Abstract

Kegiatan pengabdian kepada masyarakat yang dilakukan oleh tim Dosen Jurusan Ilmu Politik Universitas Andalas yang dilaksanakan pada 10 November 2018, bertempat diKelurahan Limau Manis, Kecamatan Pauh, Padang, fokus kepada penguatan organisasi lokalmasyarakat. Tujuannya, agar organisasi yang dijalankan oleh masyarakat dapat berkembangsekaligus sebagai sarana masyarakat berlatih menerapkan prinsip-prinsip demokrasi. Pelatihanini mendapatkan sambutan yang baik oleh masyarakat dimana dari 25 peserta yang diundanguntuk mengikuti pelatihan ini yang hadir ada sebanyak 30 orang. Peserta sendiri terdiri daribeberapa utusan masyarakat yang aktif dalam organisasi seperti PKK, Karang Taruna, sertaketua RT/RW. Metode yang digunakan dalam pelatihan ini yaitu metode Pendidikan OrangDewasa (Andragogi) yang mengajak peserta untuk terlibat aktif dalam pelatihan ini. Adapunhasil dari pengabdian ini (1) Masyarakat memiliki pemahaman dasar tentang pentingnya terlibatberorganisasi; (2) Masyarakat tahu bahwa organisasi menjadi wadah pendidikan politik untukpenguatan demokrasi di aras lokal; (3) Masyarakat paham bahwa lewat organisasi mereka dapatmempengaruhi kebijakan.

Abstract

This community service is caused by the tendency to strengthen the understanding of religious radicalism in society. Understanding radicalism obtained by the public along with developments in technology and information such as social media. In general, the understanding of radicalism has penetrated specific target groups such as young people. On the one hand, young people are among those who are vulnerable and potentially exposed to religious radicalism. On the other hand, young people are also potential groups in counter the understanding of religious radicalism. Community organizations such as Muhammadiyah have a strategic role in counteracting understanding of religious radicalism. Young people have a tactical and strategic role in counteracting the understanding of religious radicalism that tends to strengthen lately. Therefore, the seeding of thoughts, ideas, ideas of counter-radicalism and religious de-radicalism becomes relevant to carry out. The method used was a brainstorming technique, to find out the solution of a problem by gathering ideas spontaneously from group members. After that, it was then followed by a lecture method that ends up with a discussion. The results of this devotion showed an understanding of religious moderate for Muhammadiyah youth as a counter to understand the religious radicalism.

Abstract

Power and Authority (Power and Authority) after the merger of the Civil Service Police Unit and the Fire Department. Through Bungo Regent's Regulation Number 5 of 2016 concerning the Formation and Structure of Regional Apparatus, referring to Government Regulation Number 18 of 2016 which states that if a government affair does not meet the requirements to form a Regional/Regency Service then the Government affairs can be merged. The formulation of the problem in this research is first, what is the power and authority of leaders after the merger between Pol PP and Damkar units. Second, the obstacles and efforts after the merger between Sat Pol PP and Damkar. The benefits of this research are first, to provide references and academic studies to policy makers in Bungo Regency. Second, provide knowledge about policy development in the field. The object of this research was carried out at the Civil Service Police Unit and the Bungo Regency Fire Department. Descriptive research method with a qualitative approach. The results of this research show that there is overlap and the use of power and authority in leadership is ineffective and tends to be subjective. The power and authority of leaders tends to be outside the operational standards of work tasks, giving rise to the impact of overlapping work. The obstacles faced are regarding the budget, the minimal budget provided by the regional government and the absence of education and training which has an impact on employee performance. The power and authority of leaders in giving orders or tasks should be in accordance with standard operational procedures that have been determined by regulations. legislation
