Abstract

This study aims to determine and analyze the selection process of candidate members of the Election Supervisory Committee (Panwas) Election in two districts and two cities in the province of Riau. The selection takes place in mid-2017, in response to Law No. 15 of 2011 on General Election. Moreover, Riau will hold the Elections to the Regions in 2018 and Legislative Election and the Presidential and Vice Presidential Election in 2019. The existence of Panwas is a necessity in the effort to make the election more qualified and produce leaders in accordance with the conscience of the people. But please note how transparency in the selection process of candidates for Panwas members who have a very big mandate in the nation's democratic process. Selection of Panwas member candidates should fulfill the element of transparency as a proof of the implementation of good governance.The method used in this research is qualitative research methods. Data collection is done by using primary data in the form of in-depth interviews to the informants.Purposive sampling is chosen to be a technique in getting informants in accordance with this research. In addition, secondary data derived from the Election Supervisory Agency and mass media documents also support and sharpen the case studies as the analytical blades in this study.

Abstract

The neutrality of ASN has always been a hot topic in various circles. Concern over the alignment of ASN to one of the candidate pairs is the main reason there are three types of politicization of the bureaucracy in Indonesia: First, openly politicization. Second, semi-open politicization, third, closed politicization. By utilizing the votes of civil servants, it is obvious for incumbent candidates with the promise of being given a position or to support their superiors and the mobilization of civil servants during general and regional elections. The politicization of the bureaucracy in Indonesia is still exist, currently politicization can appear from the legislature or from the executive with the aim of perpetuating power. From symptoms ranging from users of state facilities, mobilization of civil servants, compensation for positions, commercialization of positions, recruitment of new civil servants, to removal (depromotion) of regional secretaries. The involvement of the State Civil Apparatus (ASN) in practical politics is obvious because ASN is considered as the easiest way to influence society. The position of ASN is quite strategic and seen in the community, of course, will make it easier for candidates to gain support and have big hopes in the pilkada. The non-neutrality of ASN is certainly in the spotlight amidst the hopes of the community that ASN is able to become a pillar of an example of an honest and fair course of democratization.

Abstract

Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) Provinsi Riau merupakan salah satu organisasi pemerintah daerah (OPD) di lingkungan Pemerintah Provinsi Riau dalam bidang ketenagakerjaan dan transmigrasi yang dipimpin oleh seorang kepala dinas dan bertanggungjawab kepada Gubernur Riau. Hal yang sangat krusial dalam proses perencanaan anggaran adalah penyusunan Kebijakan Umum Anggaran (KUA) dan Plafon Prioritas Anggaran (PPA). Kebijakan ini merupakan dokumen yang memuat kebijakan bidang pendapatan, belanja, dan pembiayaan dalam sebuah OPD. Asumsinya mencakup satu tahun anggaran. KUA disusun berdasarkan visi dan misi Gubernur Riau yang ditetapkan di dalam RPJMD. Dalam wawancara dengan staf bagian perencanaan. Perencanaan anggaran pada faktanya adalah hubungan agen dan prinsipal dalam sebuah sistem pemerintahan. Agen dalam konteks ini adalah Disnakertrans, dan prinsipal adalah DPRD. Agen merupakan pihak yang tunduk pada prinsipal. Agen bekerja berdasarkan anggaran yang telah ditetapkan secara politik oleh kepala daerah DPRD. Oleh karena itu, proses penyusunan anggaran yang melibatkan partisipasi OPD dan DPRD menyebabkan tarik ulur kepentingan. Terjadilah fenomena paradoks antara keinginan prinsipal memaksimalisasi anggaran di suatu sektor strategis yang berdampak pada pengurangan pagu anggaran di sektor lain seperti ketenagakerjaan, namun di sisi lain masyarakat menghendaki banyak program ketenagakerjaan yang terejawantahkan di dalam POKIR

Abstract

Artikel ini bertujuan untuk memaparkan hasil penelitian terkait dengan Pengarusutamaan Gender (PUG) dalam perencanaan dan penganggaran di Provinsi Riau. Payung hukum PUG telah ada sejak 21 tahun yang lalu melalui Inpres Nomor 9 Tahun 2000. Namun realisasinya khususnya di dalam perencanaan dan penganggaran public belum banyak diterapkan. Metode penelitian kualitatif dengan pendekatan studi kasus digunakan dalam rangka menjawab pertanyaan bagaimana PUG dalam perencanaan dan penganggaran di Provinsi Riau. Temuan penelitian ini adalah belum kuatnya PUG mewarnai kebijakan publik di Riau, yang dibuktikan belum berjalannya perencanaan dan penganggaran yang responsif gender di Provinsi Riau saat ini. Selain itu terdapat pula evidens bahwa pemahaman PUG belum menyeluruh pada SDM perencana di OPD, dan belum ada dukungan yang tegas dari elite pemerintahan terhadap PUG di semua lini pemerintahan.

