Abstract

Extension  took place on  July 10, 2012  at  district  hall   Natar,  South  Lampung regency. Participants  came from 22 villages  in the  district Natar. Village  heads were 18 people  present, who  have as a deputy  4 people  (sekdes  or staff). While BPD was attended by the chairman or members of the BPD. The results and conclusions of this service activities are: (a) counseling given was to increase  the knowledge  and  attitude of  the head of  the village  head  and  the village of BPD on financial management as set forth in Permendagri 37 of 2007 as well as  their  efforts to  resolve  the conflict management and  financial control of the village by way of dialogue or deliberation;  (b)  the level of knowledge of the head of the village head and BPD financial management of the village as provided in Permendagri 37 of 2007 initially low, but after the extension increases the level of  their  knowledge, (c)  the attitude of  the village head and  BPD  attitude  that prioritizes  dialogue  and deliberation  to resolve the conflict  management and financial control of the village of approval  than before held counseling. Keywords: Financial Management of Rural Management, APBDesa

Abstract

This research aims: (1) to understand the orientations, attitudes and preferences of the youth lampungese in the present day (2) to examine the outdated assumption that the ethnic of lampung is likely more patriarchy or matriarchal cultural and political affairs; (3) to analysis and find answer related to the cultural change occurred. Researc location is in Lampung Province, from 20-27 october 2016. This research applied the descriptive and mixed methods. Survey was conducted by face to face interview and it was choosen by using purposive sampling methods and snowbowling technique. In addition, the respondent are male and female with boat in equalnumber of respondent, age between 17 and 30, come from lampungese family (either father or mother should be lampungese), educating in social or natural science background and responden should lived in lampung province. According to chose criteria we have therefore 120 respondents.The research concluded that the youth of lampungese tend to be more politically independent not a patriarchy or matriarchal, even there is difference in voting but still having a tolerant, participative and having a symptom toward a more cosmopolitan democracy. There are several reason behind this changing: (1) the wave of liberal democracy with one man one vote system therefore it also imply on the free of expressing the opinion/argument by the youth of lampungese (2) the impact of technology of information; (3) better welfare level of lampungese; (4) the impact of democratic and massive member recruitmen by political party and finally, it occurred due to influence of television such as the tv show/ reality with portraying how to be a more independent person. Tujuan penelitian ini: (1) untuk mengetahui orientasi, sikap, dan pilihan, serta budaya politik pemuda etnis Lampung pada era kontemporer terutama dalam kurun survei; (2) menguji anggapan lama yang berkembang ( benarkah bahwa etnis Lampung cenderung patrilineal atau matrilineal secara budaya dan politik); dan (3) mencari dan menyusun jawaban terkait penyebab perubahan kultur politik yang terjadi. Metode penelitian yakni tipe penelitian deskriptif dengan perpaduan deskriptif kuantitatif dan kualitatif. Survei pengumpulan data dilakukan dengan metode wawancara tatap muka.Responden ditetapkan dengan metode purposive sampling. Kriteria responden: 1. Jenis kelamin laki-laki atau perempuan berjumlah sama; 2. berusia 17-30 tahun; 3. Salah satu dan atau kedua orang tua etnis Lampung; 4. kuliah di jurusan sosial atau eksakta; 5. Responden berasal dari kabupaten/kota di Lampung;. Responden ditetapkan 120 orang yang diperoleh dengan kombinasi tambahan metode snowball responden. Lokasi penelitian ini di Lampung pada 20-27 oktober 2016. Hasil dan kesimpulan penelitian sebagai berikut: corak budaya politik pemuda-pemudi etnis Lampung kontemporer cenderung bersikap dan memiliki pilihan mandiri, tidak dominan patrilineal dan matrilineal, berbeda pilihan dalam keluarga namun tetap toleran, cenderung berbudaya partisipan bukan subyek pasif dan bukan parochial, serta bercirikan demokratis kosmopolitan. Penyebab perubahan kultur politik pada pemudapemudi etnis Lampung kekinian ada 5 : (1) gelombang demokratisasi liberal (one man one vote) dan pengakuan hak bebas menyatakan pendapat; (2) terpaan kemajuan teknologi informasi; (3) tingkat pendidikan dan ekonomi kelas menengah etnis Lampung yang cukup meningkat; (4) partai politik gencar melakukan rekrutmen politik, kampanye politik, dan penyerapan aspirasi politik kaum muda; dan (5) pengaruh televisi terutama terpaan sinetron membawa nila baru kehidupan keluarga perkotaan yang menganggap modern manakala anak sudah bisa mandiri dari orang tua.

