The role of law in society is to ensure certainty and fairness in public life always there is a difference between the patterns of behavior or conduct governance prevailing in the society with patterns of behavior that is desired by the norms (rules) law. This can cause a problem of social inequality so that at certain times tend to conflict and social tensions which of course can disrupt societal changes as well as the desired direction. Building a litigious society and a law-abiding represents the ideals of the norms that want a just society so that the joints of culture will evolve toward the creation of a system of a society that respects each other, making the public aware of the law and law-abiding is not something easy to turn a hand, because not everyone has the legal awareness. The importance of building community awareness and observance of the law, is expected to support and uphold the institution making the community / rules as to crave fulfillment observance and the rule of law. The role and function of building awareness of the law and observance of the law is to: 1) Stability, 2) Provide social framework to the needs of society, 3) Provide tangible institutional framework of social norms, 4) Interwoven among institutions. Law enforcement is the process of doing an effort for the establishment or the functioning of legal norms significantly as the Code of Conduct in traffic or legal relations in the society and state. Because of the awareness of the values of law and observance of the rule of law in running a whole is a manifestation in mengefektikan rule of law.

Mediation is a process of negotiation in solving a problem, where certain parties or third parties do not take sides, and cooperate with the disputing parties to seek an agreement to end the problem. And the mediator does not have the authority to decide disputes, but solely helps the parties to resolve problems that have been entrusted to him. Mediation in the view of progressive law is one of the strategies in resolving all the complexities of the problems faced to ensure happiness and human well-being that is full of desires and hopes in resolving conflicts for humanity and humanity.

The study entitled problematic marriage under Age in Kendari will be discussed and restricted to the issue of underage marriage is problematic particularly in the city of Kendari. Based on the description in the background of the problem can be formulated formulation of the problem posed in this study is: 1.How can the objective conditions of underage marriage in the city of Kendari? 2. What factors are affecting the underage marriage in the city of Kendari? 3. How Efforts are being made to the impact of underage marriages in the city of Kendari. The research objective is 1. To know and analyze the objective conditions of underage marriage in the city of Kendari. 2. To identify and analyze the factors that influence underage marriage in the City of Kendari.3. Know and analyze the impact of efforts made against underage marriage in the city ofKendari. Based on the explanation and discussion of the results of research related to underage marriages in Kendari, it can be concluded as follows: 1. Objective conditions underage marriage in Kendari is still going on and is still done by the residents of the mostly occurs due to pregnancy early, the fact is certainly contrary to the Law No. 1 of 1974 and the legal theory positivisme.2.The factors that influence underage marriage in Kendari are (1) low education, (2) a weak economy, (3) public awareness is still lacking, (4) cultural or environmental. 3. Efforts to do in reducing the impact of underage marriage is a massive socialization, bring awareness to the children of the bride about the benefits and dangers of underage marriage.
