Abstract

Penelitian ini bertujuan untuk mendeskripsikan, menganalisis dan menginterpretasikan Implementasi Kebijakan Pajak Progresif Kendaraan Bermotor Roda 4 (Empat) Pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan Di Kota Banjarmasin, Respon Publik Terhadap Kebijakan Pajak Progresif Kendaraan Bermotor Roda 4 (Empat) Pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan Di Kota Banjarmasin serta mengetahui Kendala dalam Implementasi Kebijakan Pajak Progresif Kendaraan Bermotor Roda 4 (Empat) Pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan Di Kota Banjarmasin. Metode Penelitian yang digunakan pada penelitian ini adalah deskriptif kualitatif, yang mana pendekatan penelitiannya dilakukan secara kualitatif serta teknik pengumpulan datanya dilakukan dengan cara observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Pajak Progresif Kendaraan Bermotor Roda 4 (Empat) Pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan Di Kota Banjarmasin cukup baik. Hal ini dapat dilihat dari model implementasi kebijakan publik yaitu standar kebijakan dan sasaran kebijakan, sumber daya kebijakan, komunikasi antar organisasi dan kegiatan pelaksanaan, karakteristik badan pelaksana, kondisi sosial, ekonomi dan politik serta sikap pelaksana dalam memahami kebijakan yang tinggi yang dikaitkan dengan SOP (prosedur) Dinas Pendapatan Daerah Provinsi Kalimantan Selatan. Kebijakan pajak progresif ini disambut masyarakat dengan dua sisi yaitu sisi positif dan sisi negatif, dimana pada sisi positifnya masyarakat berharap dapat mengurangi tingkat kemacetan, pembenahan transportasi publik dan kenyamanan dalam menggunakan fasilitas publik, sedangkan pada sisi negatifnya masyarakat merasakan kurangnya sosialisasi dari pemerintah, pembayaran pajak yang terasa berat serta penurunan penjualan mobil bagi para pelaku showroom. Kendala dalam Implementasi Kebijakan Pajak Progresif Kendaraan Bermotor Roda 4 (Empat) Pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan Di Kota Banjarmasin adalah masalah database, kendaraan yang masih dalam masa jaminan (kredit), masyarakat masih belum memahami sepenuhnya tentang kebijakan pajak progresif serta adanya perlawanan terhadap pajak progresif. Abstract

Penelitian ini bertujuan untuk mengetahui pelayanan pajak kendaraan bermotor (PKB) setelah adanya reformasi pelayanan oleh Dinas Pendapatan Daerah Provinsi Kalimantan Selatan Di Kota Banjarmasin serta mengetahui langkah strategis yang dilakukan oleh Dinas Pendapatan Daerah Provinsi Kalimantan Selatan dalam reformasi pelayanan pembayaran pajak kendaraan bermotor (PKB) di Kota Banjarmasin. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif, yang mana pendekatan penelitiannya dilakukan secara kualitatif serta teknik pengumpulan datanya dilakukan dengan cara observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pelaksanaan reformasi pelayanan pembayaran pajakn kendaraan bermotor (PKB) pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan di Kota Banjarmasin sudah baik. Masyarakat sangat terbantu dan menyambut baik dengan hadirnya reformasi pelayanan pembayaran pajak kendaraan bermotor (PKB) oleh Dinas Pendapatan Daerah Provinsi Kalimantan Selatan di Kota Banjarmasin ini. Langkah strategis Dinas Pendapatan Daerah Provinsi Kalimantan Selatan dalam reformasi pelayanan pembayaran pajak kendaraan bermotor (PKB) di Kota Banjarmasin ini adalah dengan menghadirkan 3 (tiga) pelayanan baru, yaitu SAMSAT Corner, Mobil SAMSAT Keliling dan SAMSAT Jemput Antar. Ini semua dilakukan agar masyarakat dapat menikmati pelayanan yang mudah, efektif dan efisien dalam membayar pajak kendaraan bermotor (PKB) sehingga masyarakat merasa mudah dan tidak terganggu oleh kehadiran calo. Dengan hadirnya reformasi pelayanan pembayaran pajak kendaraan bermotor (PKB) pada Dinas Pendapatan Daerah Provinsi Kalimantan Selatan di Kota Banjarmasin ini diharapkan kepada masyarakat untuk selalu taat dalam membayar pajak kendaraan bermotor (PKB) nya karena Dinas Pendapatan Daerah Provinsi Kalimantan Selatan telah menyediakan pelayanan baru untuk masyarakat sehingga tidak ada alasan lagi bagi masyarakat untuk malas atau tidak membayar pajak kendaraan bermotor (PKB) nya. Abstract

