This research explores issues related to mainstreaming the 2015 Regional Budget (APBD) of Riau Province amounted IDR 10.7 trillion. Based on the data obtained from the Riau Finance and Asset Management Board (BPKAD), Riau could only spend APBD 37.58% of APBD until October 2015. Meanwhile, the Ministry of Home Affairs of the Republic of Indonesia calculated Riau spent only 59.6% throughout 2015 and it wast the lowest regional spending in Indonesia. This poor expenditure rate demonstrates a problem in the implementation of Riaus APBD which was inneficient and not yet relevant. An assessment by government expenditure theory reveals that these problems indicate a gap in APBD allocation that affect on the non-performance regional development as targeted in mid-term regional development plan (RPJMD). This APBD seems to perform only a budget plan, not an implemented budget policy yet.

This study aims to determine and analyze the selection process of candidate members of the Election Supervisory Committee (Panwas) Election in two districts and two cities in the province of Riau. The selection takes place in mid-2017, in response to Law No. 15 of 2011 on General Election. Moreover, Riau will hold the Elections to the Regions in 2018 and Legislative Election and the Presidential and Vice Presidential Election in 2019. The existence of Panwas is a necessity in the effort to make the election more qualified and produce leaders in accordance with the conscience of the people. But please note how transparency in the selection process of candidates for Panwas members who have a very big mandate in the nation's democratic process. Selection of Panwas member candidates should fulfill the element of transparency as a proof of the implementation of good governance.The method used in this research is qualitative research methods. Data collection is done by using primary data in the form of in-depth interviews to the informants.Purposive sampling is chosen to be a technique in getting informants in accordance with this research. In addition, secondary data derived from the Election Supervisory Agency and mass media documents also support and sharpen the case studies as the analytical blades in this study.

LKM is the spearhead of the success of slums in urban poverty alleviation programs, especially in the area of Sri Meranti Village, Rumbai, Pekanbaru. This study aims to determine the performance of the LKM in Sri Meranti Village, Rumbai, Pekanbaru.. The assessment takes place in 2018 (2017 performance audit) by comparing with secondary data that has been obtained in the LKM performance assessment results at the end of 2015 and the end of 2016. Qualitative research is the method chosen in this study. Data retrieval is done using primary data and secondary data related to the results of LKM performance appraisal compared during the last 3 (three) years work process. The purpose of this research is to analyze the transparency and to analyze the factors that inhibit the creation of transparency of public service to the investment service and integrated service one door of Pekanbaru City. In this study using qualitative data analysis, that is by conducting data analysis through surveys, interviews and through information obtained in the field. Based on the results of research that the transparency of information service has not been fully transparent in the provision of services to the community. Priority interest of service users has not been fully prioritized. This can be seen from the management of public service that has not been published to the public, such as the cost and service time that is still not kept on the customer, and this is caused by the lack of resources available in the field of IMB management

The Indonesian people are always faced with the problem of how to build a clean government and good (good governance and clean government ) . Bureaucracy is expected to be a motivator and as well as a catalyst of the passing of development, not able to perform its role as a modern bureaucracy not only promote the capacity to organize the tasks and functions of the organization , but also capable of responding to the aspirations of the public into the activities and programs of the organization and is able to bring new innovations aimed at facilitate the performance of the organization and as a part of the manifestation of the professional apparatus. In the perspective of public administration Indonesia known to a wide range of pathologies that make bureaucrats or officials are not professional in their duties and functions include low motivation to change and innovate. Given the urgency of the apparatus role in organizing role and function , it would need to be sought and formulated a strategic approach to build the new face of professional personnel that are reliable , responsive , flexible and innovative in providing services and procedural development implementation.This type of research is descriptive qualitative approach , data collection techniques using in-depth interviews and documentation . The selection of informants by using purposive sampling so didapatlah informants in accordance with the criteria. Further analysis of the data through the interpretation of ethics and EMIC is further elaborated in the study of governance in accordance with the governance discussion is being investigated.The results of the study of responsiveness and innovation apparatus Subdistrict Bukitraya well in order to give service to the community as well as in the implementation of the tasks that others have started to lead to the vision of districts Bukitraya namely the realization of the District Bukitraya The Professionals In The Governance and Service to Society , it's just not done optimally.

