Abstract

Stunting, a condition of chronic malnutrition leading to impaired growth in children, poses a significant global public health challenge with far-reaching consequences. Effective intervention, including adequate budget allocation, is essential to address this issue. The Indonesian government has allocated funds through the Special Allocation Fund (DAK) program to support stunting reduction efforts, including those in South Buton Regency. However, the level of budget absorption in South Buton Regency requires evaluation, as low absorption can impede program effectiveness. This research employs a qualitative approach with descriptive analysis to assess DAK budget absorption and influencing factors. The findings reveal suboptimal absorption rates, with factors such as inadequate planning, administrative hurdles, allocation mismatches, and limited human resource capacity impacting absorption. Recommendations for improvement include refined planning, streamlined bureaucracy, capacity building, and rigorous monitoring and evaluation. This research holds implications for optimizing budget utilization and improving stunting reduction program implementation in South Buton Regency, with broader relevance for similar challenges in other regions. It contributes to the understanding of effective strategies for addressing stunting and underscores the importance of appropriate budget allocation and absorption in supporting public health initiatives.

Abstract

This study aims to explore the implementation of the Lean Management Method in optimizing administrative efficiency in Indonesian schools. The research method used is a qualitative approach involving data collection through in-depth interviews with relevant stakeholders in several schools. The research findings indicate that the application of Lean Management principles, such as identifying waste in administrative processes, using Lean tools and techniques such as Value Stream Mapping and 5S, and fostering a culture of Kaizen, has had a positive impact on improving productivity and the quality of educational services in these schools. However, challenges such as resistance to change and a lack of understanding of Lean concepts are also identified as obstacles that need to be addressed in implementing Lean Management in the education sector. The conclusion of this research emphasizes the importance of considering social and cultural aspects in the change process, as well as involving all members of the school community in improvement efforts. Recommendations for further research include exploring the long-term impact of Lean Management implementation on educational quality and stakeholders, as well as delving into more effective strategies to address challenges in implementing Lean Management in the Indonesian education environment.

Abstract

This research is based on Skinner’s literary study (1969) on the relationship between environment with competing and operation strategies. This research develops a conceptual model of the relationship between environmental with competing strategy, operational strategy and performance conducted by Ward and Duray (2000). This phenomenon is very interesting to be followed up because their findings show a gap which needs to be filled out. The gap in the previous research funding about the relationship between environmental dynamics with competing strategy, operation strategy, and performance leads to the development of the research problem, i.e. Will the performance of manufacturing industries increase if company environment is condusive and supported by appropriate selection of competing and operation strategies? The objective of the research is to develop a theoretical model of the direct and indirect relationship between environmental dynamics with performance through competing strategy and operation strategy. This study also empirically test the effect of environmental dynamics on competing strategy, operation strategy and performance; the effect of competing strategy on operation strategy and performance; the effect of operation strategy on performance. Based on the basic research theoretical model a hypothetical model is developed, covering environmental dynamics, competing strategy, operation strategy, and performance. Six hypotheses were examined using AMOS software. The hypotheses testing was done using empirical data obtained from the questionnaires collected from 120 managers of manufacturing industries of both middle scaled and large scaled ones in Makassar, South Sulawesi, using proportional random sampling technique. The testing of hypotheses model used structural equation model (SEM). The result of the fit or goodness list the model proved that that the entire models are fit and therefore it was concluded that the model wich developed could be accepted. First, the environmental dynamics had effect on competing strategy. Second, environmental dynamics gave effect on operation strategy. Third, environmental dynamics gave effects on performance. Fourth, competing strategy did not have effect on operation strategy. Fifth, competing strategy had effect on performance. Sixth, operation strategy had effect on performance. Keywords: between environment, operasional strategy, performance
