Abstract

Keberadaan Badan Usaha Milik Desa (BUMDes) pada perdesaan kawasan pertambangan emas memiliki nilai tambah dalam mengembangkan usaha. Namun pada kenyataannya program BUMDes belum mampu berbuat banyak dalam menanggulangi kemiskinan di sekitarnya. Penelitian ini bertujuan untuk menganalisis faktor penghambat dan pendukung Badan Usaha Milik Desa (BUMDes) pada kawasan pertambangan emas di Sumbawa Barat. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Pengambilan data dilakukan pada perdesaan kawasan pertambangan emas Kabupaten Sumbawa Barat. Kecamatan yang termasuk dalam kawasan pertambangan emas yaitu: Kecamatan Jereweh, Maluk dan Sekongkang. Teknik pengumpulan data menggunakan wawancara, dokumentasi, dan observasi dengan subyek penelitian dari pihak desa, pengelola BUMDES, masyarakat penerima manfaat program dan instansi terkait. Validitas data menggunakan teknik triangulasi. Analisis data menggunakan reduksi, display, verifikasi dan kesimpulan. Hasil penelitian menunjukan bahwa factor penghambat BUMDes pada kawasan pertambangan emas adalah 1) faktor anggaran, 2) factor Sumberdaya Manusia pengelola, dan 3) Terbatasnya dukungan dari pihak swasta,. Factor pendukung sebagai penguat adalah 1) komitmen pemerintah, dan 2) tersedianya potensi Sumber Daya Alam. Keberadaan factor penghambat karena banyak program pemerintah yang dibiayai. Diperlukan kerja keras pengelola BUMDes dalam mengembangkan usaha melalui program-program kreatif dan inovatif untuk dapat berdaya saing.

Abstract

The potential of West Sumbawa Regency in rural gold mining area is very abundant, but has a high level of poverty. The existence of BUMDes as an alternative in developing the potential that has in increasing the income of village and society. This study aims to examine the advantages and disadvantages of the management of BUMDes in improving the welfare of society in rural gold mining area in West Sumbawa regency. This research uses descriptive qualitative approach. Data collection is done in rural gold mining area of West Sumbawa Regency. The location of this research represent 3 (three) sub districts included in gold mining area consist of: District of Jereweh, Maluk and Sekongkang. Data collection techniques used interviews, documentation, and observation with research subjects ie Village Party, BUMDES Management, beneficiary community and related institutions. Data validity using source triangulation techniques.Data analysis using interactive analysis model that is analysis by using data reduction, data display, and verification and conclusion. The results of this study indicate that BUMDES in rural gold mining areas has not been successful in total in improving the village economy and public welfare of the existing units of BUMDES. BUMDES Gold mining areas still have advantages that are: a) easy access to finance and b) improvement of household economy. Weaknesses: a) Human resources managers and b) business plans are low. There needs to be active participation from the community in running the BUMDes program to the economic progress.

Abstract

This paper aims to elaborate the crises occurring in the science of public administration based on signifcant conceptions of scholars. Public administration’s initial emergence as a novel scientifc discipline sparked a theoretical-conceptual debate specifcally in the domain of epistemology. For the sake of systematical order, this paper is divided into three phases of crisis based on the dynamics of the theoretical-conceptual development of public administration, namely: (1) identity crisis; (2) paradigm crisis; and (3) intellectual crisis. The illustration of each crisis phase is aimed at conveying conception points of scientists which facilitates in reading the narrative of shifts and theoretical-conceptual contents including their inherent values. For this reason, a search or walkthrough of relevant literature is necessary to observe the development of thoughts in public administration.The study result shows that the differing ideas and argumentations which had occurred throughout every discussion on public administration have had implications on the heterogeneity of the public administration feld. The various shifts of locus-focus and paradigm in public administration is seen as a systematic atempt in fnding its true self as a scientifc discipline. The efforts of public administration in separating itself from the shadows of political science was also observed, although being capable of truly separating itself is considered as extremely difcult, bearing in mind that the focus and locus of public administration is very much affected by constantly developing social political influences. In addition to that, various shifts of locus and focus seems to have empirical implications particularly in the scientifc scope of public administration.

