Abstract

Sistem Layanan dan Rujukan Terpadu (SLRT) telah diatur dalam Peraturan Menteri Sosial Nomor 15 Tahun 2018 tentang Sistem Layanan dan Rujukan Terpadu (SLRT) untuk penanganan fakir miskin dan orang tidak mampu. Kota Serang merupakan ibu kota Provinsi Banten dengan tingkat kemiskinan tertinggi keempat di Provinsi Banten. Berbagai program penanggulangan kemiskinan diterapkan, salah satunya penerapapan SLRT di Kota Serang sejak tahun 2017. Namun sosialisasi SLRT di Kota Serang belum dilakukan secara optimal, masih banyak pengaduan masyarakat melalui SLRT belum terselesaikan dan tidak adanya kejelasan waktu penyelesaian pengaduan yang dilakukan masyarakat melalui SLRT. Penelitian ini dilakukan untuk mengetahui bagaimana Implementasi SLRT di Kota Serang. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan menurut George Edward III. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil dari penelitian ini diketahui bahwa implementasi SLRT di Kota Serang belum optimal dan masih diperlukannya sosialisasi SLRT yang lebih menyeluruh dengan memanfaatkan berbagai media cetak, pelaksana SLRT harus memperhatikan asas penyelenggaraan SLRT dalam menyelesaikan pengaduan masyarakat dan memberdayakan masyarakat untuk lebih memahami hak-haknya terkait dengan layanan dan program perlindungan sosial dan penanggulangan kemiskinan.Kata Kunci : Implementasi, Sistem Layanan dan Rujukan Terpadu (SLRT), Perlindungan Sosial

Abstract

Penelitian ini dilatarbelakangi oleh tantangan bonus demografi bahwa penduduk usia produktif, termasuk di dalamnya penduduk kelompok milenial, lebih besar jumlahnya dibandingkan dengan jumlah penduduk usia non-produktif. Dengan latar belakang tersebut, penelitian ini bertujuan untuk menganalisis implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepreuner yang dilakukan oleh Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Serang. Teori implementasi kebijakan publik Mazmanian dan Sabatier (1983) digunakan sebagai landasan teori untuk menganalisis implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepreuner. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Hasil penelitian menunjukkan bahwa kebijakan pelatihan kewirausahaan bagi millenial entrepeneur yang dilakukan oleh Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Serang telah diimplementasikan dengan baik. Akan tetapi dalam implementasinya ditemukan faktor penghambat yang timbul berupa faktor mindset dan pola pikir kelompok sasaran yang dilatarbelakangi oleh keadaan sosial budaya. Sedangkan faktor pendukung keberhasilan implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepeneur di Kabupaten Serang yang ditemukan dalam penelitian ini bersumber dari dukungan, komitmen dan konsistensi pimpinan dalam melaksanakan kebijakan.

Abstract

Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together.

Abstract

Poor people in Indonesia finds difficulties in fulfilling their nutritional food needs. The Ministry of Social Affairs has implemented “sembako” program aimed at reducing the burden of the poor and vulnerable people in fulfilling some main food items. This research aims to describe the implementation of “sembako” program in Lebak Regency, Banten Province. This research regarding the implementation of “sembako” program is based on theory of policy implementation that emphasizes six dimensions, namely standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational commu-nication, and economic, social and political conditions. This research uses descriptive-qualitative method. Samples of this research are drawn on purposive and snowball sampling. The collection of data uses interview, observation, literature study, and documentation. The collected data are qualitatively described. Results of this research indicate that the implementation of “sembako” program in Lebak Regency, Banten Province, is not optimally conducted on dimensions of standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational communication, and economic, social and political conditions. Some causes are related to the lack of discipline of the local government apparatus, the lack of people’s awareness in completing assistance administration, the lack of inter-implementor coordination and communication, the occurrence of social jealousy because of poor people that do not obtain assistance yet, and the presence of political motives in selecting e-Warong and poor people that obtain assistance. Abstract