Abstract

On December 9, 2015 Lampung province has carried out the Local Leaders Election simultaneously in 8 Regency / City, but the number of abstainers were still high. East Lampung Leaders Election is one of elections with the highest number of abstainers, as many as 289.351 voters or 36.42% were abstained. This number is even greater than the votes of candidates elected which was 263.926 or 33.22%. This fact is interesting to be seen in the context of non-voting behaviors that affect voters that they do not vote in the election. Conceptually non-voting behavior can be mapped into 4 groups: (1) political technical factors; (2) technical factors; (3) political factors; and (4) ideological factors. This research was conducted in Way Jepara District by interviewing 100 respondents that were chosen through multi-stage random sampling. In addition, the data of the research is also supported by the results of interviews conducted to members of the Election Commission of East Lampung. The research found that 51% of respondents enrolled in the Electoral Register were; 44% had moved before the election, 4% died and 3% seriously ill / lost consciousness. Only 49% of respondents could be encountered in this study and the results showed 12% of respondents did not choose because of political factors, 8.16% due to political technical factors and 4.08% because of ideological factors. Generally, as many 37 respondents or 75% did not vote due to technical factors, for example, one does not choose because of the conditions and situations that hamper the voters to come to the polling stations. Some of the major indicators are; (1) family requisite, (2) health, (3) do not remember or forget, and (4) working consideration.In line with the evaluation results by the Election Commission of East Lampung, steps that need to be done to improve voters participation rates in order to reduce abstained are namely: (1) improving the population administration, (2) building an actual system of administration. (3) spreading more widely and evenly voters education, (4) disseminating the election process long before the election day and strengthening institutionally the organizers of local leaders election. Pada 9 Desember 2015 di Provinsi Lampung terlaksana pemilihan kepala daerah serentak 8 Kabupaten/ Kota, namun angka golput masih tinggi. Pilkada Lampung Timur merupakan salah satu pilkada dengan angka golput tertinggi sebanyak 289.351 pemilih atau 36,42% golput, angka golput ini bahkan lebih besar dibandingkan perolehan suara calon bupati terpilih sebesar 263.926 atau 33,22%. Fakta tersebut menarik untuk dilihat dalam kontek prilaku non voting yang mempengaruhi pemilih sehingga tidak menggunakan suaranya saat pilkada. Secara konseptual prilaku non voting dapat dipetakan dalam 4 kelompok yaitu: (1) faktor teknis politis; (2) faktor teknis; (3) faktor politis; dan (4) faktor ideologis. Penelitin ini di dilaksanakan di Kecamatan Way Jepara, dengan mewawancarai sebanyak 100 responden yang dipilih secara multy stage random sampling. Selain itu data penelitian didukung hasil wawancara dengan anggota KPUD Lampung Timur.Hasil penelitian menemukan bahwa, sebanyak 51% responden yang terdaftar di DPT ternyata 44% sudah pindah sebelum pemilihan, 4% meninggal dunia dan 3% sakit keras/hilang kesadaran. Hanya 49% responden yang dapat ditemui dalam penelitian ini dan hasilnya menunjukkan 12% responden tidak memilih karena faktor politis, 8,16% karena faktor teknis politis dan 4,08% karena faktor ideologis. Umumnya sebanyak 37 responden atau 75% tidak ikut memilih dikarenakan faktor teknis, yaitu seseorang tidak memilih karena kondisi dan situasi yang menghambat pemilih untuk datang ke tempat pemungutan suara. Beberapa indikator utamanya; (1) Keperluan keluarga, (2) Kesehatan, (3) Tidak ingat atau lupa, dan (4) Pertimbangan pekerjaan.Sejalan dengan hasil evaluasi KPUD Lampung Timur langkah yang perlu dilakukan untuk meningkatkan angka partisipasi pemilih sehingga dapat mengurangi golput antara lain: (1) penyempurnaan administrasi kependudukan, dan (2) membangun sistem administrasi kependudukan yang aktual. (3) pendidikan pemilih semakin secara luas dan merata, (4) sosialisasi proses pilkada jauh-jauh hari dan penguatan kelembagaan penyelenggara pemilihan kepala daerah.