Abstract

This study aims to identify and analyze Public Financial Information Disclosure by the Pekanbaru City Financial and Asset Management Agency whose information is incomplete on the official website. The research method used is qualitative with a phenomenological approach and the instruments used are observation, interviews, website tracking, and documentation. The indicators in this study are a combination of several theories, that is theory of democracy, good governance, and information disclosure, which finally obtained research indicators, that is accountability, transparency, communication, resources, leadership, and accessibility. The results of this study, that the disclosure of public financial information conducted by the BPKAD of Pekanbaru City still not implemented properly and also still not informative, presentation of financial data with online media is still used as a side job by employees, which eventually upload documents to be late or past the fiscal year. The problem is the number of employees who are minimal and less competent in their field also affects the implementation of public financial information disclosure by the BPKAD of Pekanbaru City.

Abstract

This article explains the role of social assistants in community empowerment. Social assistants are needed as part of the direct and indirect determinants of the success of implementing community empowerment programs. The community becomes empowered by the assistance provided by social assistants so that the community can rise and achieve social welfare. To understand the role of the social assistant, a qualitative approach was used in this study. The study results show that the role of social assistants in community empowerment is good by being a facilitator, broker, mediator, defender, and protector. However, the role of the assistant in the field also plays a role as a liaison, motivator, researcher, mobilizer, advocate, evaluator, and mentor. The role played has not been maximized to empower the community due to social assistants carrying out their role difficulties in monitoring movements by the need for social welfare services, lack of cooperation and a sense of care between community leaders, and comprehensive coverage of work areas.

Abstract

Abstract: Illegal gold mining activities (PETI) are carried out by the community in the Kuantan Singingi Regency. There are found many mining vessels that can carry out illegal mining activities every day without permission from the local government, which causes a lot of environmental and forest damage. This phenomenon must be controlled by the local government effectively and efficiently. Therefore, community welfare could be achieved based on environmental law. Hence, this study aims to determine the implementation of the prevention policy of illegal gold mining in Kuantan Singingi Regency using a multi-sector organizational network model consisting of a contextual assessment approach, mapping the political economy environment of the network, stakeholder analysis, and joint visioning. This study uses qualitative research approach of research site in kuantan singingi Regency, research informant using purposive sampling technique, research data collection with in-depth interview, observation and documentation of data analysis in this study was conducted using data analysis design according to interactive model. The results showed that stakheolder involved both from government groups and from community groups did not play an active and synergistic role in efforts to control unlicensed gold mining.

Abstract

This study discusses the planning of the climate village program in RW 12 and RW 13, Umbansari Village, Rumbai District. Proklim is a program which has a national scope managed by the Ministry of Environment and Forestry in order to increase community participation in participating and carrying out adaptation activities to the impacts of climate change and GHG emission reduction and to provide recognition for adaptation and mitigation efforts. climate change is taking place. The phenomena found in this study are the lack of supporting data for submitting the climate village program, such as institutional data and data on adaptation mitigation action activities and a lack of understanding from the community regarding the climate village program. This study aims to determine and analyze the planning of the climate village program in Umban Sari Village, Rumbai District, Pekanbaru City and to determine the inhibiting factors in planning the climate village program in Umban Sari Village, Rumbai District, Pekanbaru City. The theory used in this study is to use Hani Handoko's theory. Setting goals and a series of activities, formulating the current situation, identifying all facilities and obstacles, developing a plan or series of activities to achieve goals. This study used a qualitative method, namely by taking a phenomenological approach and collecting data using interview techniques, direct observation and documentation. The results of this study are that targets have not been achieved according to proklim standardization due to obstacles in proklim planning such as obstacles that exist in this research location caused by the community not understanding what the climate village program is and the lack of institutional data and action data on adaptation mitigation activities which causes planning in Umban sari Village has not reached the target.

Abstract

Kebijakan kependudukan adalah suatu Langkah-langkah yang dapat membantu tercapainya tujuan-tujuan kependudukan yang dapat mendukung perekonomian, sosial, dan indikator demografi lainnya untuk memberikan kesejahteraan kepada masyarakat. Kebijakan kependudukan dapat dibedakan menjadi dua yaitu (1) kebijakan yang memperngaruhi variable-varaibel kependudukan, (2) kebijakan yang menanggapi perubahan-perubahan dalam bidang kependudukan. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi pustaka dengan melakukan observasi terhadap beberapa penelitian-penelitian terdahulu dan beberapa regulasi yang berkaitan dengan kebijakan kependudukan dan Dalam Grand Design Pembangunan Kependudukan khususnya dalam penataan Data Statistik Kependudukan. Peneliti menggunakan data sekunder yang dimana data sekunder adalah data yang telah tersedia secara dokumentasi atau publikasi baik itu berupa berita, artikel, dan karya ilmiah yang dikumpulkan oleh peneliti untuk diteliti secara observasi. Penelitian ini menjelaskan bahwa Grand Design Pembangungan Kependudukan (GDPK) sangat penting dalam mendukung pelaksanaan pengambilan Keputusan khususnya pada bidang kebijakan kependudukan. Salah satu sektor yang paling penting dan mendukung GDPK adalah peranan data statistik khususnya pada data statistik sektoral yang dimiliki oleh organisasi perangkat daerah. Dalam mendukung kebijakan kependudukan diperlukan data statistik sektoral di bidang fertilitas, mortalitas, dan migrasi. Ketiga bidang tersebut merupakan indikator demografi yang digunakan untuk perancangan satu kebijakan kependudukan untuk peningkatkan kesejahteraan penduduk yang di rancang berdasarkan data yang valid dan benar.