The discussion of public information disclosure in the village in the midst of a paradigm shift from goverment to governance is very interesting indeed. This places the strategic position of the village community not only as an object of service and development but also as a subject of development in the village. Various facts show that the village has not become a major concern in the development of information disclosure. This research is a descriptive research with a qualitative approach. The required information is collected using narrative interviews, observation and literature study. Informants from the study were determined purposively using snowball sampling. In this article, the four levels of the Williamson model are used to analyze it. The results show that the development of public information institutions in the village in Serang Regency at the macro and micro levels has not supported the realization of information disclosure in the village. It can be seen at level one that various informal rules in the form of traditions, norms and habits that live in rural communities are not yet compatible in supporting the formal rules of information disclosure. At the second level, there has not been any recognition and awareness of either the public or public organizations to fulfill the public's rights regarding the disclosure of public information. At the third level, the institutional governance of public information disclosure has not been developed effectively to be able to minimize transaction costs. At the fourth level, the systematization of rules related to authority, organization, administration, human resources, finance, hierarchical relations, supervision, as well as work procedures and mechanisms need attention.

Abstract

Strategi pengembangan wisata halal di DKI Jakarta  memerlukan solusi strategis yang progresif dilatarbelakangi  oleh daya dukung dan posisi strategis yang dimilikinya. Untuk mengisi kebutuhan pasar  global muslim travellers yang semakin meningkat DKI Jakarta dalam pengembangan wisata halalnya  membutuhkan pendekatan dan pengelolaan yang spesifik.  Berbagai tantangan dan hambatan masih terindetifikasi dalam penelitian ini  seperti Perizinan Kunjunga, Pemasaran, SDM,  ketersediann Restoran dan hotel  halal,  serta spa Spa khusus wanita yang berlebel halal tantangan dan tanggung jawab ini harus direspon dengan produktif dan cepat dengan mengembangkan produk destinasi yang selaras dengan kebutuhan wisatawan mancanegara dan nusantara muslim secara berkualitas. Analisis data dilakukan dengan analisis swot. Melalui analisis ini dapat teridentifikasi potensi dan permasalahan dari lokasi tersebut, sehingga mempengaruhi keputusan dalam penentuan rencana program yang akan dipilih dan digunakan sebagai dasar untuk menentukan langkah-langkah perbaikan dalam pengembangan selanjutnya adapun hasil penelitian menunjukan Kesiapan DKI jakarta Mendorong DKI Jakarta sebagai pusat destinasi Pariwisata halal dunia DKI jakarata  ditunjang oleh  DKI Jakarta sebagai ibu kota negara Indonesia penduduk muslim terbesar Di Dunia , aksesibilitas, infrastruktur yang memadai dan lengkap  serta keindahan kota dan pesona alam Kepulauan Seribu serta   dibutuhkan sinergitas antara Pemerintah Daerah sebagai regulator, pihak swasta sebagai pelaku usaha, dan masyarakat sebagai elemen pendukung untuk bersama- sama dalam mewujudkan program tersebut, sesuai dengan kapasitasnya masing-masing.

Abstract

This study aims to determine the performance of Satpol PP in controlling street vendors (PKL) on Jalan Jendral Ahmad Yani Badak Market, Pandeglang Regency. This research will be conducted using a case study approach, with a descriptive method. This approach will be used to study intensively the background of the Satpol PP performance in controlling street vendors (PKL) on Jalan Jendral Ahmad Yani Badak Market, Pandeglang Regency. The results of the research on the performance of Satpol PP in controlling street vendors (PKL) on Jalan Jendral Ahmad Yani Badak Market in Pandeglang Regency to discipline and make the street vendors (PKL) comfortable in Pandeglang Regency are considered not optimal. Thus, the performance of the Civil Service Police Unit (Satpol PP) of Pandeglang Regency in controlling street vendors (PKL) must be further improved.

