Abstract

The basis for considering Tanjung Pinggir Sekupang Beach as location for hilal sighting started from visiting of Hisab Rukyat Division from Jakarta to Batam City Ministry of Religion during Hisab Rukyat Training in 2016. After observations at various locations according to them, this beach is considered suitable as a location for hilal sighting because from the height of the place it is sufficient. After further research, Tanjung Pinggir Sekupang Beach is not supported by primary parameters, because geographically it is blocked by buildings, small islands and trees at azimuth 240o-300o. Meanwhile, the weather conditions are also not supportive, because Batam City has low air temperature, humidity and high rainfall, causing Batam City to be more often in cloudy weather conditions and categorized as a wet month criteria. This is also supported by the results of hilal sighting report from Hisab Rukyat Team of Batam City which always fail to see the hilal from 2016-2022 due to weather factors. Tanjung Pinggir Sekupang Beach is supported by secondary parameters, because in terms of accessibility and beach facilities this is quite adequate. Because Tanjung Pinggir Sekupang Beach is not supported by primary parameters and supported by secondary parameters, this beach is in the category of less suitable as a location for hilal sighting.

Abstract

The purpose of this research is to determine the implementation of Imkanur Rukyat MABIMS 3-6.4 Criteria in Riau Islands Province and to find out the viewpoint of Hisab Rukyat Team of Riau Islands Province regarding this criteria. This research is qualitative research using Purposive Sampling Techniques to determine informants. In implementation, this criteria has not provided positive results because the documentation of rukyatul hilal activities carried out by the Hisab Rukyat Team of Riau Islands Province from 2022 to 2023 shows that the hilal has never been seen. The viewpoint of Hisab Rukyat Team of Riau Islands Province regarding this criteria are divided into 2 viewpoints. The first viewpoint is agree with this criteria because this new criteria was the rukyatul hilal result of hundreds years so that it can be scientifically justified. The second view viewpoint disagrees because this criteria still needs to be tested theoretically and practically. The dynamics and polemics as well as the Government's inconsistency in implementing this new criteria are also considerations in agreeing it.

Abstract

The determination of qibla direction in this era is not only for worship places, but it has become a necessity for certain locations such as restaurants, hotels and offices. About the far distance between Indonesia and Mecca, a more modern tool such as Theodolite is needed to determine the precise qibla direction. Theodolite is a modern tool that has become the national standard for determining qibla direction in Indonesia. Theodolite is an instrument that can determine the qibla direction accurately and precisely because the numbers on this tool show very detailed numbers. This research was conducted because the researcher saw that the direction of STAIN Sultan Abdurrahman Riau Islands college was still predictive, namely by facing west and then tilting to the right slightly. It is necessary to determine the qibla direction of STAIN Sultan Abdurrahman Riau Islands college using modern tools such as the Theodolite to produce a precise qibla direction. After calculating, it is known that the qibla azimuth of STAIN Sultan Abdurrahman Riau Islands college is 293º 03' 35.37" NESW (North-East-South-West).

Abstract

The basis for selecting Setumu Beach as the location of the rukyatul hilal because the failure to see the hilal in Bukit Cermin for 6 years. The Regional Office of Ministry of Religious Affairs of Riau Islands Province then conducted a survey to Setumu Beach and it was seen that Setumu Beach had wide visibility, an easily accessible location and there were various kinds of facilities and infrastructure. After further research, Setumu Beach is not supported by primary parameters, because the geographical conditions are blocked by trees, Soreh Island, highlands or small islands and lowlands at azimuth 240o-300o. Meanwhile, the weather conditions are also not supportive, because Tanjungpinang City has low air temperature, high humidity and rainfall, causing Tanjungpinang City to be more often in cloudy weather conditions and enter the wet month criteria. This is also supported by the results of rukyatul hilal report from Riau Islands Province Hisab Rukyat Team which always failed to see the hilal from 2021-2024 due to weather factors. Setumu Beach is supported by secondary parameters, because in terms of accessibility and facilities Setumu Beach is quite adequate. Because Setumu Beach is not supported by primary parameters and supported by secondary parameters, Setumu Beach is less suitable as a rukyatul hilal location.
