Abstract

Abstrak: Penelitian ini bertujuan untuk mengukur tingkat partisipasi masyarakat dalam pembayaran PBB di Desa Maranda,  mengidentifikasi faktor-faktor sosial, ekonomi, dan administratif yang memengaruhi partisipasi tersebut, dan  mengevaluasi upaya pemerintah desa dalam meningkatkan partisipasi warga. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam dengan aparat desa, ketua RT, dan warga; observasi langsung proses penagihan; serta analisis dokumen desa terkait target dan realisasi PBB. Proses analisis memakai Model Interaktif Miles, Huberman, dan Saldana (2014) – mulai dari reduksi data, penyajian, hingga penarikan simpulan. Hasil menunjukkan realisasi PBB tahun 2023–2024 rata‑rata hanya mencapai 64 % dari target tahunan, dengan pembayaran sering terlambat. Rendahnya partisipasi disebabkan oleh: (a) kesadaran pajak yang minim; (b) beban ekonomi warga mayoritas petani berpenghasilan tidak tetap; (c) ketidakcocokan data objek pajak (luas tanah/SPPT); (d) komunikasi dan distribusi blangko masih manual; (e) keterlibatan masyarakat dalam pengambilan keputusan pajak masih sangat terbatas. Meskipun demikian, kerjasama antara kepala desa, dusun, dan RT dalam pendistribusian blangko serta pelaksanaan sosialisasi rutin telah memberikan dorongan positif meski belum optimal. Partisipasi masyarakat dalam pembayaran PBB di Desa Maranda masih tergolong rendah. Diperlukan strategi yang lebih intensif, antara lain: peningkatan kesadaran dan pemahaman warga; perbaikan akurasi data objek pajak; digitalisasi komunikasi; dan pemberdayaan warga dalam proses kebijakan. Dengan begitu, pembayaran PBB dapat meningkat secara signifikan, mendukung pembangunan desa secara berkelanjutan.Abstract:  This study aims to measure the level of community participation in PBB payments in Maranda Village, identify social, economic, and administrative factors that influence such participation, and evaluate the efforts of the village government in increasing community participation. Using a descriptive qualitative approach, data were collected through in-depth interviews with village officials, RT heads, and residents; direct observation of the collection process; and analysis of village documents related to PBB targets and realization. The analysis process uses the Miles, Huberman, and Saldana (2014) Interactive Model - starting from data reduction, presentation, to drawing conclusions. The results show that the realization of PBB in 2023-2024 on average only reached 64% of the annual target, with payments often late. Low participation is caused by: (a) minimal tax awareness; (b) the economic burden of residents is mostly farmers with irregular incomes; (c) mismatch of tax object data (land area/SPPT); (d) communication and distribution of forms are still manual; (e) community involvement in tax decision-making is still very limited. Nevertheless, cooperation between village heads, hamlets, and  RTs in distributing forms and implementing routine socialization has provided positive encouragement, although not yet optimal. Community participation in PBB payments in Maranda Village is still relatively low. More intensive strategies are needed, including: increasing community awareness and understanding; improving the accuracy of tax object data; digitalizing communication; and empowering residents in the policy process. That way, PBB payments can increase significantly, supporting sustainable village development.

Abstract

Abstrak: Sistem Informasi Desa (SID) adalah seperangkat alat dam proses pemanfaatan data dan informasi untuk mendukung pengelolaan sumber daya di tingkat desa. Sistem Informasi Desa adalah bagian dari penerapan e-Government sebagaimana telah diamanatkan dalam Instruksi Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional tentang Pengembangan E-Government. Tujuan kegiatan pengabdian kepada masyarakat ini adalah untuk memberikan pemahaman dan pengetahuan kepada para aparatur desa yang berkaitan dengan Sistem Informasi Desa untuk menunjang pelayanan publik di desa. Metode yang dilakukan adalah dengan sosialiasi melalui ceramah kemudian pengenalan pengoperasian sistem pelayanan administrasi desa berbasis web (Open SID) dan dilanjutkan dengan diskusi dan evaluasi. Mitra dalam kegiatan ini adalah Pemerintah Desa Kilo Kecamatan Poso Pesisir yang berjumlah 11 orang. Evaluasi kegiatan dilakukan melalui pre-test dan post-test dengan jumlah pertanyaan sebanyak lima (5) poin, dimana hasil kegiatan menunjukkan adanya peningkatan pengetahuan mitra terkait Sistem Informasi Desa khususnya sistem pelayanan administrasi desa berbasis web (Open SID) dari sebelumnya 62.5%menjadi 82.9.Abstract: Village Information System (SID) is a set of tools and processes for utilizing data and information to support resource management at the village level. The Village Information System is part of the implementation of e-Government as mandated in Presidential Instruction Number 3 of 2003 concerning National Policy and Strategy on E-Government Development. The purpose of this community service activity is to provide understanding and knowledge to village officials related to the Village Information System to support public services in the village. The method used is through socialization through lectures then introduction to the operation of the web-based village administration service system (Open SID) and continued with discussion and evaluation. The partners in this activity are the Kilo Village Government, Poso Pesisir District, totaling 11 people. The evaluation of the activity was carried out through a pre-test and post-test with a total of five (5) questions, where the results of the activity showed an increase in partner knowledge related to the Village Information System, especially the web-based village administration service system (Open SID) from the previous 62.5% to 82.9.

Abstract

This study aims to describe the Quality of Mental Health Services for Depression Patients at the Sangurara Health Center, Duyu Village, Palu City. The type of research is Descriptive with a qualitative approach. The technique of determining informants is done purposively; Data collection through observation, interviews, and documentation; Data analysis used is an interactive model including data condensation, data presentation, and drawing conclusions. The results of the study show that the quality of mental health services for depression patients is optimal. Based on the Reliability dimension, that the services provided by health workers are timely; Assurance, that the service procedure is in accordance with the Standard Operating Procedure (SOP); Physical evidence, in the form of examination rooms and medical equipment is sufficient and the available room meets the minimum requirements; Empathy, that continuity of service is not carried out by health workers; and the Responsiveness dimension, that depression patients have been served quickly by health workers. It is expected that health workers will pay attention to and carry out continuity of service, namely by conducting supporting examinations to determine the development of the physical condition of depression patients.
