Abstract

Regulatory regions as the object of attention of this study are discussed in the content published policies and provide regulation of science technology and innovation in the area. Policy in the area of this study is that the regulation of East Java Province. The method of this research is using the content analysis with frame of innovation system. The results revealed that 64% of science-technology and innovation policy period from 2000 to 2011 in the province of East Java has relevance and significance to the development (research), diffusion and utilization of technology in the area. Generally the regulations in East Java emphasis on institutional strengthening, and supporting of science-technology and innovation program.

Abstract

Incentive programs the Ministry of Research and Technology (KRT) is a stimulant in order to increase collaborative research in Indonesia. Collaborative research to be a bridge of cooperation between researchers and organizations, both in terms of human resources, equipment, funds, ideas, and so forth, all through the funding support of KRT. In order to reveal the research activities financed from the Incentive Program, the research was conducted. Another objective of this research is to see how the level of collaboration/cooperation on research conducted by the researchers conducting incentive. This research is a descriptive study using quantitative data. Source data from KRT incentive program managers. Analysis was performed on all activities financed incentive incentive program KRT during 2008-2010. The results of this study concluded that from 1226 the activities carried out in the years 2008-2010 incentive program KRT greatest activity conducted applied research on the types of incentives (498 events). Meanwhile, according to the focal plane, most activities are in the areas of food security (386 events) and according to science should be in the field of engineering sciences (553 events). Collaboration of researchers at the activity level incentives earned 20.43% done in collaboration by two or more researchers.

Abstract

Biomass gasification in one of the modern technology that was developed by thermochemical conversion. This technology has been developed in many countries. This paper gives an emphasis on developments and trends in the use of gasification technology in some countries (Finland, Denmark, Thailand, Sri Lanka, Cambodia), and learning for Indonesia as well. At least there are five things that could be the key to the success of implementation, namely the ongoing and continuous research and development, the involvement of all actors in research and development activities, the implementation focuses on a small scale first, the roadmap plans into the action with a strong financial support, and the human resources support at national and local levels.Gasifikasi biomassa merupakan salah satu teknologi modern yang dikembangkan melalui konversi termo kimia. Teknologi ini telah banyak dikembangkan di berbagai negara. Makalah ini memberikan penekanan pada perkembangan dan kecenderungan penggunaan teknologi gasifikasi di beberapa negara (Finlandia, Denmark, Thailand, Sri Langka, Kamboja), dan pembelajaran bagi Indonesia. Setidaknya ada lima hal yang dapat menjadi kunci keberhasilan implementasi, yaitu riset dan pengembangan berkelanjutan dan berkesinambungan, pelibatan semua aktor dalam aktivitas riset dan pengembangan, implementasi pada skala kecil dahulu, perencanaan peta jalan hingga aksi dengan dukungan pendanaan yang kuat, dan dukungan sumber daya manusia di tingkat nasional dan lokal.Keywords: biomass gasification, technology trends,comparative study.

Abstract

This article analyses the observation of science & technology (Iptek) and innovation policies in activities of science and technological research, development, and implementation. Science & technology and innovation policies become an important study subject since in some countries this field gives positive effect to competitiveness of a nation. Qualitative approach was selected in studying science & technology and innovation policy in Indonesia since its appropriation with the objective of portraying national policy in science & technology and innovation. Method employed was content analysis qualitative with framing analysis, which in this study refers to concept of science & technological research, development, and implementation. The results of this study shows that national policy of Indonesia during 2000-2011 period were less supportive to development, research, diffusion, and implementation of technology in regions, proven by evidence that there was only few policies supporting the system implementation of science & technological research, development, and implementation in Indonesia.

Abstract

Pariwisata sebagai sebuah industri memerlukan pengelolaan yang baik, diantaranya dengan DestinationManagement Sistem (DMS). Sejalan dengan pesatnya TIK, maka DMS memberikan ruang bagi penerapanpemasaran pariwisata di Bangka Belitung berbasis TIK. Adapun tujuannya untuk mendukung program VisitBabel Archipelago di tahun 2010. Makalah ini berupaya mengidentifikasi peluang penerapan DSM denganmeninjau empat unsur yakni TIK, pariwisata, bisnis, dan pemerintah. Setiap unsur tersebut memiliki peluanguntuk diterapkan. DMS dapat memberikan manfaat bagi pemasaran melalui laman (website) denganmemperhatikan tampilan laman, melengkapi sarana bahasa dan informasi, serta meningkatkan level interaksidalam berkomunikasi dengan pengunjung.Keywords: Destination Management Sistem (DMS), Pariwisata, TIK

Abstract

Now days, e-tourism, a part of the face of the development in tourism sector, begins to turn into newparadigm in management system which strongly needs more interactive information technology (IT). Within thisparadigm, stakeholders of tourism sector in one region usually enhance the e-tourism with providing a solidtourism management through a system called Destination Management Organization (DMO). Abstract

Technology has an important role in the development of mankind, especially when people run the organization.The rate of technological development brought a major impact on many aspects of life and the environment.Technology itself is an application and / or development of a variety of theoretical findings for the benefit ofmankind. The implication of technological progress is preceded by research activities to develop science.Information technology has become an important component in various fields, including the tourism industry,including promotion, marketing, and sales of tourism products. Based tourism information technology known ase-tourism. Problems of e-tourism in Indonesia is not yet optimal marketing of tour packages for the informationprovided on this website is not interactive tourism with tourists who need information, have not integratedtourism websites with the other components of information systems in the tourism industry, such as airlines,cruise , insurance, travel agents, hotels, and managing their own attractions. This paper examined thecomparative achievement of an integrated network of tourism information web based (electronic tourism) isdone through exploratory approach. While the analysis used is a qualitative analysis, which will describe thefindings of literature studies, and analyze the structure of information in the website. Object of study itself usescase studies in three regions, namely Aceh, Batam, Bangka and Belitung, which is based on the availability ofan integrated network of tourism information in each region. There are several indicators used to measure theextent to which the achievement of an integrated network of tourism information-based e-tourism of the regionof Aceh, Bangka Belitung, and Batam. The indicators used are: The popularity of search engines, description ofinstitutions, Up-date information / news, serial data agency, internal service, public service / external feedbackemail response test, view the homepage, Conformity domain name with the name of the institution (Refer toMinisterial Regulation Depkominfo No.28/2006). From the technology application of e-tourism in Indonesia,concluded that this technology can be a solution for the promotion of tourism in Indonesia. Abstract

This article aims to investigate the trend of scientific publications under ‘big data and policy’ research during the last two decades, including the dynamics of the network structure of researchers and the institutions. Bibliometrics is utilized as a tool to reveal the dynamics of scientific discussions that occur through articles, published in international journals indexed/contained in the Scopus database; meanwhile, the analysis visualization is performed by using VOSviewer 1.6.16. The search results indicate that the United States serves as the country of origin for most productive author affiliations in publishing articles, the University of Oxford (United Kingdom) serves as the home institution for most productive author affiliations, and Williamson, B., from the University of Edinburgh (United Kingdom), is considered as the most prolific writer. In addition, the Swiss Sustainability Journal from MDPI is cited as the source for the most widely discussed publication topic in its journals. Further, ‘Big Data for Development: A Review of Promises and Challenges’ is regarded as the article with the most references. Additionally, the most discussed topics on ‘big data and policy’ include smart cities, open data, privacy, artificial intelligence, machine learning, and data science.
