Abstract

Many people believe that organizing festivals in the border area will increase the popularity of the border area and improve the socio-economic conditions of the border communities. But in the case of Sota border area, it is debatable. This paper aims to analyze the views of the community and local government about the border festival which was held by the central government in Sota, Merauke, Papua in 2016 and subsequently explored their views on what border festival should be like. To answer the question, a Focus Group Discussion was conducted with community leaders in Sota, activists in Merauke, officials from the Tourism Office, the Culture Office, the National Border Management Agency in Merauke, students and lecturers from Musamus University. They stated that the festival which had been conducted by the central government seemed in a hurry and lacked coordination with the local government. They also regretted that the festival was dominated by artists from Jakarta, while the local community was less involved. As a result, local cultural and economic potentials are not fully exposed. There are three things that should be considered to promote the border area through festivals: 1) the social, cultural and economic potential of the local community must be the main points promoted, 2) the widespread use of mass media, and 3) the strengthening of networks between the community and the local university, and local government for continual assistance

Abstract

This article intends to review the efforts of border diplomacy undertaken by Indonesia in maintaining the Indonesia-Malaysia border in Tanjung Datu, Paloh Subdistrict, Sambas Regency, West Kalimantan. Tanjung Datu is one of the Indonesia-Malaysia borders which still leaves obstacles because at the Tanjung Datu border in Camar Bula, Malaysia no longer recognizes it as part of the OBP or the Oustanding Boundary Problems. While at the Tanjung Datu border in Gosong Niger, it still leaves concern because there are some efforts made by Malaysia to change the country's borders. Both the border in Gosong Niger and in Gamar Bulan, both of which have raised issues that affect good relations between the two countries. Through a qualitative approach based on direct observation study, documentation and in-depth interviews with several parties related to Indonesian border diplomacy, this article suggests that border diplomacy conducted by Indonesia does not involve many important actors at the subnational level related to the implementation of border diplomacy. Some miscommunications and misinformation took place so that Indonesia's border diplomacy was not carried out optimally.

Abstract

Merauke is located in the eastern part of Indonesia that is rich of natural and cultural resources  potential for tourism. Tourism could be a solution to reduce poverty, especially through community-based tourism. Communities reap economic benefits from tourism industry by the increase of local income, hence the social welfare. On the contrary, poor management may lead the emerging Merauke tourism into environmental ecosystem damage. Such a threat to environmental sustainability outweighs any economic benefits because future generation will suffer from the inherited damaged environment. This article will discuss Merauke community participation in fostering the development of sustainable tourism through community-based tourism, that is maintaining sustainability of the environment and ecosystem while considering local communities sociocultural conditions. In doing so, this study uses a descriptive-qualitative approach. Data was collected from document tracking and interviews with Merauke Regional Government, WWF activists, and community leaders. The findings indicated that local communities supported Merauke tourism by developing entrepreneurship in tourism industry, increasing community social control in protecting the environment and enhancing the role of local customary leaders in supporting the tourism development.

Abstract

Public diplomacy, as an effort to maintain the system of inter-state relations and also its existence in the international environment, refers to the communicative activities of the state as well as the domestic public to the public outside the state. Public diplomacy then becomes a supportive tool for maintaining inter-state relations and avoiding conflicts arising between countries. However, in Indonesia-Malaysia relations, the practice of public diplomacy tends to lead to negative actions in influencing relations. This article shows that negative Indonesian public diplomacy towards Malaysia has been influenced by distinctive characters, reactive and inferior. Those characters were formed by historical frame on collective memory which collide Malaysian NEP impact. As a result, public diplomacy does not exist as a bridge to maintain relationships positively but rather tends to be practised through negative communication forms. This article is a result of qualitative research methods based on interviews and literature studies. Diplomasi publik, sebagai upaya untuk memelihara sistem relasi antar negara dan juga keberadaannya dalam lingkungan internasional yang merujuk pada aktfitas komunikatif publik domestik suatu negara terhadap publik di luar negara. Diplomasi publik kemudian menjadi alat yang suportif untuk menjaga relasi antar negara dan menghindarkan negara dari konflik akibat persoalan yang muncul antar negara. Namun, pada relasi Indonesia-Malaysia, praktik diplomasi publik cenderung mengarah pada tindakan-tindakan yang negatif dalam memengaruhi relasi. Artikel ini menunjukkan bahwa praktik-praktik diplomasi publik Indonesia terhadap Malaysia yang negatif tersebut dipengaruhi oleh karakter yang khas, yaitu karakter reaktif dan inferior. Karakter tersebut terbentuk oleh bingkai sejarah pada memori kolektif yang bertemu dengan dampak NEP Malaysia. Akibatnya, diplomasi publik tidak hadir sebagai jembatan untuk memelihara relasi secara positif melainkan cenderung dipraktikkan melalui bentuk-bentuk komunikasi yang negatif. Artikel ini merupakan hasil riset yang dilakukan dengan metode kualitatif berdasar pada wawancara dan studi literatur.

