Abstract

Southeast Asia is a region with a strategic geographical location in global politics. History has proven that international political contestation occurred in this region from the era of colonialism at the end of the 16th century until no. This article explores how the Southeast Asian region is still a place of power rivalry and influence of major world powers such as China and the United States and, in the broader scope, the Indo-Pacific region. The research implemented Immanuel Kant's triangle of global politics and liberalism perspective to inquire into ASEAN countries' policy due to regional security and peacebuilding. It also uses literature study as a research method. The result indicates that ASEAN, established in 1967, has played a significant role in regional politics, especially in maintaining security and stability. The success of ASEAN is inseparable from the way ASEAN diplomacy with external partners by holding the principles and values believed by ASEAN member countries, known as the ASEAN Way. Abstract

Penelitian ini melakukan pembahasan terkait pelanggaran-pelanggaran yang dilakukan oleh Batalyon Azov Ukraina pada konflik Rusia-Ukraina tahun 2014 - 2022. Azov Battalion merupakan tentara sukarelawan, bukan buatan pemerintah. Batalion Azov didirikan pada Maret 2014 dan mengambil nama dari wilayah pesisir kota Mariupol yang menjadi markasnya. Batalion Azov berkembang dari patriot Ukrayíny (“Patriots Ukraina”), kelompok paramiliter neo-Nazi yang merupakan organisasi sayap kanan, Battalion Azov dikenal juga sebagai “Men in Black” atau tentara dalam seragam serba hitam di daerah Mariupol. Metode penelitian yang digunakan dalam penelitian ini ialah deskriptif kualitatif, dengan teknik pengumpulan data berdasarkan studi pustaka melalui buku, jurnal, serta sumber-sumber resmi atau sumber-sumber yang tersedia di internet. Dalam penelitian ini menggunakan teori Hukum Humaniter Internasional dari Jean Pictet. Menurut Jean Pictet, Hukum Humaniter masuk ke dalam bagian dari hukum publik internasional yang penerapannya dilakukan pada saat berlangsungnya perang atau konflik bersenjata guna memberikan perlindungan terhadap orang-orang yang mengalami penderitaan atas hak asasinya akibat dari konflik bersenjata, seperti penduduk sipil, anggota militer yang terluka, sakit atau tawanan semasa konflik bersenjata. Hasil penelitian menunjukkan bahwa pelanggaran yang dilakukan oleh Batalion Azov termasuk ke dalam pelanggaran hukum humaniter internasional dan pelanggaran ini kemudian dilakukan penindakan secara hukum melalui perantara Perserikatan Bangsa-bangsa.

Abstract

Tulisan ini secara umum akan membahas rivalitas Amerika Serikat dan Tiongkok dengan memfokuskan pada pandangan Amerika Serikat terhadap kehadiran dan pengaruh Tiongkok di Kawasan Asia pasifik yang di persepsikan sebagai sebuah ancaman,serta respon Amerika Serikat yang melakukan Kerjasama aliansi keamanan dengan beberapa negara di Kawasan ini melalui QUAD & AUKUS. Tulisan ini membahas fenomena tersebut dengan menggunakan aliran konstruktivisme dalam studi keamanan internasional yang dikenal dengan The Copenhagen School melalui dua konsep yang popular dalam studi keamanan internasional yaitu securitization & regional security complex.Tulisan ini mencoba memberikan sudut pandang lain dalam membaca fenomena rivalitas Amerika Serikat dan Tiongkok dengan tujuan mampu membaca secara komprehensif fenomena tersebut.

Abstract

This research aims to determine how the Japan Foundation's role in carrying out Japanese cultural diplomacy in Indonesia in 2015-2018. As a result of colonial events in the past, Japan wanted to change its negative image in the eyes of the Indonesian people, besides that they conducted cultural diplomacy as well as to achieve their national interests. Therefore to launch the diplomacy process they formed the Japan Foundation in Indonesia.                                                                                 The research method used in this study is a qualitative method that is descriptive and analytical. This method seeks to describe the situation based on existing realities and is supported by theories and concepts that are used in order to be able to describe research precisely the nature, circumstances and symptoms, as well as supported by literature study, and online search. Theoretical foundation used is role theory.  The results of this research indicate that the Japan Foundation has a significant role in fulfilling Japan's national interests. The role of the Japan Foundation as an Instrument for the Exchange of Art and Culture, as a Place for Japanese Language Education and Learning, as a Japanese Study Group and Intellectual Exchange creates an understanding between the people of Japan and the people of Indonesia so that it becomes an important factor in the development of diplomatic relations between Japan and Indonesia. So it can be concluded that the Japan Foundation is an important part of Japan's success in implementing the country's cultural diplomacy in Indonesia.

