Abstract

The paper is based on research identifying lessons and approaches in making energy policy and scrutinizes whether empirical evidence–based energy policy exists in Indonesia. Empirical evidence–based energy policy has the potential to reduce poverty as well as have a greater impact on the economic performance of individuals, communities and the government. In this study, we used document analysis and key informant interviews to explore empirical evidence input in energy policy-making. The results of the analysis revealed the following three points. First, there are a range of limitations in the process of energy policy-making as well as in getting an evidence inputs from concerned institutions such as universities, R&D institutions, and industries. Second, the process in making energy policy went through several stages and was not always in sequences, starting from problem identification, needs identification, advocacy, information gathering, policy drafting, and approval obtainment from the institutions concerned. Third, the most influential factor in the formulation of this energy policy is the factor of power and authority instead of knowledge and evidence. The limitations have demonstrated insufficient evidence in the policy-making. Finally, the paper suggests that a working group for data and information gathering should be created.

Abstract

This article discusses trends in Indonesia's international scientific publications in the 2015-2019 period. Indonesian international scientific publications are sourced from the Scopus data base and the data were analyzed using a bibliometric approach with visualization of VOSviewer version 1.6.15. The results show that Indonesia's international publications during the 2015-2019 period experienced a significant increase, namely 8,373 publications in 2015 to 46,028 publications in 2019, or an increase of 5.5 times from the publication in 2015. Munir, A was recorded as the most productive writer with produced 239 publications during those five years, followed by Sarno, R (221 publications), Purnomo, MH (207 publications), Hidayanto, A.N. (182 publications), and Rahim, R. (167 publications). Universitas Indonesia as the institution with the most publications with 11,661 articles, followed by the Bandung Institute of Technology (8,961 publications), Gadjah Mada University (7,369 publications), Sepuluh Nopember Institute of Technology (5,096 publications), and Diponegoro University (4,997 publications). Other results show that most (50.9%) publications produced by authors from Indonesia are published in Scopus indexed international proceedings (such as the IOP Conference Series, AIP Conference Proceedings, MATEC Web of Conferences, E3S Web of Conferences, and ACM International Conference Proceedings. Series), and articles in international journals (46.7%). The most collaborators came from Malaysia (5,780 articles), Japan (5,373 articles), Australia (3,253 articles), the United States (2,849 articles), and England (2,194). Engineering is the most predominantly published research field, this is confirmed by the top 3 sources of publications, namely the Journal of Physics Conference Series (10.61%), IOP Conference Series Earth and Environmental Science (8.28%), and IOP Conference Series Materials Science and Engineering (6.33%). The conclusion of this study shows that there is a significant increase in Indonesian international publications indexed by Scopus of 549.71% during the 2015-2019 period. Abstract

The application of mixed methods has been widely implemented in several studies, particularly in the field of public policy; however, the implementation of convergent parallel mixed methods has been limited. Thus, such methods are appropriate to reveal the science, technology, and innovation (STI) policy dynamics in Indonesia during the 1945–2020 period, as policy dynamics research attempts to reveal the evolution of the changes regarding the policy itself. The following five concepts are analyzed through convergent parallel mixed methods: 1) regime/government change, 2) institutional change/transformation, 3) change in policy issuance, direction, and content, 4) actor role and existence, and 5) policy object input and output. This article discusses the method details, from the paradigm, research dataset, and technique selection for collecting and analyzing research data to the research implementation.

Abstract

This article reveals the reality, policy strategies, and roadmap plans for human resource development in Indonesia's research and innovation field. The result of human resources in a lot of research and innovation is an important one, especially after the government's commitment through the issuance of Presidential Regulation Number 18 of 2020 concerning the National Medium-Term Development Plan (RPJMN) for 2020-2024 and also the Presidential Decree of the Republic of Indonesia Number 21 of the Year 2021 concerning the National Talent Management Task Force, where research and innovation are one of the sectors developed in national talent management. This study uses a qualitative method with a descriptive approach. The investigation resulted in four aspects of concern, namely the existing conditions and the Indonesian government's experience in developing human resources in the field of research and innovation, which had been initiated since the era of President Soekarno, then the presence of a scholarship program created by Prof. Eng. BJ Habibie, who at that time served as Minister of State for Research and Technology by providing scholarships to more than 1,500 people during 1982-1996 to study in several countries which would later become talents for the national strategic industry and research and development institutions in Indonesia. The results of talent management policy mapping in the research and innovation sector are discussed in the next section. To enrich understanding, a comparative study of talent management and policy was carried out in Japan, the Philippines, and Malaysia. In the end, a proposed strategy and roadmap for implementing research talent and innovation in Indonesia are presented.