Tujuan pengabdian ini adalah memberikan pemahaman dan kemampuan kepada Aparatur Kelurahan Muara Fajar Barat tentang pentingnya pengelolaan arsip. Dengan terkelolanya arsip dengan baik maka dapat mendukung pemberian pelayanan publik yang baik pula sehingga tidak memerlukan waktu yang banyak untuk kembali menemukan arsip yang dibutuhkan kembali. Pengabdian ini dilakukan dikantor Keluarahan Muara Fajar Barat Kecamatan Rumbai Kota Pekanbaru dengan menggunakan metode memberikan materi serta langsung melakukan praktek dalam pembenahan arsip yang baik dan benar. Adapun capaian pengabdian ini adalah terlaksananya kegiatan pengabdian sesuai dengan yang diharapkan dengan bertambahnya pemahaman dan kemampuan Aparatur Kelurahan dalam pengelolaan arsip, jumlah peserta pengabdian ini sebanyak 4 orang Aparatur Sipil Negara Kelurahan Muara Fajar Barat.

Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) Provinsi Riau merupakan salah satu organisasi pemerintah daerah (OPD) di lingkungan Pemerintah Provinsi Riau dalam bidang ketenagakerjaan dan transmigrasi yang dipimpin oleh seorang kepala dinas dan bertanggungjawab kepada Gubernur Riau. Hal yang sangat krusial dalam proses perencanaan anggaran adalah penyusunan Kebijakan Umum Anggaran (KUA) dan Plafon Prioritas Anggaran (PPA). Kebijakan ini merupakan dokumen yang memuat kebijakan bidang pendapatan, belanja, dan pembiayaan dalam sebuah OPD. Asumsinya mencakup satu tahun anggaran. KUA disusun berdasarkan visi dan misi Gubernur Riau yang ditetapkan di dalam RPJMD. Dalam wawancara dengan staf bagian perencanaan. Perencanaan anggaran pada faktanya adalah hubungan agen dan prinsipal dalam sebuah sistem pemerintahan. Agen dalam konteks ini adalah Disnakertrans, dan prinsipal adalah DPRD. Agen merupakan pihak yang tunduk pada prinsipal. Agen bekerja berdasarkan anggaran yang telah ditetapkan secara politik oleh kepala daerah DPRD. Oleh karena itu, proses penyusunan anggaran yang melibatkan partisipasi OPD dan DPRD menyebabkan tarik ulur kepentingan. Terjadilah fenomena paradoks antara keinginan prinsipal memaksimalisasi anggaran di suatu sektor strategis yang berdampak pada pengurangan pagu anggaran di sektor lain seperti ketenagakerjaan, namun di sisi lain masyarakat menghendaki banyak program ketenagakerjaan yang terejawantahkan di dalam POKIR

This study discusses democracy and political education by the election smart house. The aim is to find out about Democracy and Political Education by the Election Smart House at the General Election Commission of Riau Province and the obstacles faced by the Election Smart House at the Riau Province General Election Commission in providing democratic and political education to voters. The data used are primary data with KPU officials and staff managing the Election Smart House. The secondary informants are staff of the Technical and Public Relations Sub-Division. Data collection techniques using observation techniques, interviews and documentation. The research method used is qualitative descriptive type and with a theoretical approach to the form of political education with indicators of formal political education, non-formal education and strengthened by the theory of political education dimensions with indicators of basic dimensions, objective dimensions, and institutional dimensions. The results of this study indicate that the role of the Election Smart House in the Riau Province General Election Commission in providing political education has not made a strong contribution and is even more passive, therefore the Election Smart House is still not widely known and the lack of budget so that they cannot freely in carrying out political education.

Penelitian ini tentang bagaimana Partisipasi Masyarakat dalam Pengelolaan Sampah di Bank Sampah Kota Pekanbaru. Fenomena yang ditemukan dalam penelitian ini yaitu masih rendahnya partisipasi masyarakat dan pengetahuan dalam mengelola sampah, dan kurangnya sosialisasi yang diberikan dari pemerintah maupun bank Sampah itu sendiri. Penelitian ini bertujuan untuk mengetahui faktor penghambat partisipasi masyarakat dalam pengelolaan sampah di Bank Sampah dan bagaimana sosialisasi kepada masyarakat Kota Pekanbaru. Penelitian ini menggunakan Metode Penelitian Kualitatif dengan pendekatan fenomenologis. Pengumpulan data dengan menggunakan teknik wawancara, observasi dan dokumentasi secara langsung. Hasil dari penelitian ini belum terciptanya kota bersih tanpa sampah pada partisipasi masyarakat dalam pengelolaan sampah di Bank Sampah Kota Pekanbaru dikarenakan sosialisasi yang melum merata dilakukan dan kurangnya kesadaran masyarakat terhadap sampah