Abstract

The current article aims to explore corruption at the local level. There are two main discourses that set the background for this study. First, corruption is considered a result of decentralization, which opened up the local political structure. Second, corruption happened as a result of a societal shift along the prismatic continuum. These two main discourses serve as the theoretical background in research to find the meanings behind the reality of perpetual corruption occurring at the local level. The research employed the theory of decentralization and a prismatic society approach as analytical tools along with a phenomenological approach. The study found linkages in decentralization as a new reason for the growth and development of corruption at the local level on account of the prismatic structure empowering elite rulers to replicate corrupt practices.

Abstract

This article explains the role of social assistants in community empowerment. Social assistants are needed as part of the direct and indirect determinants of the success of implementing community empowerment programs. The community becomes empowered by the assistance provided by social assistants so that the community can rise and achieve social welfare. To understand the role of the social assistant, a qualitative approach was used in this study. The study results show that the role of social assistants in community empowerment is good by being a facilitator, broker, mediator, defender, and protector. However, the role of the assistant in the field also plays a role as a liaison, motivator, researcher, mobilizer, advocate, evaluator, and mentor. The role played has not been maximized to empower the community due to social assistants carrying out their role difficulties in monitoring movements by the need for social welfare services, lack of cooperation and a sense of care between community leaders, and comprehensive coverage of work areas.

Abstract

Artikel ini bertujuan untuk mendeskripsikan hasil pendidikan politik yang telah dilakukan kepada pemilih pemula. Pendidikan politik bertujuan untuk membangun kesadaran kritis generasi muda sebagai agen perubahan dalam menghasilkan pemilu berintegritas. Kegiatan ini telah dilaksanakan pada bulan Maret 2023, menjadikan siswa Sekolah Menengah Atas sebagai subyek utama. Menghadirkan penyelenggara pemilu seperti Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu), bersama tim Ilmu Pemerintahan sebagai pemateri. Mengenalkan pentingnya politik dan pemilu berintegritas. Pemberian materi dan tanya jawab dalam forum diskusi merupakan metode utama dalam aktivitas ini. Hasil pendidikan politik ini diharapakn menimbulkan kesadaran kritis terhadap hak politik dalam menghasilkan pemilihan umum berintegritas.

Abstract

Artikel ini berjudul kebijakan antikorupsi dan dinamika perlawanannya: suatu banalitas di Indonesia. Berupaya menjelaskan dinamika kebijakan antikorupsi di Indonesia. Sejak era orde lama sampai orde reformasi. Berbagai inisiatif dan kebijakan antikorupsi telah dijalankan, sepanjang itu pula perlawanan dalam berbagai bentuk dijalankan mereduksi kebijakan. Untuk memahami berbagai realitas itu, digunakan pendekatan kajian pustaka, menggali berbagai sumber literatur yang relevan dan terfokus pada upaya menjawab pertanyaan kajian. Melalui kajian ini dapat disimpulkan. Pertama, Inisiasi dan kebijakan antikorupsi telah dijalankan dalam berbagai era pemerintahan. Dalam berbagai bentuk kelembagaan. Kedua, inisiasi atas kebijakan antikorupsi sebagai panduan mendorong tata kelola dalam semua era pemerintahan dirintangi oleh kelompok kepentingan, disharmoni kelembagaan dan memiliki sedikit dukungan politik yang mengakibatkan kerentanan terjadap kerja-kerja antikorupsi.

