basis for irrigation engineering management efforts for agricultural activities. For farmers, those who live on or cultivate functional agricultural land A, B, and C start the planting season in May or in another month taking into account that the maximum plant growth period does not occur in the October period.

Abstract

Kota Kendari sebagai pusat kegiatan masyarakat (ekonomi sosial dan budaya) pada sisi lain memberikan tekanan terhadap daya dukung lingkungan seperti banjir. Dalam satu dekade terakhir, banjir di Kota Kendari menjadi satu tantangan dalam pembangunan. Penelitian ini bertujuan untuk menganalisis sebaran wilayah banjir dan penentuan tempat dan jalur evakuasi di Kecamatan Mandonga, Kota Kendari. Penelitian menggunakan desain kuantitatif dan survei. Data dianalisis secara spasial dengan aplikasi ArcView 3.2. Hasil penelitian menunjukkan bahwa banjir yang terjadi di Kecamatan Mandonga, Kota Kendari selama tahun 2015-2018 seluas 416,23 ha atau sekitar 37,45 % dari total luas wilayah Kecamatan Mandonga (1.111,47 ha), tersebar diseluruh wilayah (di enam kelurahan). Ada enam (6) titik yang layak sebagai tempat evakuasi utama pengungsian banjir di Kecamatan Mandonga, 1 titik di Kelurahan Labibia, 2 titik di Kelurahan Wawombalata, dan 3 titik di Kelurahan Mandonga. Ada 11 titik jalur yakni; Jl. Imam Bonjol; Jl. Subsidi; Jl. Sawerigading (Anggilowu); Jl. Sawerigading (Mandonga); Jl. Taridala; Jl. Lasandara; Jl. Made Sabara; Jl. Pajak; Jl. Welado; Jl. Supu Yusuf; dan Jl. Sidendreng.

Abstract

DAS menyimpan sumber daya air sebagai penyedian irigasi pertanian khusus sektor tanaman pangan. Saat ini DAS keberadaan terus mengalami tekanan yang ditandai dengan penuruanan debit air. Penelitian ini menganalisis keterkaitan keduanya sebagai basis perencanaan ketahanan pangan. Menggunakan pendekatan kuantitatif, dari data primer dan sekunder selama periode tahun 2014-2021. Analisis data digunakan dengan teknik analisis jalur (path analisys). Teknik ini dipilih dengan pertimbangan ada hubungan kausalitas (sebab akibat) antar variabel yakni debit air terhadap produktivitas pangan masing-masing pada tanaman pangan, hortikultura, dan tanaman perkebunan. Alasan kedua adalah menggunakan data deret waktu, dan terakhir adalah hubungan keduanya tidak timbal balik (konfirmatif). Hasil analisis menunjukkan bahwa debit air menunjukkan penurunan, dan dari pola yang dihasilkan sangat dimungkinkan penurunan debit akan terjadi di masa mendatang. Produktivitas masing-masing pada komoditi tanaman pangan, tanaman sayuran, dan tanaman perkebunan relatif baik karena menunjukkan tren peningkatan. Ditemukan pula bahwa debit air memberikan efek negatif (penuruan) pada produktivitas pada komoditi tanaman pangan, dan tanam perkebunan tetapi tidak pada tanaman sayuran. Bilamana penurunan debit air terus terjadi dimasa mendatang, maka dapat menurunakan produktivitas masing-masing pada produktivitas komoditi tanaman pangan, tanaman hortikultura (khususnya sayuran), dan tanaman perkebunan. Bilamana hal ini terjadi, penelitian ini telah membuktikan ada pengaruhnya (memberi ancaman) pada ketahanan pangan.

The economic value of ecosystem services is crucial for development planning that prioritizes the sustainability of natural resources. Research aimed at determining the economic value of forest ecosystems is very important. The total economic value of this ecosystem is based on the number of tourist visits, utilization of water resources, and carbon absorption. The research was conducted in the Nipa-Nipa Grand Forest Park, Southeast Sulawesi Province, Indonesia. The research sample was 150 visitors selected using incidental techniques. The main data of the research used surveys and field measurements supported by secondary data. The TEV equation calculates the total economic value of forest ecosystem services. The monetary value of water resource environmental services is based on Household Water Value (NART), EWTP, and TWTP. The value of water resources for agricultural irrigation is calculated using the Water Value for Rice Agricultural Irrigation (NAUT) equation. The carbon absorption value is determined using the Carbon Uptake Value (CAV) equation. The total economic value of environmental services based on the number of visits, utilization of water resources, and carbon absorption capacity is IDR 186,742,287,967 per year or USD 11,694,269.91 per year. This value is equivalent to 40% of the GRDP of the forestry business sector in Southeast Sulawesi Province. Theoretically, this further emphasizes the importance of environmental services in the economy and human survival. Further research should focus on calculating the value of carbon absorption according to vegetation type and carbon stock to see the balance curve.

Abstract

The Covid-19 pandemic has created a wave of uncertainty that has led to economic failure and disruption, particularly in the micro and small business sector. This study aims to analyze the impact of the pandemic on MSMEs, using a case study in Kendari City, Southeast Sulawesi. This study uses primary data collected from 100 MSMEs in Kendari City through structured questionnaires and in-depth interviews, using a stratified random sampling method. The variables analyzed included income, number of employees, turnover, business capital, and marketing strategies before and after the COVID-19 pandemic. Data analysis was conducted using independent t-tests and fixed effects estimation to identify the impact of the pandemic on MSME performance and strategies. The analysis shows that the pandemic crisis has significantly impacted the economic system, particularly micro, small, and medium enterprises, as reflected in decreased income and disrupted employment, which in turn has led to increased unemployment. This impact has also affected business turnover and prompted changes in marketing strategies. Nearly 60% of MSMEs in Kendari City have experienced economic difficulties since the pandemic emerged in Indonesia. In Southeast Sulawesi, the decline in MSME performance is predicted to be primarily due to the low utilization of technology in product marketing, which is limited by the availability of funds.

Abstract

Community welfare is a fundamental objective in achieving sustainable and equitable development, particularly in regions facing persistent urban–rural disparities. Despite various policy interventions, including fiscal transfers and targeted development programs at local levels, the determinants of community welfare remain a subject of debate. This study examines the key economic determinants of community welfare in Southeast Sulawesi Province, Indonesia, focusing on economic growth, income inequality, labor absorption, infrastructure availability, and investment. Using panel data regression analysis, this study investigates the causal relationships between these economic factors and community welfare across districts and cities in Southeast Sulawesi from 2012 to 2021, based on data from the Central Statistics Agency. The results indicate that labor absorption, income inequality, infrastructure development, and investment have significant effects on community welfare. Employment emerges as the most influential factor, suggesting that higher labor absorption plays a critical role in improving welfare outcomes. Income inequality shows a significant negative effect, indicating that increasing disparities reduce overall welfare. Infrastructure development and investment positively contribute to welfare by enhancing public services and expanding employment opportunities. In contrast, economic growth demonstrates a weaker impact compared to other determinants. This study contributes to the literature by providing empirical evidence that community welfare is more strongly influenced by employment creation and inequality reduction than by economic growth alone. The findings offer important policy implications for regional development planning, emphasizing the need for inclusive, labor-oriented, and infrastructure-supported development strategies to enhance welfare in developing regions.