This study aims (1) To map the problems of village government capacity in managing village governance, namely village development planning, village administration governance, village financial management, and village institutional strengthening. (2) Designing a new model to strengthen the capacity of village government as the main agenda for optimizing village management towards independence. The approach in this study uses a mixed method approach that prioritizes data mining through in-depth interviews, FGDs, Observation and Triangulation of data and relevant documents. This study also uses the PRA (participatory rural appraisal) approach which is assumed to be appropriate in order to solve research problems. Keywords: strengthening capacity; village government; village development The results of this study indicate that the condition of Maipem Village has a very strategic position in the mobilization pathway, natural resources that are quite potential, so that a significant effort is needed (political will) from the Government and stakeholders to develop a better Maipe Village. The description of the implementation of the Village Government is divided into four main research results, namely (1) the ability of the village government to carry out the functions of Village Administration Governance, data on Community Satisfaction with the Administrative Services Performance of Maipei Village illustrated that 43% of respondents said they were satisfied with administrative services, 20% respondents who said they were quite satisfied, as many as 17% of respondents said they were not satisfied, as many as 10% of respondents said they were very satisfied and as many as 10% of respondents said they were not satisfied. (2) The government's ability to carry out the functions of Village Development Planning has been consistent, namely carrying out the functions of development planning based on active community participation. (3) The ability of the village government to carry out the functions of village financial management still faces serious problems, namely the limited human resources both in quantity and in quality. (4) The ability of the village government to carry out the functions of strengthening village institutions is still not optimal. The main obstacle is the lack of maximum network development among fellow Maipe Village Institutions such as the PKK (Pembinaan Kesejahteraan Keluarga), KARTAR (Karang Taruna) and Community Empowerment Institutions (LPMD), adat institutions and other community institutions. The conclusion of this study is that the Maipei village government in implementing village governance after the implementation of the Village Law in 2015 showed that the village government was consistent and responsive to the Village Law. The village government draws up the RPJMDes and RKPDes according to the mechanism stipulated in the Village Law, although the new RPJMDes and RKPDes are compiled in 2017 the Maipe Village Government continues to carry out village development planning well in accordance with the mandate of the Village Law. The village financial management in the village is experiencing problems because of lack of human resources. The fact that village institutions exist in Maipe Village is still not well organized and recorded.

Abstract

Community satisfaction is a very important factor and determines the success of a business entity because the community is the consumer of the product or service it produces. This Community Satisfaction Index Research aims to measure the Community Satisfaction and Expectation Index towards the Corporate Social Responsibility Programs of PT. Adaro Indonesia in 2020 both partially and cumulatively in Education, Health, Real Income Level, Economic Independence, Social Culture, Environmental Management, Community Institutional Formation and Infrastructure Development. This research uses a mixed method approach (quantitative and qualitative) using indicators according to the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 14 in 2017 concerning Guidelines for Compilation of Community Satisfaction Surveys combined with additional indicators based on pre-survey results. The variables of this Community Satisfaction Index Survey concept consist of expectations and reality, while the data collection techniques are (1) Interview, (2) Documentation, Observation and field survey, (3) Secondary Data Collection, and (4) Focus Group Discussion. The findings of the community satisfaction survey of the beneficiaries of the Corporate Social Responsibility Programs of PT. Adaro Indonesia in 2020, namely: (1) The value of the community satisfaction survey on the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its Operational Area achieved an average value of community satisfaction of 86,12 and the value of community expectations of 34,52 with the service quality of the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its operational area is included in the "B" category with Good performance. And (2) the value of the community satisfaction survey on the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its Operational Area achieved an average community satisfaction score of 85,49 and a community expectation value of 33,00. The quality of service for the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its operational area is included in the "B" category with Good performance.