Abstract

This research examines the effectiveness of population management information system policies in issuing Resident Identity Cards (KTP) in Moteng Village, Brang Rea District, West Sumbawa Regency. Utilizing qualitative methods, including interviews and observations, the study evaluates policy execution and service quality during KTP issuance. Despite encountered challenges, policy implementation has notably improved KTP issuance efficiency and effectiveness at the village level. However, some residents still lack KTPs due to insufficient understanding of required documentation and procedures. Nevertheless, village authorities are actively striving for optimal service provision to maximize KTP ownership. Clear information dissemination has led to increased community engagement in the KTP application process, reflecting a solid grasp of procedural requirements. Consistency in policy implementation underscores village authorities' commitment to providing satisfactory services. The Moteng Village Office benefits from a supportive staff, predominantly with secondary education qualifications, perceived by the community as proficient in delivering exemplary service. Despite challenges, including limited community understanding and participation, the provision of specialized facilities positively contributes to KTP issuance services. Overall, the study emphasizes the importance of clear communication, consistent policy implementation, and resource allocation in enhancing population administration services and streamlining KTP issuance processes in Moteng Village.

Abstract

Kinerja merupakan hasil pekerjaan yang mempunyai hubungan kuat dengan tujuan strategis organisasi, kepuasan konsumen, dan memberikan memberikan kontribusi bagi ekonomi. Badan Permusyawaratan Desa (BPD) merupakan lembaga yang melaksanakan pemerintahan desa yang anggotanya merupakan wakil dari penduduk desa berdasarkan keterwakilan wilayah.Anggaran Pendapatan Belanja Desa (APBDes) adalah instrument penting yang sangat menentukan terwujudnya tata pemerintahan yang baik (Good Govermance) di Desa. Tata Pemerintahan yang baik antara lain dapat diukur melalui proses penyusunan dan pertanggung jawaban APBDes. Penelitian ini untuk mengetahui kinerja Badan Permusyawaratan Desa (BPD) dalam proses pengawasan Anggaran Pendapatan dan Belanja Desa (APBDes) di Desa Moteng Kecamatan Brang Rea Kabupaten Sumbawa Barat. Pendekatan yang digunakan dalam penelitian ini adalah Teknik Kualitatif Deskriptif.Teknik pengumpulan data yang digunakan adalah wawancara, Observasi dan Dokumentasi. Berdasarkan hasil penelitian didapatkan bahwa Efektivitas dan Efisiensi Badan Permusyawaratan Desa BPD) dalam Proses Anggaran Pendapatan dan Belanja Desa (APBDes) sangat baik, di karenakan Badan Permusyawaratan Desa selalu mengawasi laporan tahunan APBDes, Otoritas dan Tanggung Jawab Badan Permusyawaratan Desa BPD) dalam Proses Anggaran Pendapatan dan Belanja Desa (APBDes) di buktikan dengan ketua beserta anggotanya sudah  mengetahui apa saja kewajibannya untuk mencapai tujuan organisasi dan Inisiatif sangat baik di buktikan dengan ketua beserta anggotanya akan memberikan sanksi kepada perangkat desa yang menyalahgunakan dana desa berupa teguran kekeluargaan dan apabila yang bersangkutan tidak mendengarkan maka akan di laporkan ke camat atau bupati. Hal ini dilakukan untuk mencapai tujuan organisasi Badan Permusyawatan Desa tersebut.

Abstract

Transportation is a basic need for various communities, which helps in mobilizing passengers and goods from one place to another as well as facilitating connectivity. Therefore, this study aims to determine the role of the Transportation Department in improving public service quality in the land transportation field at Dompu Regency. The study procedures were carried out using qualitative methods by collecting data through interviews, observation, and documentation. The data obtained were analyzed using interactive methods. The results showed that the role of the Transportation Department of Dompu Regency in improving public service quality in the land transportation field was evident through various aspects. These included 1) Physical evidence (Tangibles), namely fully meeting quality in terms of procurement of facilities and the provision of good service by officers, 2) Reliability, where the service was running according to the SOP, 3) Responsiveness, namely providing appropriate and careful service, but there were still time constraints, 4) Assurance, where the need to increase the time guarantee and the cost guarantee provided was appropriate, and 5) Empathy, namely demonstration of good quality by officers. This study also revealed the presence of active, participative, and passive role. Keywords: Public Service, Land Transportation, Service Quality.