Abstract

This article aims to propose a fundamental overhaul of the understanding of Indonesia’s border diplomacy, which has so far state-centric and only prioritizes the role of the central government. Despite being in the high politics issue, border diplomacy can no longer elitist practiced. Referring to several problems that arise at the practical and academic level, Indonesia’s border diplomacy is the time to expand diplomacy by considering other important actors, namely subnational actors and non-state actors. Not only at the provincial level, but sub-national actors to the lowest level in the border region also have a significant contribution to Indonesia’s border diplomacy, as well as non-state actors from academia. This article is the result of research based on a qualitative methodology using Personal Communication withs and documentation studies. The research discovered many essential notes, including firstly, the confusion of information in the Tanjung Datu issue in both Camar Bulan and Gosong Niger has harmed the bilateral relations between Indonesia and Malaysia. Second, independence in the practice of relations between two communities between countries showed that subnational actors have a vital influence on Indonesia-Malaysia bilateral relations.

Abstract

The border diplomacy which is intended as tool for gaining national interest should be built on 3 foundations. Those fondations are law, social and economic development and also institution building. This article will highlight the importance of institution building in border diplomacy. In order to manage the cross border relation with neighbour country, the government needs certain institution to holds the task. Related to our case, we will discuss about KK Sosek Malindo as the main institution which has been managing the border issues between Indonesia and Malaysia. KK Sosek Malindo routinely meets to solve several problems arise between both countries in the border. Since 1985, they’ve already agreed various cooperations related to border management and border area development. Unfortunately, this institution became useless when cannot implement those agreements and contribute more because distracted by inapropriate structure of KK Sosek Malindo. This article also tend to convince that restructuritation of KK Sosek Malindo should be done in order to optimalize the function of KK Sosek Malindo for better bilateral relation and border area development.

Abstract

Merauke, located in the eastern part of Indonesia, has abundant natural resources and tourism potential. Unfortunately, these assets are not enough to establish Merauke as a successful border area. Even though many programs have been created by the local government of Merauke, the management of the border area in Sota Merauke has not been successful. This phenomenon poses a question about the barrier of developing Sota as a border tourism area. The research used qualitative methods by searching for related documents, observing Sota, and interviewing key persons including the local secretary of Merauke, the staff members of the local government of Merauke, the chief of police in Sota, WWF activists, and community leaders in Sota. The research found that the development of Sota as a border tourism area was not running well because of the lack of natural resource management, the lack of qualified human resources, and the lack of infrastructures with many institutional problems in those that did exist. The lack of qualified human resources was the most dominant factor because of the low ethos in the local community focused on developing the border area. The strategies proposed to tackle the barriers are: 1) to generate participation, especially that of youths and women, 2) to encourage tourism-aware groups, 3) to continuously implement group supervision, and 4) to develop border festivals with various cultural attractions and culinary promotions that involve a broad spectrum of Sota people.

Abstract

This article places public diplomacy as an effort to preserve state’s existence in the international relations as well as to share identity in order to achieve mutual understanding by state and non-state actors. The conception of public diplomacy over the years has placed public diplomacy on the narrow framework of the state’s efforts to build a positive image. As a result, such efforts are ignorant of the important efforts of non-state actors in building a fundamental thing for the existence of a state, its identity. Through some historical facts, this article shows that public diplomacy is an effort not only held by the state but also non-state actors in communicating their identity. Both actions are within the public diplomacy of state design or done independently. State domination sometimes limits the movement of non-state actors, but on the contrary in the current era of openness provides wider opportunities for non-state actors to play a better and more independent role in preserving their existence as well as relations among citizen

Abstract

This article is based on our research on the management of Cross-Border Posts (CBPs) in Belu that was conducted in three Cross Border Posts: Mota’ain, Motamasin and Turiskain. We offer a model of CBP management with two changes to the initial function design embedded with CBP (CIQS/Custom, Immigration, Quarantine and Security). The changes we offer are: (1) withdrawing the military personnel; and (2) assigning a new social function. These changes are based on the facts of local’s historical, social and economic backgrounds which are different from those of other areas. This approach will absolutely affect the form of the current CBP. Interviews were conducted to collect information related to the socio-cultural backgrounds and economic needs among the people living around the border. With the changes in mind, functions, it is expected that the CBP can meet the need of the people living around the border.

Abstract

Sejalan dengan ide mengenai pentingnya penggunaan teknologi digital pada pratek diplomasi maka Kementrian Luar Negeri melalui Direktorat Informasi dan Diplomasi Publik menginiasi upaya untuk menyelenggarakan praktis diplomasi publik melalui sejumlah media sosial termasuk facebook. Artikel ini menyoal pemaknaan diplomasi digital oleh Kementrian Luar Negeri Indonesia melalui Facebook yang sudah mulai diselenggarakan semenjak tahun 2010. Melalui metode intepretif atas berita unggahan pada facebook Kementrian Luar Negeri antara tahun 2018-2019 dan dan respon yang diberikan atas komentar netizen, maka artikel ini mengajukan asumsi bahwa Kementrian Luar Negeri masih memaknai diplomasi digital sebagai alat diplomasi yang sederhana, yaitu sebagai diseminasi informasi publik. Tujuan diplomasi digital sebagai bagian dari diplomasi publik guna memengaruhi persepsi publik belum sepenuhnya diakomodasi.
