Abstract

Tujuan penelitian ini untukmengetahui dan menganalisis pengaruh akuntabilitas, transparansi dan partisipasi masyarakat terhadap pengelolaan dana desa di Kampung Enggros Kota Jayapura.Data yang digunakan dalam penelitian ini berupa kuesioner terkait akuntabilitas, transparansi dan partisipasi masyarakat serta pengelolaan Dana Desa. Metode analisis yang digunakan dalam penelitian ini adalah analisis regresi berganda. Hasil penelitian menunjukkan bahwa secara serempak dengan menggunakan uji F menunjukkan bahwa akuntabilitas, transparansi dan partisipasi memiliki pengaruh yang positif signifikan terhadap pengelolaan Dana Desa di Kampung Enggros Kota Jayapura. Secara parsial akuntabilitas berpengaruh positif dan signifikan terhadap pengelolaan Dana Desa di Kampung Enggros Kota Jayapura. Transparansi berpengaruh positif dan signifikan terhadap pengelolaan Dana Desa di Kampung Enggros Kota Jayapura. Partisipasi berpengaruh positif dan signifikan terhadap pengelolaan Dana Desa di Kampung Enggros Kota Jayapura.Kata Kunci: Akuntabilitas, Transparansi, Partisipasi, Pengelolaan Dana Desa.

Abstract

This study is: 1) To analyze the economic growth trends (GRDP on the basis of 2010 constant prices) of Papua Province during the Covid-19 pandemic, namely from 2020 to 2021. 2) To compare the economic growth of Papua province with other provinces during the period. This study used secondary data obtained through the website of the Central Statistics Agency, as well as Bank Indonesia. The analytical method used in this study is a qualitative descriptive analysis. The research employs literature review to retrieve data, as well as referrals from various sources to support the study. The results show that: 1) GRDP growth rate from 2010 to 2020 was 2.39 percent, and 15.11 percent in 2021. In comparison with 2019, the growth is -15.74 percent, significantly higher than 2019. 2) Papua's economic growth exceeds that of other provinces in Indonesia. Supported by the primary sector, namely mining and quarrying, which expanded by a substantial amount of 29.92 percent. In addition to the primary sector, the tertiary sector also contributes to growth, namely information and communication (5.35 percent), health services (5.17 percent), and the secondary sector, which grew by 3.84 percent.Keywords: Economic growth rate, GRDP, Covid-19.

Abstract

This study aims to analyze the regional typology and measure the level of economic development inequality among districts and cities in West Papua Province. The research period covers 2017 to 2021 for inequality analysis and 2018 to 2021 for typology analysis. The analytical methods used are the Williamson Index to measure the level of development inequality, and the Klassen Typology to classify regions based on patterns and structures of economic growth. Both methods were applied to two scenarios, namely GRDP with the oil and gas sector and GRDP without the oil and gas sector, in order to examine the differential impact of the oil and gas sector on inequality and regional classification. The results show that the level of inequality in West Papua Province is classified as severe for GRDP including oil and gas, with an average Williamson Index of 1.51428, while for GRDP excluding oil and gas, the inequality is classified as moderate, with an average of 0.4327. This inequality is caused by the concentration of economic activities in certain regions such as Teluk Bintuni Regency, Sorong Regency, and Sorong City, as well as differences in natural resources and infrastructure among regions. Based on the Klassen Typology analysis for GRDP including oil and gas, no region falls into quadrant I (advanced and fast-growing regions). Sorong Selatan, Maybrat, and Pegunungan Arfak Regencies are in quadrant II (advanced but depressed regions), Teluk Bintuni and Sorong Regencies are in quadrant III (fast-growing but not advanced regions), and seven other regions are in quadrant IV (relatively lagging regions). Meanwhile, for GRDP excluding oil and gas, Teluk Bintuni and Raja Ampat Regencies fall into quadrant I, seven regions are in quadrant III, and four regions are in quadrant IV. The discussion confirms that the oil and gas sector has a dominant influence on the regional economy, so that good management of this sector can reduce inequality, whereas poor management will widen the gap. This study recommends policy prioritization for lagging regions such as Pegunungan Arfak, Tambrauw, and Maybrat, as well as more equitable distribution of economic concentration and infrastructure development throughout West Papua Province. Abstract

This study aims to analyze the sectoral classification in Jayapura City and determine the economic sectors that can become the mainstay sectors in the Jayapura City economy during the period 2011–2023. The analysis is conducted based on Gross Regional Domestic Product (GRDP) data based on sector contributions to growth, the Growth Ratio Model, and overlay analysis. Data are obtained from official sources, such as publications of the Central Statistics Agency and regional economic reports. Based on the Growth Ratio Model (MRP), sectors in Jayapura City can be classified into several categories. Sectors that fall into classification I, or "dominant growth," include electricity and gas procurement, construction, wholesale and retail trade, information and communication, financial services and insurance, real estate, and government administration. Meanwhile, sectors such as agriculture, manufacturing industry, and corporate services are in classification II, showing prominent growth at the provincial level but less developed at the district level. The mining and quarrying sector falls into classification IV, with low growth at both the provincial and district levels. Furthermore, based on the overlay analysis, it was found that the mainstay sectors in the Jayapura City economy are construction and wholesale and retail trade, which show significant contributions to regional economic growth. Other potential sectors include government administration, information and communication, and financial services and healthcare, which have shown stable growth and significant contributions. With policies supporting these sectors, such as infrastructure improvements, service modernization, and strengthening the logistics system, these sectors can serve as key pillars of sustainable economic growth in Jayapura City.