Abstract

Tourism is one of the most important sectors in increasing national economic growth. Foreign exchange from the tourism sector penetrated US$ 19.29 billion (2018), while the contribution to GDP reached 4.50% (2018) and 4.80% (2019). Of course, this achievement involves stakeholders including PT Garuda Indonesia Persero (Tbk), so it is appropriate to increase the interests of Indonesia through the tourism sector. So, the formulation of the problem in the research This thesis is: why and how the diplomacy of PT. Garuda Indonesia (Persero) in supporting tourism through the wonderful Indonesia program 2017-2021? The purpose of this study was to identify and describe (1) the reasons for PT. Garuda Indonesia (Persero) to support tourism through wonderful Indonesia 2017-2021, as well as (2) an overview of the diplomacy of PT. Garuda Indonesia (Persero) in supporting tourism through the wonderful.. program Indonesia 2017-2021. Meanwhile, this type of research is library research (library research) compiled with a qualitative approach so that the process research by collecting document data (reports, information from media, excerpts from books, journals, and other documents). With technique documentation, data analysis used in this research is descriptive qualitative. The results of this study, first; reason PT. Garuda Indonesia (Persero) support Indonesian tourism through the Wonderful Indonesia 2017- 2021, namely: (1) carrying out the roles and functions as Government stakeholders in the aviation and tourism sector with a profit-oriented business as well as a positive impact on the Indonesian economy; (2) support achievement national interest through the tourism sector. Apart from increasing access transportation, Garuda Indonesia must also contribute to building a positive image that good, which will later form good public opinion against Indonesia. Garuda Indonesia is also required to be able to reflect that Indonesia is a safe, peaceful, democratic country with diversity society and its cultural wealth. Second; diplomacy of PT. Garuda Indonesia (Persero) in supporting tourism through the Wonderful Program Indonesia 2017-2021 is implemented in two ways: (1) joining with alliance of airlines in the world (SkyTeam), take action Quantum Leap (safety, systems, facilities and human resources), and strengthen the image of Garuda Indonesia in the international market, (2) improve quality and service, namely by carry out its main vision as a leading airline company, competitive at the Asian level and experiencing sustainable growth (sustainable grow)”, opening new flight destinations as an effort support the 10 Priority Tourism Destinations (DPP) (10 New Bali) programs as well as 5 Super Priority Tourism Destinations in Indonesia.

Abstract

Pelaporan Gambia terhadap Myanmar kepada Mahkamah Internasional PBB atas kasus Kejahatan Genosida Rohingya pada tahun 2019 yang mendapat dukungan dari Organisasi Kerjasama Islam (OKI). Penelitian bertujuan untuk mengetahui alasan Gambia melaporkan Myanmar kepada Mahkamah Internasional PBB atas kasus kejahatan genosida Rohingnya pada tahun 2019. Dalam Penelitian ini, penulis menggunakan metode deskriptif kualitatif. Penulis juga menggunakan Teori Konstruktivisme dari Martha Finnemore. Gambia merupakan Norm Enterprenurs yang menerapkan dengan cara tidak melakukan pembiaran dan menegakkan Hak Asasi Manusia, serta melakukan kecaman atas kejahatan genosida, melalui ide dan gagasan terhadap realita yang dilakukan oleh Myanmar kepada etnis Rohingnya. Gambia dan etnis Rohingya merupakan mayoritas sesama penganut agama islam. Persamaan identitas agama tersebut melekat pada setiap berita dan keputusan Gambia yang memiliki kepentingan, juga rasa solidaritas untuk melaporkan Myanmar kepada Mahkamah Internasional PBB. Abstract

This paper discusses Indonesia's maritime vision through Global Maritime Fulcrum during the administration of President Joko Widodo 2014-2019 and its contribution in maintaining ASEAN maritime security stability. Southeast Asia is a strategic region since the era of the second world war, the cold war and even today it is still a place of competition between the great powers of the world the United States and China. The competition between the United States and China at the global level has the potential to disrupt regional unity and make ASEAN fail to play its central role. The challenge provide an insight into the importance of Indonesia's role as the largest and most strategic country in Southeast Asia in maintaining the stability of regional maritime security. Indonesia's policy in the field of defense security will have an impact on ASEAN. The method used is a qualitative descriptive approach using secondary data such as review of academic articles, books, Journals, reports, and other relevant literature with two research questions First, what is the concept of Indonesia's maritime security in the Global Maritime Fulcrum policy? And Second, how does Global Maritime Fulcrum Policy contribute to maintaining the stability of ASEAN's maritime security?