Abstract

The focus of this research is the evaluation of Serang City Regional Regulation Number 17 of 2010 concerning Local Taxes, especially Hotel Taxes on Boarding Houses in Serang City. In this evaluation, there are several problems in the implementation of the policy, such as the number of boarding houses with more than ten rooms not recorded by the Regional Revenue Agency (Regional Revenue Agency (Bapenda) Kota Serang, which makes boarding house owners with hotel tax categories not registered as taxpayers; Low level of awareness of hotel taxpayers on the boarding house of Serang City; The weak role of the government in approaching the taxpayer or going directly to the field; and the lack of socialization carried out by Regional Revenue Agency (Bapenda) Serang City. The theory used is the evaluation theory developed by Daniel Stufflebeam consists of four stages of evaluation aspects, namely CIPP. The qualitative descriptive method provides an overview of data analysis techniques using the Irawan model. The result of this study is that the implementation of the hotel tax policy on boarding houses in Serang City has not been running optimally. The hotel tax rate onboarding houses at a rate of 10% is still felt objection by the hotel taxpayer on the boarding house to make the taxpayer in arrears to pay the local tax. The lack of human resources, which is an important element in the success of policies that have data collection, registration, reporting, and evaluation of hotel taxes on boarding houses, is still experiencing a shortage. The available facilities and infrastructure are still inadequate. Socialization is still not optimal and thorough, so information about hotel tax policies on boarding houses is not conveyed properly, and weak enforcement of sanctions. Not yet optimally the contribution of hotel taxes on boarding houses to the Local Own-Source Revenue of Serang City Area from the regional tax sector.

Abstract

This study focuses on the Implementation of Groundwater Tax Collection Based on Regional Regulation Number 10 of 2010 concerning Regional Taxes in Tangerang Regency which is motivated by the high activity of groundwater extraction in Tangerang Regency, but in reality, it is found that there is still low awareness of tax subjects to register as taxpayers and low compliance level of tax payable reporting. Therefore, this study aims to describe how the implementation of groundwater tax collection is based on regional regulation number 10 of 2010 concerning local taxes in Tangerang Regency. The research method used is a descriptive method with a qualitative approach. The results showed that the implementation of the collection was not optimal due to the lack of coordination between organizations, discretionary actions by lower-level bureaucrats that were not by regulations, and negative responses from groundwater taxpayers. This study concludes that the implementation of groundwater tax collection in Tangerang Regency is still not fully by tax regulations.

Abstract

This research focused on knowing the effect of leadership style on employee performance, the effect of organizational climate on employee performance, and the effect of leadership style and organizational climate on employee performance at Suradita Health Center, Tangerang Regency. This research uses an associative method with a quantitative approach. The sampling technique used saturated sampling technique, namely all Suradita Health Center employees totaling 65 people. Data collection using a questionnaire in paper form distributed to all employees. Data processing uses multiple linear regression with the help of SPSS 24 to determine the effect of the independent variable on the dependent variable. The test results show that the significance probability value for the effect of leadership style (X1) on employee performance (Y) is 0.365> 0.05 and the calculated t value is 0.913 < t table 2.297 which means that partially the leadership style has no significant effect on employee performance, then the significance probability value for the effect of organizational climate (X2) on employee performance (Y) is 0.000 000 < t table 2.297 which means that partially the organizational climate has no significant effect on employee performance, 297 which means partially the organizational climate has no significant effect on employee performance, then the probability value of significance for the effect of leadership style (X 000 297 which means partially the organizational climate has a significant effect on employee performance and the significance value for the effect of leadership style (X1) and organizational climate (X2) simultaneously or together on employee performance (Y) of 0.000 <0.05 and the value of F count 81.680> F table 3.143, it can be concluded that there is an effect of leadership style and organizational climate simultaneously on employee performance.
