Abstract

This Research of district election committee secretariat as work principle in the regent and vice-regent election of Agam 2015. District Election Committee (DEC) Secretariat for the Agam Regent and Vice-Regent Election 2015 was appointed by the current Agam Regent. The regent who appointed the DEC Secretariat for the election of Agam Regent and Vice-Regent 2015 nominated himself to be the Agam Regent for the 2016-2021 period. This research uses the qualitative descriptive method and is intended to describe and analyze the principles of the electoral management bodies which apply to the DEC Secretariat in carrying out the Agam Regent and Vice-Regent Election 2015. This research uses 7 (seven) core principles of electoral management bodies, which are independent, impartial, integrity, transparent, efficient, professional, and willingness to serve. The result of this research shows that (1) District Election Committee (DEC) Secretariat for the election of Agam Regent and Vice-Regent 2015 could not fully exercise the principles of organizing election and (2) there are 3 factors that influence the DEC Secretariat in carrying out the Agam Regent and Vice-Regent Election 2015, which are regulation, communication, and competence. The appointment of district election committee secretariat by regent or mayor can affect of district election committee secretariat in carrying out the principle.

Abstract

People’s representatives are elected through general elections to represent the people fighting for the people's interests and aspirations. However, in practice, muslim politician who became people's representatives often represent themselves and their groups rather than represent those who have chosen them. This research was conducted to reveal how muslim politician who became people's representatives' actions the correlation between clientelism politics in managing the budget function. This descriptive qualitative research method collects data through direct observation in the field and in-depth interviews with various informants related to the research. The theory used in this research is political clientelism theory. From the research results, muslim politician who became people's representatives fight for the community's aspirations to escort a grant program to community groups, social assistance, and empowerment. The program is directly related to the winning team and supporters of voters in the previous elections. The program is intended to maintain the people's voting base and the granary in the next election. This is how the people's representative uses the parliament's existence and potential for electoral interests.

Abstract

There has been an attempt to accommodate the aspirations of the people in developmentplanning through a tiered process, such as the implementation of Musrembang starting from theKelurahan level. However, not all of the aspirations of the community can be channeled through theofficial mechanisms implemented in this government development plan, another channel is needed sothat the aspirations of the unpardonable community in the implementation of Musrembang in Kelurahancan be channeled through other channels outside the government based on local values . Communityservice in Lambuang Bukik urban village, Pauh subdistrict, Padang City is trying to improve the formof development planning based on local values of the community, so that the aspirations of thecommunity that is channeled in the implementation of Musrembang Kelurahan is not only the workprogram of SKPD Kelurahan or other SKPD government agencies but can also be work programs thatcan be funded by community empowerment activities. Through the use of SWOT analysis and adultlearning cycle method and experience, the community participation level in developing developmentplanning and increasing knowledge in formulating the form of community participation planning inLambuang Bukik village, Pauh sub-district, Padang city.

Abstract

Kegiatan pengabdian kepada masyarakat yang dilakukan oleh tim Dosen Jurusan Ilmu Politik Universitas Andalas yang dilaksanakan pada 10 November 2018, bertempat diKelurahan Limau Manis, Kecamatan Pauh, Padang, fokus kepada penguatan organisasi lokalmasyarakat. Tujuannya, agar organisasi yang dijalankan oleh masyarakat dapat berkembangsekaligus sebagai sarana masyarakat berlatih menerapkan prinsip-prinsip demokrasi. Pelatihanini mendapatkan sambutan yang baik oleh masyarakat dimana dari 25 peserta yang diundanguntuk mengikuti pelatihan ini yang hadir ada sebanyak 30 orang. Peserta sendiri terdiri daribeberapa utusan masyarakat yang aktif dalam organisasi seperti PKK, Karang Taruna, sertaketua RT/RW. Metode yang digunakan dalam pelatihan ini yaitu metode Pendidikan OrangDewasa (Andragogi) yang mengajak peserta untuk terlibat aktif dalam pelatihan ini. Adapunhasil dari pengabdian ini (1) Masyarakat memiliki pemahaman dasar tentang pentingnya terlibatberorganisasi; (2) Masyarakat tahu bahwa organisasi menjadi wadah pendidikan politik untukpenguatan demokrasi di aras lokal; (3) Masyarakat paham bahwa lewat organisasi mereka dapatmempengaruhi kebijakan.

Abstract

Participatory development is the idea of the World Bank to link democracy with good the governance, an idea is a form of change in the development paradigm of developing countries from a modernization approach to an ecological approach. Local values as elements that are not related to modernization are ignored in the development process. This article explains about participatory development methods through a political culture approach. So that development participation involves the values of the local identity. Based on the use of the Adult Learning Circle or Learning Circle Based on Experience method that is applied to the implementation of community service in the LambuangBukik village, Padang City, it was found that the use of local community identity in the implementation of participatory development is more likely to form a broad community participation in development planning

Abstract

The state plays a very important role and has an obligation to meet the needs of its people, one of which is in the form of the obligation to fulfill public health services in the country. Thie analysis used the perspective of a Marxist class state, namely the existence of social classes in society, regarding the existence of social class divisions that arise from the existence of modes of production, as controllers of the production system (owners of capital) and producers who provide direct services for the dominant class (workers). Karl Marx (1818-1883) saw that actually the main actors who play an important role in the survival of a society are social classes. The alienation experienced by humans is actually the result of the oppression of one class by another class. To eliminate these exploitative actions, Karl Marx put forward a class struggle or revolution. Karl Marx believed that the classes that were formed in a society could be removed by this revolution so that justice could be upheld. The purpose of this study is to see and find out the perspective of country class put forward by Marx on how a country fulfills its responsibilities in terms of health services, namely health insurance. The research method used is a descriptive qualitative research method, using data collection techniques through observation or observation and interviews.

Abstract

Forest management in Indonesia often presents a tension between state-driven conservation objectives and the socio-economic interests of indigenous communities. This study explores how the Hutan Nagari (village forest) scheme serves as a conflict resolution mechanism between indigenous communities and the state, with a focus on Sungai Buluah in West Sumatra. Employing a qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis involving community members, the Village Forest Management Institution (LPHN), and the provincial forestry agency. The findings reveal a dual pattern of conflict: prior to 2019, vertical and macro-level disputes predominated, rooted in top-down state forestry policies that marginalized local customary rights. Following the implementation of the Hutan Nagari scheme, conflicts shifted to a horizontal and micro-level, involving intra-community negotiations over resource access. Conflict resolution strategies evolved accordingly, from institutional strengthening and enhanced community participation to more nuanced approaches, including problem-solving, yielding, and inaction. These strategies align with sustainable development goals, integrating economic welfare and conservation objectives. This research contributes to the discourse on community-based forest management by highlighting the adaptive nature of conflict resolution mechanisms in pluralistic indigenous settings