Abstract

Tanjung Harapan Village has potential can be optimized in the form of fertole rice fields, clean river water, swallow farms, and friendly people, but this village bid challenges in the form of badly damaged road infrastructure, so it need attention from public service from the Village Government. Road construction really supports increasing public confidence through community welfare so as not to endanger road users and tranportation of agricultural products in village communities. The porpuse of research is to determine the optimization of public service to increase public trust through reliability and responsiveness at the Tanjung Harapan Village office, Alalak District, Barito Kuala Regency, because village roads in this area are badly damaged and need attention from the local government. This research is also to determine the factors that influence public services to increase reliability and responsiveness at the Tanjung Harapan Village office, Alalak District, Barito Kuala Regency. The research method uses qualitative methods and qualitative descriptive research, while data collection techniques use observation, interviews, documentation an triangulation. The informants for this research werw 4 people, namely the Village Head as key informant and the other informant were Head of the Village Government Section, the Head of the Community Welfare Section and 1 person from the village community. The data analysis technique uses interactive analysis starting from data collection, data reduction, data presentation, drawing conclusion an verification. The research results show that village office public service can increase public trust through reliability and responsiveness. Factors that influence the reliability and responsiveness of Tanjung Harapan village services include the availability of resources, competency of village officials, slow support from local government, coordination anf community participation. Abstract

Pemerintah Kabupaten Tabalong melalui Dinas Perhubungan pada tanggal 1 Desember 2014 meluncurkan sebuah inovasi yaitu LANGSAT MANIS (Layanan Angkutan Masyarakat Tabalong Nyaman dan Gratis). Inovasi ini merupakan program yang dibuat untuk mengatasi permasalahan rendahnya kualitas pelayanan transportasi umum di wilayah Kabupaten Tabalong. Tujuan penelitian ini adalah untuk mengetahui bagaimanakah efektivitas penerapan aplikasi LANGSAT MANIS (Layanan Angkutan Masyarakat Tabalong Nyaman Dan Gratis) dalam pelayanan angkutan kota pada dinas perhubungan kabupaten tabalong serta apa saja faktor pendukung dan penghambat efektivitas penerapan aplikasi LANGSAT MANIS (Layanan Angkutan Masyarakat Tabalong Nyaman Dan Gratis) dalam pelayanan angkutan kota pada dinas perhubungan kabupaten tabalong. Metode penelitian yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data dilakukan dengan observasi, dokumentasi dan wawancara kepada informan yang berjumlah 5 orang. Teknik analisis data yang digunakan dalam penelitian ini menggunakan model interaktif untuk menganalisis data hasil penelitian yaitu menggunakan Data Collection, Data Reduction, Data Display, Conclusion Drawing/Verifiying. Berdasarkan hasil penelitian yang dilakukan, maka peneliti dapat mengambil kesimpulan bahwa Efektivitas Penerapan Aplikasi Langsat Manis Dalam Pelayanan Angkutan Kota Pada Dinas Perhubungan Kabupaten Tabalong dikategorikan Efektif. Abstract

Implementasi adalah proses penerapan ide, konsep, dan kebijakan. Ini menunjukkan bahwa implementasi merupakan salah satu faktor penting yang berpengaruh terhadap keberhasilan suatu kebijakan dalam memecahkan masalah atau persoalan. Tujuan penelitian yang dilakukan yaitu untuk meneliti dan menganalisis bagaimana Implementasi Sistem Informasi dan Komputerisasi Haji Terpadu dalam Penyelenggaraan Ibadah Haji di Kantor Kementrian Agama Kabupaten Tabalong. Metode penelitian yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data dilakukan dengan observasi, dokumentasi dan wawancara kepada informan yang berjumlah 5 orang. Teknik analisis data yang digunakan dalam penelitian ini menggunakan model interaktif untuk menganalisis data hasil penelitian yaitu menggunakan Data Collection, Data Reduction, Data Display, Conclusion Drawing/Verifiying.
